HomeMy WebLinkAbout2015 Annual Report - Community Investment 2015 Annual Report "` Of the Community Investment Committee of the South Bend Common Council Date: December 1, 2015 [Groundbreaking at Ignition Park] To: The South Bend Common Council The Office of the City Clerk From: Council Member Gavin Ferlic, Community Investment Chairperson Pursuant to the requirements of § 2-10 (i) of the South Bend Municipal Code, I am filing this Annual Report as the Chairperson of the Council's Community Investment Committee. Duties: The Community Investment Committee "oversees the various activities of the Department of Community Investment. It review all real, personal and residential tax abatement requests". Members: There were four (4) Council Members and two (2) citizen member this year serving on the Committee, namely: Council Member at Large Gavin FerlicChairperson 5th District Council Member at Dr. David Varner, Vice-Chairperson 2°d District Council Member Henry Davis, Jr., Member 4th District Council Member Dr. Fred Ferlic, Member Citizen Member Robert Emery Citizen Member Patrick Mullin Meetings: Twenty-five (25) public meetings were held this year, with three (3) of those being joint committee meetings with either the Council's Community Relations Committee or PARC Committee. All Committee minutes have been posted on the Common Council's website. The City of South Bend provides several opportunities and resources for resident and businesses to relocate or expand within the City limits. The Business Toolkit depicted above provides a summary of such programs and services. The majority of the committee meetings were scheduled for the purpose of holding public hearings on tax abatement petition requests,and to provide an advisory recommendation back to the South Bend Common Council. [Bill No. 01-15]. It was noted at a subsequent Committee meeting that twenty-six (26) public meetings were held throughout the city to solicit public input to determine Park needs. The 5-year Park Master Plan has identified over$32 million of potential expenditure areas overall. The Committee held a public hearing on the proposed lease between the Redevelopment Authority and the Redevelopment Commission which would allow the execution of bonds in the amount of$25 million to complete the"Smart Street" initiative. [Bill No. 15-10]. The Community Investment and Community Relations Committee held a joint meeting on May 21, 2015 at the Kroc Center for additional public discussions on the West Side Main Streets Revitalization Plan which would have range between $44 to $47 million of public investment in this area. Development 2015Annual Report of the Community Investment Committee December 1,2015 Page 3 would be in phases and would include but not be limited to infrastructure improvements, façade grants, and vacant home rehabilitation grants. It has been a pleasure to work with the all of the persons who work in the Department of Community Investment, and in particular all of the individuals who provide the detailed information which is reviewed by the Council's Community Investment Committee throughout the year and who work on one of the Department's Teams: • Business Development Team • Planning Team • Neighborhood Engagement Team • Economic Resources Team • Administration and Finance Team Thank you.
