The original intention of staff upon acquisition of the property was demolition of the structure to incorporate the land into a future development site in the park area. One of the short term goals identified in the master planning process for proposed improvements,to Coveleski Stadium was the creation of a baseball training center for use by the home and away teams during the baseball season. After some talks between city and Silver Hawk staff, a concept plan was developed which used the former Richey's building for this training use. Attached is a proposal from Wightman Petrie in cooperation with Forum Architects to develop a plan and prints for the renovation of the Richey's building into a baseball training center. On the inside, the building would be cleaned and stripped and converted to a training center that would include a batting cage system and a bullpen set-up. Anew restroom and storage room/office would also be added. On the outside, .the building would be repainted and the hardscape would be reduced and landscaping would be added. Attached is information related to a similar project built. at Notre Dame and designed by Forum Architects. Akey-feature of the building that will remain are the large windows and the overhead door which will allow visibility into the facility when the ball teams or other groups are practicing. The intended use of this building will not only be for the use of the Silver Hawks and their opponents, but the building can serve the larger community as additional indoor training space for local and regional teams. The Silver Hawks staff will manage the facility and work with community groups to schedule the space as they do with the use of the stadium. The proposal attached to this memorandum is specific to the design and development of the facility into a baseball training center facility. The total project amount for the design is $21,500.00. This project will be a key first step into putting new development back into the Coveleski Park area and will be a good catalyst for future development opportunities. County-City Building South Bend, IN 46601 Attn: Bill Schalliol, Economic Development Planner RE: RICHEY'S RADIATOR SHOP RENOVATION Dear Bill: Thank you for contacting Wightman Petrie regarding the. renovation project of the Richey's Radiator Shop and surrounding site located at the southeast corner of Western Avenue and William Street. The existing facility sits adjacent to the corner of Western Avenue and William Street immediately adjacent to the Stanley Coveleski Baseball facility and is part of the site being redeveloped to provide a new main entrance and possible retail/commercial space. to discussions with you and after the site visit on Monday, January 12, 2009 with both the City of South Bend and the Silver Hawks it is our understanding .that the above mentioned- building and site is to be renovated in#o a batting/pitching facility that will include, but not limited to: 1. One (1)full-length batting cage lane and one (1) partial batting cage lane. 2. One small office and one (1) restroom: 3. Recommendations for repair of the existing building structure, interior and exterior, prior to accep#ing new finishes. 4. Site design including revisions to both interior and exterior drainage systems, walkways, parking areas, general building access, landscaping and site signage. Wightman Petrie will be the Lead Consultant and will be utilizing the services of Forum Architects, LLC to assist in the renovation of the building. We would assume the following scope of work (with associated fees) would provide you with a complete level of service. Up to two (2) concept plans will be prepared showing proposed improvements including exterior elevations. Appropriate drawings will be provided, including floor plans and site design concepts for review and comment. 2. Up to two (2) meeting will be held during this phase of the project to obtain input and approval prior to moving into the Construction Document phase of the project. Task 2 -Construction. Documentation Upon the City of South Bend's and. the Silver Hawks approval of the Design Development plans, Wightman Petrie will develop Construction Documents and technical sections of specifications to construct the work: The Construction Documents and related Professional Services that we will provide will include but are not limited to: 1. Architectural plans including floor plans, elevations, mechanical and electrical systems. 2. It is anticipated that the final finish-out of the facility's interior regarding the batting cages and the equipment, the building of the pitching mounds, the installation of some type of artificial turf/carpet would be handled on a schematic basis as far as the drawings were concerned. 3. Dimension Plan indicating pavement types and locations, site features, site amenities, horizontal dimensions/layout. 4. Demolition Plan -indicating existing structures, pavements and plant material, if any, to be removed. 5. Grading Plans 6. Site Construction Details -Various details to support the development of the Construction Documents will be provided. 7. Landscape Planting Plan and details. S. Specifications will be placed on the associated plan sheets. Division 0 and 1 of standard specifications will not be provided. 9. Construction Cast Estimate based on the final construction documentation. Task 3 -Bidding and Negotiation .Wightman Petrie will assist in the bidding and negotiation phase of the project. This will include answering contractor ,questions, issuing addendums, and reviewing shop drawings and product specs. Wightman Petrie will attend the pre-bid meeting. Task 4 -Construction Observation The Construction Administration services that we will provide will include: 1. Once Bid award and agreement have been approved between the City and Contractor, Wightman Petrie will attend the pre-construction meeting. Bill Schalliol January 30, 2009 Page 3 2. Wightman Petrie will conduct site visits to familiarize itself generally with the progress and quality of construction and to determine in general if the construction is proceeding in accordance with the design intent and construction documents. 3. On the basis of its observations while at the site, Wightman Petrie will keep the City of South Bend informed of the progress of construction. Wightman Petrie may recommend to the City the rejection of work failing to conform to the contract documents, if the case should arise. 4. Once the project is near completion,. the Consultant team will conduct a site visit with the Owner for the purpose of preparing a "final punch list" report. When the project is complete, we will conduct a final walk through with the Owner and Contractor for project closeout. SUMMARY OF ESTIMATED FEES The services described above shall be provided on a time and expense, not to exceed basis. Task 1 -Schematic Design/Design Development $ 4,250.00 Task 2 -Construction Documents $13,825.00 Task 3 -Bidding and Negotiation $ 1,225.00 Task 4 -Construction Observation 2 200.00 TOTAL ESTIMATED PROJECT FEES $21,ii00.00 EXCLUSIONS: The City of South. Bend shall provide the following information or services as required for performance of the work. Wightman Petrie assumes no responsibility for the accuracy of such information or services and shall not be liable for errors or omissions therein. Should Wightman Petrie be required to provide services in obtaining or coordinating compilation of this information, such services shall be considered as Additional Services. 1. Engineering other than that provided within the Scope of Services. 2. Geotechnical reports. 3. Environmental audits 4. City infrastructure records 5. Coordination with Burkhart Signs for billboard removal. 6. Division 0 and 1 (front end) specifications. Be assured that all of the above services will be delivered in a continuously timely manner with the timetable of the project held foremost. As you know, Wightman Petrie guarantees the best possible product provided in the most efficient manner and accordingly will strive to reduce costs wherever possible. Bill Schalliol January 30, 2009 Page 4 If the project is ongoing, our services will be billed monthly. Our monthly statements will include a 1.5% fuel surcharge. Payment is due upon receipt of our invoice. Work can be suspended on any account. which is 35 days past due until the account is paid in full. Cage Building -Eck Field University of Notre Dame Notre Dame, Indiana Prole: This facility is located adjacent to the Eck Baseball Stadium and houses three baseball batting/pitching cages and one softball batting/pitching cage. This 8600 square foot facility was designed with an exterior to compliment the existing baseball stadium using masonry and a standing seam metal roof. Additional facilities within the building include small. offices for basebalUsoftball staff, exercise area for training equipment, and restrooms.
