A RESOLUTION OF THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, AUTHORIZING
THE MAYOR TO SUBMIT TO THE DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT AN
APPLICATION FOR THE RENTAL REHABILITATION
PROGRAM.
WHEREAS, the Mayor of the City of South Bend, Indiana, is the Chief
Executive Officer of the City and is the applicant for funds made available
through the United States Housing Act (the Act) . The Rental Rehabilitation
Program is authorized by Section 17 of the Act which was enacted into law in
Section 301 of the Housing and Urban-Rural Recovery Act of 1983.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
South Bend, Indiana:
SECTION I. That the Mayor of the City of South Rand, Indiana is hereby
authorized to submit the Rental Rehabilitation application to the United States
Department of Housing and Urban Development.
SECTION II. That this ordinance shall be in full force and effect from
and after its adoption by the Common Council and approved by the Mayor.

Dear Council Member:
The resolution before you would authorize the Mayor to submit to
the Department of Housing and Urban Development an application
for their Rental Rehabilitation Program. The Rental
Rehabilitation Program, enacted into law in the Housing and
Urban-Rural Recovery Act of 1983, provides financial assistance
for rehabilitation of rental units in selected neighborhoods .
The units must be occupied by lower income persons and Section 8
Certificates assist in making the project feasible for the
property owner.
Due to the additional Section 8 certificates available to South
Bend because of the Housing Allowance Program, it is uncertain
that South Bend will receive certificates to operate this
program. The Mayor has made a written request to Steven
Bollinger, Assistant Secretary for Community Planning and
Development, to determine the status of certificates for South
Bend. South Bend is eligible to receive $81 ,700 for this program
but the Section 8 certificates are essential .
The application is due July 9 , 1984 and we will proceed in
anticipation of a favorable resolution. Should you have any
