REGULAR MEETING
The Board of Public Safety met in the regular meeting at 9:18 a.m. on Wednesday, April 29, 2009,
with President Juanita Dempsey and Board Members Patrick Cottrell, Bruce BonDurant and Laura
Vasquez present. Also present were Police Chief Darryl Boykins, Fire Chief Howard Buchanon and
Board Attorney Thomas Bodnar,

WHEREAS, in 2006 the Board of Public Safety adopted Resolution No. 71-2006 which
provided for lateral entry payments to new members of the South Bend Police Department; and
WHEREAS, in 2008 the South Bend Common Council passed a salary ordinance which
again provided for such lateral entry payments; and
WHEREAS, under the previous system it was possible for the new officer to receive a bonus
six (6) months after joining the Department and to leave shortly thereafterl9 and
WHEREAS, it is in the best interest of the South Bend Police Department that the length of
service before the payment is made be extended.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC SAFETY OF
THE CITY OF SOUTH BEND that Resolution No. 71-2006 be amended as follows:
A. The amounts and requirements for the bonus set forth in Paragraphs I through 6 of
Resolution 71-2006 shall remain unchanged.
7. To complete eligibility for payment of the bonus, the officer must serve eighteen
(18) months with the South Bend Police Department.
8. Payment of a bonus shall be made in the last regular paycheck of the calendar year
and after the completion of the eighteen (18) months.
9. All officers sworn in after January 1, 2006 shall be eligible for the bonus payinent.
All officers sworn in after May 1, 2009 shall receive their bonus in the first paycheck after
completion of eighteen (18) months of service.
