SBACC Todd Howard
Earnest calls meeting to order @ 6:33 p.m.
New Business:
Minutes from September accepted by present members.
Todd- A few things:
• If someone is a habitual animal offender but is found to have animal still, what would the
commission recommend?
• If owner is deemed to not own animals, does this include fish?
• Person deemed habitual, does it tie to the property? What if the animal gets transferred to
different owner (another person living in the same house)?
Commission-
Legal matter, would recommend following the ordinance and having SBACC pick up the
animal, or offer an appeal
Recommends adding this question along with other discrepancies to present to the
council, amend section
• Consult with Legal, more discussion
Follow up-
Earnest asks Todd for a Husky follow up. Todd states that SBACC is working on getting
together a form, and that the notice has not yet been delivered.
Earnest says the notice should be delivered immediately and by certified mail.
The 3 members present and Todd Howard discuss that the commission should not be
responsible for sending the certified mail. Since the offender has to comply within (7)
days after the commissions determination, it is imperative that the notice be delivered
asap.
Ouestions-
• Earnest- How many dogs are in the SBACC Shelter?
• Todd- 8 -9 dogs and too many cats
• Vaccine event turn out?
• 300 rabies, 275 parvo, 50 spay /neuter
Next meeting-
Amending ordinance; being specific about "animal" defining what that means and if it
includes fish, invite Randy Wilkerson from Code to next meeting, Todd Howard and
SBACC Officers work on compiling a list of things that need re- wording or changed in
the ordinance. Todd will start a list and talk to Matt Harmon about it as well.
