AN ORDINANCE AMENDING THE ZONING ORDINANCE, AND ESTABLISHING AN
HISTORIC LANDMARK FOR THE PROPERTY LOCATED AT 911 SOUTH MICHIGAN,
IN THE CITY OF SOUTH BEND, INDIANA.
Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has
petitioned for the designation of the following described real estate as an Historic Landmark
pursuant to Ordinance No. 5565 -73, as amended to wit:
South 1 -3 lot 2 and North 1 -3 lot 3 South Bend City
Whereas the Historic Preservation Commission of South Bend & St. Joseph County has
recommended the designation of the property as an historic landmark.
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA:
Section 1. That the above described property be, and is here designated and
established as an Historic Landmark under Ordinance No. 5565 -73, as amended.
Section 2. That this ordinance shall be in full force and effect from and after its passage by
the Common Council, approval by the Mayor and its publication.

Please find the attached ordinance which has been prepared for introduction to the Common
Council. The purpose of this ordinance is to establish the property at 911 S. Michigan as an
Historic Landmark. The described real estate as S 1 -3 lot 2 and N 1 -3 lot 3 South Bend City
Addition to South Bend.
At its Public Hearing held on December 20, 1999, the Historic Preservation Commission
recommended designation of this property to the Common Council. A copy of the Staff's
favorable review and recommendation regarding designation of this property is also enclosed.

HISTORICAL PHOTOGRAPH
911 South Michigan
Historical Context
This property is located on the west side of South Michigan Street between West
Garst and West Sample Streets, in South Bend, Indiana. It is described as being
lot 2 and 3 of South Bend City Addition, of South Bend.
This two story stone bank building was built in 1919 and 1924 by the South
Bend State Bank who purchased the land from Joseph Williams in 1919.
The South Bend State Bank was organized in 1919 by its president, Dick
Johnson, vice president, F.W. Van Antwerp and numerous other officers. It
officially opened for business in January of 1920 for the purpose of serving the
south side's growing business section, including the large number of Studebaker
employees. Upon opening, the bank had a capitalization of $50,000 and
occupied a small floor space on its present site. Within four years the bank's
depositors had grown to such numbers that larger quarters became necessary.
To solve the need for more space the bank expanded the original building by
adding additions to both its left and right sides in 1924. By the banks 10th
birthday it showed undivided profits of $90,000.00 and total resources of nearly
$2,000,000.00. The bank continued to provide various services to the south
side of South Bend until 1931 when it closed its doors and turned over all
accounts and assets to the Union Trust Company as trustee. The Union Trust
continued to retain these assets until 1938 when it faltered causing the State
Department of Financial Institutions to step in and turn all accounts over to the
First National Bank and Trust. First National Bank continued to own and rent
this structure out until 1981 when it was sold to Leo and Mary Sparkia, owners
of Sparkia Projects, Inc. Mr. and Mrs. Sparkia also used the structure as a
rental, until 1999 when they sold it to the current owners, Jack Hartsell and E.R.
Hopson.

ARCHITECTURAL DESCRIPTION
This is a two story Neoclassical style bank building with a rectangular plan and
stone foundation. It has five -bay, colossal, Ionic columned fagade in limestone.
A projection molded lintel with dentils, spare linear horizontal detail below frieze
area and parapet with single simple rectilinear ornamental center. The roof is
flat with a staggered parapet made of stone and frieze with dates carved into it.
The building also has an iron grill at base of front bays with art deco styling, a
central pedimented entry, simple fixed single sash windows arranged
symmetrically along front bays with flanking molded pilasters, narrow molded
lintel course and stone spandrels between levels.
RECOMMENDATION
Based on the Historic Preservation Commission's Local Landmark Criteria's
adopted by the Common Council, the building at 911 S. Michigan has been
recommended to the Common Council for designation as a Local Landmark by
Historic Preservation Commission.
The building meets the criteria in at least three areas:
l.) Its embodiment of elements of architectural design, detail, materials, or
craftsmanship which represents an architectural characteristic or innovation.
2.) Its suitability for preservation.
3.) Its identification with the life of a person of historical significance.
The building fulfills criteria #1 as an excellent example of an early nineteen
hundreds Neo- Classical Style bank building. The building is rated a significant
eleven in the Indiana Historic Sites and Structures Inventory.
The building fulfills criteria #2 by the integrity of its original construction with
no alterations made to it over 70 years. Its a wonderful example of the Neo-
Classical style of architecture that was so popular in the 1920's.
The building fulfills criteria #3 by its association with the South Bend State Bank
and its many prominent officers, including president Dick Johnson and vice
president, F.W. Van Antwerp.
Staff finds that the building meets the criteria for designation as a Local Landmark and
recommends that the Commission send such a recommendation to the Common Council.
