Dear Bill:
Wightman Petrie, Inc. (WPI) is pleased to submit this proposal to provide environmental consulting
services for the above referenced properties. This proposal includes an outline of our understanding
of the project information, proposed scope of services, our estimated fee, our projected schedule, and
contractual information.
PROJECT INFORMATION
Three (3) separate Phase I Environmental Site Assessments (ESA's) have been prepared for the site
referenced as the Hamilton Towing Site. The property addresses are 802-812, 910-912 and 901-917
South Lafayette Boulevard. A brief summary of the recommended work is provided below. A
complete discussion of the reasons for the recommendations is provided In the Phase I ESA Reports.
The three (3) sites have a long history of industrial development with past uses on all or parts of the
site as a gasoline station, bulk petroleum fuel storage and vehicle repair facilities. As many as nine
(9) underground storage tanks (USTs) were located across the property. The buildings contain floor
drains that discharge to unknown locations. A series of soil borings that would allow for the collection
of soil and ground water samples from across the property has been proposed. The following
proposal has been generated based upon the recommendations put forth in the Phase I ESAs
prepared for each site.

PROPOSED SCOPE OF SERVICES
WPI will begin the site investigations by attempting to confirm whether the interior floor drains are
connected to the City of South Bend's municipal sewer system. WPI will place the dye tablets in the
floor drains and direct a large amount of water into the lines. WPI will attempt to verify the municipal
connection by looking for the dye in the nearby sewer manholes. If the drains connection to the
municipal sewer system is not verified, WPI will recommend an additional soil boring in the vicinity of
the drain.
Due to the unknown location and status of the underground storage tanks, WPI proposes to conduct a
ground penetrating radar (GPR) survey on certain areas of the subject properties. This survey will be
utilized to determine whether or not any tanks are still present, and help pinpoint sample locations by
potentially finding exact past locations of previously removed tanks. If any tanks are still present, WPI
recommends that the tanks be removed from the ground according to all applicable regulations. A
sampling plan for the remainder of the area may be modified once the GPR survey is complete. WPI
will verbally report the findings of the GPR to the City.
The soil and groundwater samples will be obtained by using a Geoprobe unit. The Geoprobe is a
truck-mounted, hydraulically activated sampling device that pushes a probe into the ground at
approximately four-foot intervals. Pushing of the probe can proceed to any desired depth at which soil
and/or groundwater samples can be collected. The soil samples will be initially scanned using a
Photoionization Detector (PID). Each Geoprobe location will be converted into a temporary well for
the purpose of collecting a groundwater sample from the upper portion of the saturated zone. The
collection of groundwater samples from the upper portion of the saturated zone. The collection of
groundwater samples will involve the insertion of a 1-inch PVC slotted screen and riser into the
borehole created by the Geoprobe. Once inserted, WPI will attempt to place a sand filter around the
PVC screen to assist in the filtering of suspended solids. A minimum of five well volumes of
groundwater will be removed from the well prior to initiating sampling. Once the groundwater sample
has been collected, the well will be allowed to recharge and a measurement of the depth to
groundwater will be noted. Soil and groundwater samples will be submitted to the laboratory for
analysis of suspected potential contaminants. WPI will coordinate with the utility location services to
ensure that the proposed boring locations are not located near any utilities.
The drums of hazardous or petroleum waste cited in the Phase I ESA reports will be further
investigated and properly disposed of according to the Indiana Department of Environmental
Management and the Environmental Protection Agency's requirements if the site owners will not
remove them. WPI will contact the City with a disposal plan once the drums have been assessed.
REPORTING
Upon completion of the field and laboratory work, a final report shall be prepared for your review,
comment and approval. The report shall include a site plan showing soil boring locations, soil boring
logs showing the classification of the subsurface materials encountered and conditions of the soil,
analytical results and our findings and conclusions regarding the site.
QUALIFICATIONS
Cost estimates for our proposed services have been prepared based on the following assumptions:
• WPI will have unlimited access to the site during daylight hours,
• WPI will have access to a water source for the floor drain dye testing

• No subsurface obstructions such as buried utilities of large fill debris will interfere with our
work,
• Inclement weather will not interfere with the completion of our field work,
• Contaminated soil from the excavation areas will be stockpiled on-site until disposal
arrangements can be made,
• Groundwater will occur at a depth no greater than 25 feet below land surface,
• This proposal does not include the costs for disposal of any investigative derived wastes.
