Interview Process of Legislative Research Assistant -Jan Hall, HR Director,

Mayor Luecke spoke to the importance of getting resources organized to assure a complete
count effort for the 2010 censusas this has funding ramifications from the federal and state
government. Mayor Luecke introduced Chris Dressel, Community and Economic Development
Department and Larry Magliozzi, Area Plan Commission, to outline efforts to date. Speaking first,
Chris Dressel described the complete count committee (see attachment) and said work had
begun in earnest at the beginning of the year. 2009 will set the ground work for actual collection
of data in 2010. Hopefully this preparation should increase the 2010 census response rate abot
the 2000 rate of 69%. Councilmember Oliver Davis asked what is being done to improve the
count. Dressel indicated better technology as well as outreach to specific groups. Dieter asked
how counts were verified. Magliozzi said the postal service address lists are used by the Census
Bureau to do the count. Mayor Luecke interjected that all are being encouraged to participate,
the short-form will be used universally, and all data will be confidential. Councilmember's Oliver
Davis, Puzzello, and Rouse all emphasized the need for outreach. Councilmember Oliver Davis
made a motion, seconded by Councilmember White, and approved by all to send this bill to the
full Council favorably.

Winona Hays, from the City Clerk's Office who has taken over the application/compliance process
reported two businesses had applied for and met the requirements to receive a scrap metal/junk
dealers license pending Council approval. Councilmember Henry Davis asked if either applicants
business was used for city impounds. The answer was no. Councilmember White motioned,
seconded by Councilmember Oliver Davis, and agreed by all to send this bill to the full Council
favorably.
INTERVIEW PROCESS OF LEGISLATIVE RESEARCH ASSISTANT
Jan Hall, Director of Human Resources for-the City of South Bend reported that she had reduced
the number of applicants for the Council Legislative Research Assistant 65 to 26 then to 13. She
suggested the Council review and rank these applicants on a form or grid she has provided. The
top five or six would subsequently be interviewed. The Council was to complete the ranking by
Friday, March 13, 2009. Jan suggested an interview team of three or four Council Members do
the actual interviews. Council President Dieter emphasized the position was under Council
purview. Councilmember Henry Davis asked if past general job applicants get consideration.
Jan Hall said, typically no though applications were held for six months. City Controller Catherine
Fanello said software tracking applications was coming. Under miscellaneous, Catherine Fanello
said an RFP for the City's IT services has been posted.
There being no further business to come before the Committee at this time, Chairperson
LaFountain adjourned the meeting at 5:20 p.m.
