Davis, Chairperson Zoning and Annexation Committee Introduction: As Chairperson of the Zoning and Annexation Committee, I am filing this report pursuant to § 2-10 (i) of the South Bend Municipal Code. It highlights some of the Committee's activities involving zoning and special exception requests affecting the land use decisions in the City of South Bend.. Committee Membership: This year's Zoning and Annexation Committee members included: 6th District Council Member Oliver J. Davis, Chairperson 2nd District Council Member Henry Davis, Jr., Vice-Chairperson 3`d District Council Member Valerie Schey, Member Council Member at Large Derek D. Dieter, Member Citizen Member Ron Okoye Duties and Responsibilities: As noted in the South Bend Municipal Code, the Zoning and Annexation Committee is charge with the following duties: "Oversees the activities related to the Board of Zoning Appeals, recommendations from the Area Plan Commission and the Historic Preservation Commission, as well as all related matters addressing annexation and zoning". Committee Meetings and Summary of Topics Discussed: As of the date of this Annual Report, the Zoning and Annexation Committee met eighteen (18) times this year. The majority of the Committee meetings focused on several rezoning and special exception requests. The following is a brief summary of some of the items referred to this Committee for an advisory review and recommendation: 2015 Zoning and Annexation Committee Annual Report Page 2 • Rezoning of 1430 Mishawaka Avenue • Rezoning of 1221 Miami Street • Rezoning of 416 Western Avenue • Rezoning of 501 West South Street • Rezoning of 3408 Ardmore Trail • Rezoning of 605 North Hickory Road • Rezoning of 2212 Mishawaka Avenue • Rezoning of 4325 South Michigan Street • Rezoning of 635 South Lafayette • Rezoning of 2906, 2901 &2920 Mishawaka Avenue • Rezoning of 600 block of North Hickory Road and 3500 block of East McKinley Avenue • Rezoning for Ignition Park • Rezoning for old TRANSPO site • Special Exception request for 609 LaSalle Street • Special Exception request for 3016 Portage Avenue • Special Exception request for 4085 Meghan Beeler Court • Special Exception request for 430 Parkovash Avenue • Special Exception request for 706 Eddy Street and 1111 Bissell The Committee reviewed text amendments to Chapter 21 of the South Bend Municipal Code which is aimed at improving the Planned Unit Development (PUD) regulations. The Committee also reviewed a detailed policy and procedure which would establish "reasonable accommodation" regulations. These policies were also approved by the Department of Justice and HUD. The Zoning and Annexation Committee brochure which is available from the Council's website and from the Office of the City Clerk continues to be helpful to the public at large on matters which come before the Committee. I recommend that it be updated again next year since it has become a very informative and useful document. The sheer number of rezoning and special exception requests indicates that there is growing interest and activity in the City of South Bend.
