Earnest calls meeting to order @ 6:31 p.m.
Minutes:
Motion to accept minutes from 10/6/15, 1st- Betsy, 2"d- Becky, 4 ayes
Follow UP:
- Follow up with Matt & Todd, listing changes in the ordinance
- Matt: says he is okay with the ordinance as it is, consulted Val.
- Earny: Krokowski case, sent notice in yet?
- Todd: What is the best way to communicate between commission, offender, and
SBACC?
- Becky: 5 -38 7d, must appeal to circuit court within 10 days and sent written notice to
commission, then sent to legal
- Matt: Haven't done anything compliance wise with the Krokowski case
- Earny: Decide what to enforce, she has not sent notification. If the dog gets out again and
bites another dog or person it would be the cities liability.
- Todd: Check 5 -97 5
- Becky: Even if going by 5 -97 5 she still has to appeal within 10 days to circuit court
- Eamy: Talk to Stephanie for Legal advice
- Emily: Certified mail?
- Todd: We will send one certified and one will be hand delivered
New Business:
- Becky: Dec. 5d' Rain Dog Prance
- Judging, Kylee from DTSB taking care of permits, floats with donation jars, route:
Jefferson, Michigan, to gridiron
- FB Events: 2nd Annual Rain Dog Prance
- Adoptions (dogs being walked)
- Laura Boil WSBT radio group is promoting & DTSB ON Michiana Events
- Matt: went from a parade to a walk
- Betsy: How many floats?
- Becky: 3 (2 floats, 1 bus)
- Earny: Owl house?
- Matt: In process of rebuilding, go through state DNR for license: Owls, hawks, falcons.
Working through permit issues. Hoping to move and expand cat section, eventually it
will double in size
Policy:
- Matt: Policy proposal for night calls, review:
- Goes over draft with commission. SBACC Officer works a full day then goes home but
remains on call the entire night receiving calls. At night we are trying to empower the
public and let them know we only respond to emergencies.
- Earny: Police communication?
- Matt: Many calls come from 911. Citizens can call 911, leave a message for SBACC
Office, or direct on call officer
- Matt: We will go out for any animal injured in the city
- Betsy: Any calls on deer?
- Matt: depends. on the time of year but yes. It is the responsibility of the police to
"euthanize"
- Matt: We put this together ourselves, we will be taking it to police for review
- Earny: Number of calls?
- Matt: Nights= around 3 -4, winter almost zero. Days= 1 -3 thousand (going out on about
30 +)
- Matt: New shelter hours: Mon -Fri loam -6 pm, Wed. loam -7pm, no weekends
- Betsy: Warrents? Commission hasn't seen anything come up
- Matt: Don't do as many, we post compliance notices
Earny: Dog fighting?
- Matt: wrapping up a case; Howard Fleming, guy plead guilty to possession of animals for
fighting (5 dogs) and narcotics
- Earny: Is there still a dog fighting issue in the city?
- Becky: Corner dog fights in the county are still popular
Matt: State is working on a Bill to make attending a dog fight a felony, HSUS is pushing
more for dog fighting regulations
- Earny: Any other questions from anyone?
- Matt: Subscribe to news letter SBACC from Facebook

- Betsy: Define "severe weather ", police will want to know (thinking from their
perspective)
- Matt: as long as the animal is not going to die unfortunately. Will leave a.w.a.
