AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA APPROPRIATING $1,000,000 OUT OF FUND 641 TO PAY COSTS
ASSOCIATED WITH CLEANING THE ANAEROBIC DIGESTERS AT THE
WASTEWATER TREATMENT PLANT.
STATEMENT OF PURPOSE AND INTENT
The wastewater treatment plant has four anaerobic digesters which need to be cleaned
and rehabilitated. Two of these digesters are used as settling tanks for biosolids prior to being
dewatered and used in our land application program. These digesters have not been cleaned in
20 years.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, as follows:
Section I. The sum of $1,000,000 is hereby appropriated and set aside within Fund No.
641 for purposes of paying for the anaerobic digester cleaning at the wastewater treatment plant.
Section II. This Ordinance shall be in full force and effect from and after its passage by
the Common Council and approval by the Mayor.

In Re: Ordinance Appropriating $1,000,000 for Digester Cleaning and
Rehabilitation.
Dear President Dieter:
The attached ordinance is offered for Council consideration. It deals with new
appropriations from Sewage Works enterprise fund (641) to the "Other Contractual" line
item in the 2009 Sewage Works budget for wastewater. Sewage Works Enterprise Fund
# 641 has the necessary monies to cover the requested appropriation.
The total dollar amount to be appropriated is $ 1,000,000. These funds will be
primarily used to cover the cleaning, repair and rehabilitation of two of our anaerobic
digesters. These digesters play a critical role in the final processing of biosolids at the
plant and have not been cleaned and rehabilitated in over 20 years.
. We believe this to be an infrequent maintenance responsibility and did not have
engineering estimates until January of 2009. Our hope is to complete this task during the
2009 construction season.
