Hearing
Ernest calls meeting to order @ 6:30 p.m. He explains how to meeting will proceed.
Stephanie Steele, SBACC attorney calls Harriet Parks (sworn in), victim, to testify:
Harriet Parks, 1226 Thomas St., South Bend
- Victim: We -we, full blood Chihuahua, owned by Ms. Parks since 2012
-After 10 min. of being outside, a husky came into yard and grabbed Wee Wee, ran away, and finally
dropped him
-The dog that attacked was a large husky breed
-The husky returned to Ms. Parks property again but did not growl, bite, or seem aggressive
-She has seen the Husky running at large in the past, but had never seen it attack
- Wee Wee cost over $600.00
-Does not believe it's safe for the Husky to be in the community and is worried for the children
-The dog was not on a lease and is fully up to date on vaccines
- Ms. Parks states that she wants the husky put down

- Arrived at approx. 10:00 a.m. to the scene
- 2 officers were already there
- loaded the husky into the SBACC vehicle, it did not appear aggressive
- could see that the Chihuahua was diseased
- Attempted to contact someone at 1215 Napier but no one was home
- Delivered impound papers and cleared the scene
- saw no sign of aggression towards humans, and once arrived at shelter the dog was quarantined but
there was no evident aggression displayed when walking the husky through the shelter
- Does not pose a direct threat and could be restrained

Stephanie Steele, SBACC attorney calls Gusta Rangel (sworn in), suspect, to testify:
-Husky was wearing a shock collar as well as a regular collar
- 6 FT privacy fence in backyard
- Owner of husky since 2010, dog has had puppies
- 54 lbs.
-Does not want his dog put down, or to be restrained
- Does not know how the dog got out, stated that his other dog has climbed the fence before

On behalf of the SBACC, Stephanie Steele states that the SBACC does not want the husky put down.
They would like the owner to follow the ordinance for dogs deemed potentially dangerous.
5 -38 C: Potentially Dangerous
The hearing is called to a close and all parties exit the room. The commission discusses the case and
deliberates.
