The report summarizes information contained in the detailed capital asset records in Naviline that are maintained by the Department of Administration & Finance. The report will also be used in conjunction with the annual financial (CAFR) audit. The report will be prepared monthly and posted to the City's website in the section for financial reports. Narrative & Comments - Each year the City purchases, either through lease or directly, a number of vehicles for various departments. This year the capital lease included 39 new police cruisers, all fitted with compressed natural gas (CNG) conversions. Many of the other vehicles for other departments were fitted for CNG as well. CNG will help improve air quality around the City because it emits less carbon monoxide than gasoline. - On March 4, 2015 the City sold Blackthorn Golf Course to a private company for $1.655 million. The assets that were included in the sale still remained on the City's asset register until the Board of Public Works approved their removal (disposal) in July. The Net Book Value—the value of the assets after depreciation—was $2.9 million and was removed from the asset register on July 16. - The Wastewater utility is reconstructing its nitrification towers and has disposed of the old towers. The new Emergency Medical Services fund has completed the transfer of units out of the Fire Dept to itself. - The Water Works utility completed upgrades to the Pinhook water treatment plant at a cost of over $2.2 million. Each segment of the project entailed many different vendors—too many to list in the summarized reports here. Likewise, the Wastewater utility completed a portion of the City’s sewer separation projects, near the Southwood complex on S. Fellows St. 2 - In November the City completed its annual fixed assets physical inventory as required for the financial audit. Adjustments to the asset register based on findings have been approved by the Board of Public Works and were made in December. - There was a very large quantity of assets disposed in December partly as a result of adjusting to the physical inventory (see above) and mostly to remove old computers that have been replaced by leased machines. Although the quantity of items was large, there was minimal residual value on the items (“Net Book Value”) after depreciation. On Dec. 14, 2015, the City purchased a new tandem‐axle dump truck for the Sewer Department at a total cost of $163,677, comprised of the base truck ($150,217), a plow blade ($9,478) and a tailgate‐mounted salt spreader ($3,982).  When the asset was entered into NaviLine, the spreader was erroneously entered with a purchase price of $150,217 instead of $3,982.  The error was discovered on Jan. 22, 2016 and corrected on that date. Further, annual depreciation expense was calculated on the incorrect, higher cost for the spreader.  NaviLine does not allow a re‐calculation of annual depreciation, so it is not possible to correct the NaviLine record for 2015.
