Item #1: Cancellation of PSP Contract approved Nov. 7, 2008 At the Commission meeting on November 7~h, the Commission was asked to approve a Professional Services Proposal for Phase II study of the Burton Property/Waste Management site now owned by the Redevelopment Commission. The scope of work needs to be modified to be more inclusive of other sites in that area and is being replaced by Item #2. Staff requests your approval of the cancellation of a professional services contract with Wightman Petrie, Inc. approved on November 7, 2008. Item #2: Phase II ESA Contract (Multiple Sites) As a replacement to Item #1, and to be better prepared while acquiring property and planning for site clearance in the Ignition Park Area, the staff has worked with Wightman Petrie to develop a proposal scope that includes four parcels blocks of study. The parcel blocks include the Burton Property/Waste Management site (Commission owned), Graf Property (Commission owned). Zilkowski Properties (includes the paint shop and office/storage area; to be acquired by the Commission), and Uzelac Property (to be acquired by the Commission). What We Do Today Makes A Difference! Phase 1 ESA's were completed for all of these sites in 2008 and as we proceed with acquisition and site clearing, we need to better understand specific site conditions and the Phase If ESA work will help staff better prepare and budget during the demolition process. Additionally, all of the property included within this request will be within the new TRANSPO HQ project site. A map of the project area is included with this report. The total project proposal amount for all work contained within the agreement is $42,991.34. Staff would request anot-to-exceed approval amount of $45,000.00 for this project. Staff requests favorable approval of this request. Item #3: Phase II ESA Contract (Hamilton Towin As part of the acquisition effort in the Ignition Park area, the City has been working with Hamilton Towing concerning the possible acquisition of their three sites in the corridor area The Phase II work scope contained within the proposal would help all parties better understand potential issues that would need to be addressed through the acquisition and demolition process. The total project proposal amount for all work contained within the agreement is $23,363.00. Staff would request anot-to-exceed approval amount of $25,000.00 for this project. Indiana 46601 Attention: Mr. Nick Witwer RE: PROPOSAL TO PERFORM A PHASE II ENVIRONMENTAL SITE ASSESSMENT FOR THE WASTE MANAGEMENT 8 FACILITY LOCATED AT 1515-1519 SOUTH FRANKLIN STREET, SOUTH BEND, INDIANA Dear Mr. Witwer: The Phase I ESA listed the following recognized environmental conditions (RECs) for the referenced property: 1. A dry well was identified on the subject property. The dry well can act as a pathway for hazardous substances to impact the soil and or groundwater beneath the subject property. 2. The subject property has been utilized as industrial property from prior to 1917 to current day. A chemical manufacturer and an iron and metal scrap yard were once located on the subject property. It is likely that large quantities of hazardous substances have been used and stored on the subject property for at least 100 years. Soil borings shall extend to groundwater or as deep as logistically possible. Soil borings shall be installed in field determined locations, primarily focusing on the dry well location and stockyard area. A single soil sample shall be collected from each soil boring location and sent to an independent laboratory for analysis of 8270 polynuclear aromatic hydrocarbons (PNAs), 8260+ volatile organic compounds (VOCs), and EPA 8 metals. A minimum of two groundwater samples shall also be collected from field determined soil boring locations. Groundwater samples shall also be analyzed for 8270 PNAs, 8260+ VOCs, and EPA 8 metals. Soils shall be continuously sampled and inspected for visual/olfactory signs of contamination as well as scanned with a PID. Collected soil samples shall be placed in dedicated laboratory approved containers, placed on ice, and kept at a constant temperature of approximately 4 degrees Celsius. All equipment shall be decontaminated between each boring. Soil cuttings, wash water, and purged groundwater shall be containerized in 55-gallon drums which will be left on-site pending analytical results. This proposal does not include the costs for disposal of any investigative derived wastes. Upon completion of the field and laboratory work, a final report shall be prepared for your review, comment and approval. The report shall include a site plan showing soil boring locations, soil boring logs showing the classification of the subsurface materials encountered and conditions of the soil, analytical results, and our findings and conclusions regarding the site. WPI estimates the Phase II ESA field work and laboratory work can be completed in approximately three to four weeks assuming all third party contractors are available in the preferred time frame. Laboratory analysis can be expedited for an additional charge.
