Board Members Donald Alford, Bruce BonDurant, Patrick D. Cottrell, and Jack Reed were also present. Martin, de_rk____'1 REGULAR MEETING The Board of Public Safety met in the regular meeting at 9:15 a.m. on Wednesday, January 21, 2009, with Board President Juanita Dempsey and Board Members Donald Alford, Patrick D. Cottrell, Bruce J. BonDurant, and Jack Reed present. Also present were Police Chief Darryl Boykins, Fire Chief Howard Buchanon, and Board Attorney Thomas Bodnar. The meeting was held in the Board of Public Works Meeting Room, 13t" Floor, County City Building, South Bend, Indiana. APPROVE MINUTES OF PREVIOUS MEETINGS Board President Juanita Dempsey advised that if there were no objections by members of the Board, the minutes of the Public Agenda Session, Executive Session, and Regular meetings of the Board held on December 23, 2008 and the Special Meeting held on December 30, 2008 would be accepted with the noted corrections. nfflv��� ACCEPT AND FILE LETTER WITHDRAWING MOTION FOR HEARING - WAYNE BOOCHER President Dempsey stated that a letter to the Board from Mr. Spencer Walton, Attorney for Officer Wayne Boocher, withdrawing the motion for a hearing for back-pay, would be accepted and placed on file. REGULAR MEETING JANUARY 21, 2009 ADOPT RESOLUTION NO. 0 1 -2009 - A RESOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND, INDIANA, AMENDING THE 2009 HOLIDAY SCHEDULE FOR THE SOUTH BEND POLICE DEPARTMENT Upon a motion by Mr. BonDurant, seconded by Mr. Cottrell and carried, the following Resolution wR s approved by the Board of Public Safety: RESOLUTION NO. 01 -2009 A RESOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND INDIANA AMENDING THE 2009 HOLIDAY SCHEDULE FOR THE SOUTH BEND POLICE DEPARTMENT WHEREAS, the Board of Public Safety of the City of South Bend, Indiana, is empowered by [taw to establish rules and regulations for the South Bend Police Department: and WHERE AS, it is important that School Resource Officers follow a vacation schedule which corresponds as nearly as practical to that of the South Bend Community School Corporation, NOW, THEREFORE, BE IT RESOLVED by the Board of Public Safety of the City of South Bend that Section III of Resolution 85-2008 is amended in its entirety to read as follows.- SECTION 111. Officers assigned to the South Bend Community School Corporation as School Resource Officers shall have the following holidays: F011m, s/Patrick Cottrell, Member s/Donald Alford, Member I M, ATTEST: s/Linda M. Jack Reed, Member ACCEPT PROMOTION - KEITH SCHWEIZER Chief Boykins recommended that Lieutenant Keith Schweizer be promoted to the rank of Captain in the Investigative Division, Metro Special Operations Section effective January 5, 2009. Therefore, upon a motion made by Mr. BonDurant, seconded by Mr. Cottrell and carried, the recommended promotion was accepted. a ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT Chief Boykins, Police Department, dvised the Board of a generous donation a Bend Police Department Youth Boxing Program of fifty (50.00) dollars, given by Elaine and Robert M- no further discussion, accepted and filed. FILING OF MONTIgLY STATISTICAL ANALYSIS REPORT — DECEMBER 2008 President Dempsey indicated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of December 2008, as submitted by the Police Department, would be accepted for filing. There being no objections, the following report was accepted for filing: 112111 Ma AMBULANCE MEDIC ASSISTS In a Memorandum to the Board, Mr. Bodnar requested that Fire Chief Bucharion or Paramedic Chief Steve Cox, be authorized to sign the above agreement on behalf of the South Bend Fire Department, providing for occasional assistance to Walkerton, Polk, Lincoln Ambulance Service. Mr. Bodnar noted that this agreement reflects past practice that they have had with this company. Mr. Bodnar noted that this agreement reflects past practice that they have had with this company. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — DECEMBER 2008 Chief Howard Buchanon submitted to the Board the monthly report for the month of December 2008 compiled by the Prevention/Inspection Bureau of the Fire Department.
