HomeMy WebLinkAbout02-10-09 Minutes SBBPC OUTH END OARD OF ARK OMMISSIONERS RM EGULAR EETING F10,2009 EBRUARY The Board of Park Commissioners of the Park District of the City of South Bend, Indiana met on Tuesday the 10th February 2009 of at the O’Brien Administration & Recreation Center, 321 E. Walter St., South Bend, Indiana for its regular meeting. Notice of the date, time and place of the meeting were duly given as required by law. Park Board members present were as follows: Mr. Robert Goodrich, Vice President Dr. Thomas Kelly Mr. Garrett Mullins Park Board members absent were as follows: Mr. Robert Henry, President Staff members present: Phil St. Clair, Superintendent; Bill Carleton, Betsy Harriman, Administrative Director; Fiscal Officer; Randy Nowacki, Director of Golf Operations; Terry DeRosa, Zoo Director; Richard Payton, Development Director; Mike Dyszkiewicz, Maintenance Superintendent; Thomas Bodnar, Park Board Attorney I.The meeting was called to order by Board Vice President Robert Goodrich at 4:03 p.m. II.The first order of business was the interviewing of interested citizens. There were no interested citizens wishing to address the Board. III.The next order of business was unfinished business. There was no unfinished business. IV.The next order of business was new business. 1.Mr. Dennis Banis of Praxis, Inc.- Richard Payton Mr. Payton introduced Mr. Dennis Banis of Praxis, Inc. Mr. Banis is helping in the formation of a Park Foundation and organizing fund raising. He has been talking to staff to determine what the department has been doing and needs to do in the future. 2.Arborist License Renewals- The following license application was presented for approval by the Board: a. Doug’s Mishawaka Tree Service, Inc. b.Kachur Tree Service c.Landmark/Solliday Landscaping d.Acorn Landscaping, LLC e.Leonard’s Landscape & Tree Service - - 1 - - f.Mills Landscape Services g.B and B Floral Adventures h.Michiana Tree Service i.Watson Tree Service, Inc j.4 Seasons Tree Service, LLC k.KC Tree, Inc l.Super Tree- Professional Arborists m.MAT Corporation of Michiana, dba Mark Temple Tree Service n.Kevin’s Tree & Landscaping, Inc Mr. Bodnar pointed out an irregularity with the insurance certificate for Acorn Landscaping, LLC. Dr. Kelly made a motion to approve all the requests with the exception of Acorn Landscaping, LLC, which will be returned to staff to have the certification holder updated. Mr. Mullins seconded the motion and it was passed. 3.Requests for Use of Parks- Betsy Harriman Ms. Harriman requested the Board approve the following requests: a.Kennedy Park- 7/4/09- Family Reunion Picnic b.Howard Park- 4/4/09- Achievement Forum Egg Hunt (Rain date 4/11/09) She informed the Board that the first event was a little unique. They will have more than 50 people attending this picnic in a park that we don’t normally rent. The individual is a resident of the neighborhood and the neighbors have sent a letter endorsing the event. They feel there will be no problems with the individual sponsoring the event. She also asked the Board if there were any general restrictions or policies they might want to set for future events of this type. After some discussion, the Board decided to discuss the issue at a later meeting. Dr. Kelly made a motion to approve the Achievement Forum event and table the picnic request until next month. Mr. Mullins seconded the motion and it was approved. 4.Request to Award Chemical and Fertilizer Bids- Randy Nowacki Mr. Nowacki presented his recommendations for award of the bids that were opened at a public meeting on February 9, 2009. There were four bids for the chemicals and fertilizers. He requested that the recommended bids be awarded. Mr. Mullins made a motion to award the bids for chemical and fertilizers be awarded as recommended. Dr. Kelly seconded the motion and it was passed. 5.Request to Award Golf Cart Bid- Randy Nowacki Mr. Nowacki reported that the bids for golf carts were opened at a public meeting on February 9, 2009. Bids were received from Professional Golf Car and Midwest Golf & Turf. He requested that the award be tabled until the March meeting in order to evaluate the bids. Dr. Kelly made a motion to table the bid award of golf carts until next month’s meeting. - - 2 - - Mr. Mullins seconded the motion and it was passed. V.Approval of Minutes Dr. Kelly made a motion to approve the minutes of the regular Board meeting held on January 19, 2009 as mailed. The motion was seconded by Mr. Mullins and approved. VI.Approval of Maintenance Vouchers A motion was made by Mr. Mullins to approve maintenance vouchers for totaling $753,914.17. It was seconded by Dr. Kelly. There being no further discussion, the motion was passed. VII.Business of Director St. Clair 1.Director St. Clair presented the Board with his annual report. VIII.Comments by the Golf Operations Director 1.Mr. Nowacki reported that the golf courses are being evaluated for the upcoming season and appear to be in great shape. 2.The maintenance equipment has been rebuilt and they are about three weeks ahead of schedule. 3.The Tree Crew has completed tree trimming and stump removals will be done as weather permits. 4.The Open House will be held March 7 at Erskine. Mr. Goodrich asked if tabling the bid would impact getting the carts and the opening of the golf season. Mr. Nowacki didn’t feel it would. Not all carts are usually out early in the year and that would give them time to get the new carts in and ready for use. IX.Comments by the Zoo Director 1.Mr. DeRosa reported that “Winter Days” will be held at the Zoo this Saturday. 2.He is working with Police, Fire, and Safety and Risk to train staff in various safety procedures. Committees are being formed to comply with AZA requirements. 3.AZA has sent breeding recommendations for the Spot Nosed Guenons, Giant Anteater, Diana Monkeys, DeBrazza’s Monkeys, and Takin. 4.Flamingos are going to be delivered to go into the renovated exhibit. 5.Construction is picking up with the break in the weather. 6.The Work Release/Road Crew from the Department of Corrections is doing well. There are five individuals that come Tuesday through Thursdays. They have cleaned a lot of areas. 7.Composting of animal waste and bedding is going well. It is hoped to be able to sell it to landscaping companies in the future when it is tested for bacteria. 8.The Botanical Society is looking into additional heating for the Desert Dome. - - 3 - - 9.Ginger Valley is doing the second round of pest control in the Conservatory soon. X.Comments by Maintenance Superintendent 1.Mr. Dyszkiewicz informed the Board that park cleaning is underway. 2.The Ice Rink has been closed temporarily due to the warm weather. 3.The Trades Crew has been at Pinhook Pavilion doing some remodeling to the basement area to allow the space to be used for classes. 4.Prices are being gathered for repairs at Newman Center. XI.Comments by the Development Director 1.Mr. Payton presented the Board with awards that were presented to the Department. We received Essential Services Awards for our Incentive Based Fitness Program, and the Wildwoods Nature Program at Rum Village. The Outstanding Service Award went to Susan O’Connor and the Outstanding Park Development Award was awarded for the “Access for All” Potawatomi Park project. 2.Mr. Payton reported that he would have the Master Plan at the next meeting for the Board’s review. 3.A meeting was held with the Executive Director of Workforce Development, Kay Cochran, and Park Staff. It was hoped we could use our computer labs for training. He felt it was very productive. 4.He reported that the Daddy/Daughter Dance was sold out as of this morning. th 5.The 50 anniversary event at the Howard Park Ice Rink was very successful. Five hundred people attended the event and it was expanded to two sessions rather than the originally planned one. XII.There being no more business to come before the Board the meeting was adjourned by Mr. Goodrich at 5:08 p.m. The next regular meeting will be held March 16, 2009 at 4:00 p.m. in the Boardroom of the O’Brien Administration Center.
