The Commission has received a request which describes needed repairs and maintenance to the park
grounds and fountain at Jon Hunt Plaza, directly in front of the Morris Performing Arts Center. The
Plaza is owned by the Commission and is managed by Dennis Andres, director of the Mon-is and
Palais, as a highly programmed space during summer months. It is a popular venue for DTSB
sponsored public events as well as receptions and gatherings hosted by the Palais.
Dennis has provided an in depth explanation for the needed work, and how doing so will save on
operating expenses in the future, as the leaks and lack of a debris catching feature add substantially
to the ongoing costs of servicing the fountain. In addition, Dennis has requested funds to complete
the replacement of hazardous deteriorating brick with stamped concrete on the Plaza walkway
ti•onting Michigan Street. TIF funds have been used in the past for maintenance and upgrades to Jon
Hunt Plaza, as we see it is a vital public space for downtown gatherings. As property owners, we
want to be sure it is safe and appealing.
Staff recommends the Commission's approval of the following items:
Fountain -repair for leaks $8,400.00
Fountain -Stainless steel panels installed as a moat debris catcher $14,867.00
Continuation of walkway -- $7,985.00
Total $31, 252
I ask for your approval of this project, which will be governed through the Board of Works, with a
not to exceed amount including a 10% contingency of $34,377.00.

SUBJECT: REPAIR & UPGRADES to the .TON HUNT PLAZA /PARK AND FOUNTAIN
As the Jon Hunt Plaza /Park and Fountain are owned by the Redevelopment Authority; I am
requesting the Redevelopment Commission to consider providing the necessary funding t.o
make needed repairs and suggested upgrades to the Jon Hunt Plaza /Park and Fountain.
The Fountain is in dire need of restoration and repair to maintain a sound structure and
protect. the investment made to date. In its current condition, the fountain looses tens of
thousands of water daily ... it leaks like a sieve. Badly deteriorating sealant. in all joints needs
to be removed and replaced. The existing fountain decorative lighting fixtures need to be
reseated and re-sealed. Covers over 16 abandoned portholes from years ago need to be reseated
and re-sealed. Approximately 33 if of limestone caps on upper west side of the fountain are
badly cracked /split and need to be replaced. And finally, the west section of the moat around
the fountain needs to be cleaned, patched, caulked and then waterproofed.
• Low quote for the aforementioned repairs was approximately 8 500 (see attached.)
The Fountain is operational fi•om May 1 through September 30 each year. During this time
period, it has been necessary to service the Fountain daily at a total labor cost of
approximately $2,500. The cost for necessary water treatment per summer is approximately
X7,500. It has been suggested that this total annual summer cost of $10,000 might be able to
be cut by as much as 3/4 if the necessary repairs, as noted above, are executed AND a debris
catcher is installed around the fountain in the moat. The lack of a debris catcher is directly
related to the current. daily fountain maintenance expense. The lose of water due to the
fountain leaks is directly proportional to the water treatment cost.
• Stainless steel perforated panels installed in the fountain moat on all three sides to
serve as a debris catcher would cost approximately 15 000 (see quote attached).
Continuing with Plaza repairs, we would like to complete a project that was begun several
years ago. The Plaza surface is composed of red brick laid on the ground. The main brick
surface is believed to be in decent shape however, the upper portion (walkway along Michigan
PERF®18MING ARTS CENTER SOUTH BEND, IN
Street) began deteriorating years ago. We have found spare dollars several years in a row and
were able to replace a section each year with decorative concrete, stamped with a brick
pattern. We would like to see the upper portion completed to prevent further deterioration and
to match that already done. I have attached a photo showing the area completed t.o date and
the area we wish io do at this time.
• To repair /replace the brick section described above to match previous sections is
estimated to cost. 8 000 (see attached).
The total cost to complete, as described above, a) Fountain repairs, b) Install a moat debris
catcher, and c) Replace a section of brick walkway would be approximately: 31 500. It has
been suggested that this funding might be available from TIF funds as we are in a TIF
district. Further, it has been explained to me that TIF money can only be used for
infrastructure improvements including protecting current property investments from
deterioration. The repairs necessary surely fall under that provision. No?
Finally, it has been suggested many times that the expansive grass area adjacent to the Plaza /
Fountain is not well utilized by our good citizens and City guests because it. is bound on two
sides with heavy traffic. It has been suggested, by many over the past eight. years especially by
those attending the "Fridays by the Fountain" events, that a decorative aft high wrought iron
fence be installed around the borders of the park to completely enclose the Jon Hunt Plaza
from the streets. This idea is of great interest however, it has been estimated that such an
undertaking would cost in the neighborhood of X75,000. Should this be of interest to you, I
would be glad to research further.
Thank you for any help you might be able to provide in securing funds for the necessary Jon
Hunt Plaza /Park and Fountain repairs.
Please note that the Parks Department, until this year, had budgeted for the general running
of the fountain during the summer. They budgeted X10,000 for supplies and labor. Due to the
reduction in budgets, the Parks Department. will no longer service the fountain. On or about
October 23, 2008, I informed Don Inks of this situation, and requested that he look into
funding the service needed to run the fountain during the summer. While, as Executive
Director of the Morris Complex, I have been asked to schedule all events at the Jon Hunt.
Plaza, my budgets have never included expenses for maintenance in the plaza. In subsequent.
conversations with Don, I began looking into reducing the fountain's operational cost and
discovered the needed repairs. The request to Don, to support. the summer fountain
maintenance service, still exists as we know of no other source of funding at this time.

Decorative Concrete in area to the north side of existing decorative concrete as follows:
1. Total area approximately 588 square feet.
2. Remove and haul off existing brick.
3. Install 3/8" rebar dowels around perimeter of new concrete 2' on center.
4. Provide and install Decorative Stamped Concrete to match adjoining decorative concrete to the
south. Due to the nature of concrete aging and color variations the new decorative will not be an
exact match in color to the existing decorative concrete.
5. Clean and apply sealer upon completion.
