AN ORDINANCE TRANSFERRING $592,063 AMONG VARIOUS ACCOUNTS WITHIN THE
DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT
Statement of Purpose and Intent:
In order to assure the efficient and timely utilization of Community Development Block Grant
Funds in accordance with the community's Housing & Community Development Plan, transfers are
needed:
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend,
Indiana, as follows:
SECTION I. The sum of $592,063 is hereby transferred among accounts as set forth below:

Dear Council Member:
The attached bill for your consideration and approval will transfer $592,063 in Community Development
Block grant funds as part of the 2000 Housing & Community Development Plan. As you remember, this
plan, and the proposed allocation of funds, was made public September 29, 1999 fora 30-day public
comment period. The plan was also the subject of 2 public hearings on October 14th. This bill is a
companion to the CDBG general appropriation bill also filed today. Specifically, this action will allocate
funds to: the Affordable Loan program ($290,000); Blume's block rehab ($100,000); Perley Park
neighborhood revitalization ($130,000); and Liston/Colfax neighborhood revitalization ($72,063).
