Dear Dan:
Fallowing up on my conversation with Jahn Strauss from the South Bend arnmunity School
arparation on February 11 and the infc~rn~a~ion that he provided, a copy oaf which was seat to you as
well, I am pleased to present this Agreement for conducting an indoor air quality evaluation and AHA
asbestos inspection ft~r the arycrest facility. ~ understand that the impetus for this evaluation ~ the
conversion of the larycrest Building far use as a technical high school anal them arc concerns frarn the
School ward about these two issues. Since this building is envisioned for use as a school the asbestos
inspection roust comply with the Asbestos ~Iazard Ernergency Response ,Act ~AHE~A} regulations,
'his protocol is routine by this tine and used for other classes of building because it is logical and
thorough.
John has indicated that initially the high school. would occupy the third and fouh floors, but that it
could expand to the enure bu~ldxng ~n the future 1f the program 1s successful. y base proposal is for to
these two floors because ~ anticipate that the HVA system is isolated by floor and also because the
most significant potential asbesta~containing materials present -pipe insulation ar acoustical Master -
are probably the same an all fla~ars. phis will reduce e present survey cost while providing useful
information far the future expansion. when the expansion a~ccurs the present survey can be amended, l
have also included an alternate additional fee far doing X114 flioors at this tine if you desire.

For this evaluation.., I propose to conduct. air sampling far the following potential contaminants to
evaluate the indoor air quality.
^ bYOaeroso~s: sampling for airborne viable fungi and non-viable fungi spores as indicators cif
biological activity in the area
^ carpet debris: representative n~icra~vacuun~ samples from. impacted carpets will indicate
whether unusual fungal growth is occurring
^ ~urf~ce or bru~~ a~rtt+~rial splcs: when needed far species identification ar canfirmatian of
maid growth in water darna,ged materials
^ n~~isture: relative humidity readings are a good indicator of the lil~elihaod for present ar future
microbial growth
carbon d~o~id~e: this is a measure of the fresh air supply, which controls odors and the sensation
of {`stale" air, and is usually inversely related to the transrnision of disease

This battery of tests ~.~ been very effective on past projects in determining if a building~related indoor
air duality problem exists ar~d v~hen carnbined with the visual. inspection should provide er~~ugh
information to decide if there i a "rnald problem" associated with the building.
The fund saxnp~es are analysed for both total count and the rank order cif the species present.. These
tests identify reer~air of bialagical fungi contamination and bioaerosols associated Frith the interior of
the building. irnultaneous autdaor sampling far each suspected indoor cantarninant ~ perform.ed and
the existing outdoor air quality is used as the baseline fir evaluating the indaar results.
The key to a useful. indoor air quality evaluation is in the preparation of the report, that is, in the
interpretation of the results. A report that consists only of the laboratory data and a carnparison chart
that requires self-diagnosis, so to speak, ~ not useful.. I have .accumulated and evaluated nun~cricl
criteria far each of the tests eve perform. I have a set of current criteria that falXo the recommendations
of the nerican Industrial ~Cygiene .Association ~AI~I~~, the American Conference of governmental
Industrial Hygienists ~CGIH} and other experts in the field far distinguishing acceptable from..
unacceptable indoor air quality. Their accuracy has been proven innumerous past projects. I believe
that our experience in interpreting our test results in the light of these criteria sets our v~or apart.
I propose to caXlect one .indaar air sample on sash flag. At each lacation I i11 also collect a carpet.
vacuums sample and. make the carbon dioxide and rrloisture rneasuren~ents. In addition I have included ~
samples far surface vvip+es or water-dammed material. one outdoor set of samples will be collected for
the baseline used to interpret the indaar results.

suspect asbestos~containing material sampling will follovr~ the protc~ccol established by the SPA in the
~HHRA regulations ~~a CSR 7~}far schools. They have become the standard of the industry because
they present a logical, comprehensive pr~otocal far identification of AC1VIa which gives accurate and
reproducible results. Cur pratacal v~ill incorporate the following definitions;
• ALA. ~V'e will identify and classify nlr accessible materials,
~ A''E~.~L~: only materials that are acce~sib~~e without penetration behind existing fixed
walls, floors and ceilings will b-e sampled; multiple layers an these surfaces will. be sampled.
• ASS~I~D: suspect A,CII~ enclosed behind existing walls, floors and ceilings v~i11 be ass~me~
to be the carne material as these on portions of the surface or similar surfaces that are accessible.
The survey will include all suspect friable and patentiall~r fr%able materials as defined by the AHE.A~
regulations. e will. not sample any of the asphaltic roofing materials since they are on the exterior of
the building and not covered by AI~~RA, but ~vil1 include them as presumed nun-friable AC1VI. e will
sample the vari.au suspect flooring materials to provide the mast canaprehensve rnf~orrrration and
analyse them by the mare expansive transmission electron microscope ~TEI~I} method, the only method
that provides definitive results far these resinous materials.
The w~ark will include the docunlentatran necessary to complete the IDE1V1 Notification of I)en~allttan
and Renovation operations far any asbestos abatement work that mill be needed far renovating this
space iota the high school.

^ Collect sufficient samples of the suspect AIVI and provide labt~ratory .analysis by an ~A
recognized laboratory to identify the ACID,
^ Analyse friable materials by ~olad.zed Light icrascapy ~PLN~~.
^ Analyse non-friable materials that nay became friable during dernolitianlrenovatian by
"~ransnlision Electron ll~icrascapy` ~'p}; non-friable suspect materials that will remain non-
friable, such as roofing, will be assumed as asbestas~containing.
^ p'repare a repast of findings far the facility that includes documentation of the types, locations
and quantities of the confirmed ALCM sufficient. to file the E l~otification of Asbestos
Renov~.tianll~e~nalition~
Complete the inspector pardons of the II~E Notification of Asbestos ~enovadanll)en~olition
and provide it far completion by the G~vner for submittal to II~M.

numbers of samples and analyses needed to complete the evaluation ~i11 be determined in the f~~e1d, and
samples will be invoked at the above uu.it costs. The numbers of samples are not expected to vary from
those quoted.
