This Fund was established in Ordinance No. 8007-89. Since this fund was established over ten years ago, the costs of operating the Re-Leaf Program have increased and some of the equipment is in need of replacement. However, the monthly amount set aside for the operation of this program has not increased since 1989. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, THAT ORDINANCE NO. 8007-89 BE AMENDED AS FOLLOWS: SECTION I. ANon-Reverting Leaf Removal Services Operational Fund is established to be used for the acquisition of equipment for the collection of leaves; for the maintenance, operation, upkeep and depreciation of and repair to such equipment; for wages, salaries and benefits of personnel operating such equipment and otherwise performing services related to the removal of leaves throughout the City of South Bend, Indiana and other manpower-related expenses; for equipment replacement and upkeep to the extent not provided for through depreciation; and for the payment of interest charges on debts and other obligations. provided. SECTION III. Voluntary donations and/or grant monies received by the City from public or private entities may be deposited into the Fund to be used for those purposes as provided for herein. ~' SECTION IV. Monies retained in this Fund at the end of the fiscal year shall not revert to the General Fund. SECTION V. Amendment to Section II, first sentence changed to, Pursuant to I.C. 36-9-30-21, each recipient of a utility bill within the city limits should be charged for the services provided. Coleman, President South Bend Common Council 4`~ Floor, County-City Building South Bend, Indiana 46601 RE: An Ordinance Amending Chapter 17, Article 7 of the South Bend Municipal code Regarding the Sewer Service Fund and Charges, and an Ordinance of the Common Council of the City of South Bend, Amending the monthly Service Charge for Leaf Collection and Removal Dear President Coleman: Enclosed for filing with the South Bend Common Council are two proposed amendments relating to the Sewer Repair/Insurance Fund and to the Operation Re-Leaf Fund. The proposed changes are a decrease of fifteen cents ($0.15) per month in the first instance and an increase of fifteen cents ($0.15) per month in the second instance. The Ordinance amending Chapter 17, Article 7 is for the purpose of reducing the sewer repair/insurance monthly charges from ninety-four ($0.94) to seventy-nine cents ($0.79). This fund (#640) has sufficient revenue and cash balance to fund the repair and replacement of private citizen sewer connections. 2. The Ordinance amending the monthly service charge for leaf collection and removal is for the purpose of raising additional revenues to overhaul the equipment used in this program. The Ordinance proposes increasing the monthly fee from eighteen cents ($0.18) to thirty-three cents ($0.33). This is the only increase in Operation Re-Leaf s ten year history.
