AN ORDINANCE AMENDING THE ZONING ORDINANCE AND
ESTABLISHING AN HISTORIC LANDMARK
FOR THE PROPERTY LOCATED AT 415 WEST MADISON,
IN THE CITY OF SOUTH BEND, INDIANA.
Whereas, the Historic Preservation Commission of South Bend 8t St. Joseph County
has petitioned for the designation of the following described real estate as an
Historic Landmark under Ordinance No. 5565 -73, as amended to wit:
East 1/2 Lot 34 Hendricks and Grants Addition
Whereas the Historic Preservation Commission of South Bend St St. Joseph County
has recommended the designation of the PROPERTY as an historic landmark.
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA:
Section 1. That the above described PROPERTY be, and it is here designated and
established as an Historic Landmark under Ordinance No. 5565 -73, as amended.
Section 2. That this ordinance shall be in full force and effect from and after its passage by
the Common Council, approval by the Mayor and its publication.

Dear Ms. Duda,
Please find the attached ordinance which has been prepared for introduction at the Common
Council. The purpose of this ordinance is to establish , requesting the property at 415 West
Madison Street as an Historic Landmark. The described real estate is the east 1/2 of lot 34 of
Hendricks and Grants Addition.
The Historic Preservation Commission has recommended designation of this property to the
Common Council at the Commissions public hearing on October 19, 1998. The owner of the
property has not been in contact with the Commission . A copy of the Staff's favorable review
and recommendation regarding designation of this property is also enclosed.

Historical Context
This property is located on the north side of West Madison between North William and
North Taylor Streets, in South Bend, Indiana. It is described as being the East 1/2 of lot
34 Hendricks and Grants Addition.
Lot 34 Hendricks U Grant's Addition was sold to Samuel Barnes, a carpenter, in 1873
for $900.00. Mr. Barnes built this house in 1873, he and his wife resided here until
1889 when the house was sold to Leudwig M. Schuell. Mr. Schuell moved to South
Bend in 1884 to open his own jewelry and eye glass store. Mr. Schuell was a jeweler,
watchmaker and optician by trade, his store was located in the Oliver House Block at 107
N. Main Street. He resided at 415 W. Madison, until his death in 1901 when the house
was inherited by his son, Edward, his daughters, Lillian and Susannah and his brother,
Herman.
Edward L. Schuell resided in a portion of this house for about 7 years during the early
1900s. He married Marguerite Carmany in 1907, while he was a cigarmaker at C L
Goetz. A few years later Edward became a representative for Indiana 8t Michigan Electric
Company. Edward Schuell died in 1936. Herman Schuell, Edward's uncle, resided at this
address with his wife, Alverta Marquie, until his death in 1931. Mr. Herman Schuell was
a salesman for Scherman - Schaus Motor Company. In 1916 Herman Schuell hired
prominent architects, Austin and Shambleau, to renovate the house. Austin and
Shambleau added elements of Greek Revival Style to up date an other wise simple
vernacular style house. Mrs. Schuell continued to reside there until 1949 when she sold
the house to her daughter, Kathryn and her husband Forrest West. Mrs. Schuell moved
to Minnesota where she passed away in 1951. Mr. West was a prominent South Bend
architect with his own firm, Forrest R. West Architect. Mr. U Mrs. West lived in this
house until 1991 when it was sold to the current owner, Robert Knecht. Mr. Knecht
uses the house as a rental property. Currently it is vacant while under renovation.
ARCHITECTURAL DESCRIPTION
This is a two story Vernacular style house with Greek Revival style elements. It has a brick
foundation and gable asphalt shingled roof. The house is rectangular in plan with a rear
one story addition and side porch. The walls are covered by five inch weather clapboard
with board trim below the eaves. The house has six over one double hung windows with
simple hoods and wood shutters. The front door has eight light divisions, a wood storm
door. The door is framed with classical Greek pilasters and a three paned transom. The
house has a small porch on the east side with square wood columns, wood floor and
balustrade.
RECOMMENDATION
Based on the Historic Preservation Commission's Local Landmarks Criteria's adopted by
the Common Council, the building at 415 West Madison has been recommended to the
Common Council for designation as a Local Historic Landmark by Historic Preservation
Commission.
The building meets the criteria in at least three areas:
1.) Its embodiment of elements of architectural design, detail, materials, or craftsmanship
which represents an architectural characteristics or innovation.
2.) Its suitability for preservation.
3.) Its identification with the life of a person of historical significance.
The building fulfills criteria #1 as an excellent example of a middle class Vernacular style
house with Greek Revival Style elements. The building is rated a significant eleven in the
Indiana Historic Sites and Structures Inventory.
The building fulfills criteria #2 by the integrity of its original construction with very minor
changes to the facade which make it an interesting combination of late 1800s Vernacular
Style house with turn of the century Greek Revival style elements.
The building fulfills criteria #3 by its association with Samuel Barnes a pioneer carpenter
of the area, Luedwig Schuell, an early resident of the city and prominent jeweler and
Forrest West, prominent South Bend architect of the twentieth century.
Staff finds that the building meets the criteria for designation as a Local Landmark and
recommends that the Commission send such a recommendation to the Common Council.
