AN ORDINANCE OF THE SOUTH BEND COMMON COUNCIL AMENDING
CHAPTER 17, ARTICLE SEVEN, SECTION 17-56 OF THE SOUTH BEND
MUNICIPAL CODE REGARDING THE SEWER SERVICE FUND AND CHARGES
STATEMENT OF PURPOSE AND INTENT
The Sewer Service Fund has accumulated sufficient dedicated revenues to address the
repair and replacement of private sewer connections well into the future such that the monthly
assessment for this fund can be reduced.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. Chapter 17, Article 7, Section 17-56 of the South Bend Municipal Code
shall be, and hereby is amended to read as follows:
Section 17-56. Purpose, assessment of charges; deposit in separate fund.
(a) The sum of sntv.: ~un`etst}'71 - per month shall be
added to sewer service charges for all sewer users which are not industrial or bulk water
customers. All of said sums of money so collected shall be deposited in a separate fund of the
Bureau of Sewers.
(b) All funds collected under section 17-60 of this article, "Charges to private sewer
owner; payment," shall also be deposited in this separate fund of the Bureau of Sewers.
(c) All of said sums of money so collection shall be deposited in a separate fund of the
Bureau of Sewers, and said fund shall be used solely to address the repair and/or replacement of
failing private sewer connections, and to address administrative and inspection costs associated
with this program.
SECTION II. This section shall be in full force and effect upon passage by the Common
Council, approval by the Mayor, and proper legal publication.

Regarding the Sewer Service Fund and Chazges, and an Ordinance of the Common
Council of the City of South Bend, Amending the monthly Service Charge for Leaf
Collection and Removal
Dear President Coleman:
Enclosed for filing with the South Bend Common Council are two proposed amendments relating to the
Sewer Repair/Insurance Fund and to the Operation Re-Leaf Fund. The proposed changes aze a decrease of
fifteen cents ($0.15) per month in the first instance and an increase of fifteen cents ($0.15) per month in the
second instance.
1: The Ordinance amending Chapter 17, Article 7 is for the purpose ofreducing the sewer
repair/insurance monthly charges from ninety-four ($0.94) to seventy-nine cents
($0.79). This fund (#640) has sufficient revenue and cash balance to fund the repair
and replacement of private citizen sewer connections.
2. The Ordinance amending the monthly service chazge for leaf collection and removal is
for the purpose of raising additional revenues to overhaul the equipment used in this
program. The Ordinance proposes increasing the monthly fee from eighteen cents
($0.18) to thirty-three cents ($0.33). This is the only increase in Operation Re-Leaf s
ten year history.
