RESOLUTION NO. 3 1 ~ ~ -O
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, PUBLICLY
HONORING THE SOUTH BEND POLICE DEPARTMENT'S VOLUNTEERS IN POLICE SERVICE UNIT
(NIPS) FOR BEING HONORED WITH THE UNITED STATES PRESIDENT'S
VOLUNTEER SERVICE AWARDS FOR THEIIt DEDICATED VOLUNTEER SERVICES
~1~ii~, the South Bend Common Council recognizes that in 2003, President George W. Bush
established the President's Volunteer Service Award which give Presidential recognition to individuals, families
and groups who have demonstrated a sustained commitment to volunteer service each year as a way to inspire
others to contribute to their communities; and
Gvl~fivii~aa., the Council further recognizes that the President's Volunteer Service Awazd is issued by the
President's Council on Service and Civic Participation, with awards being issued at the bronze, silver and gold
levels, with many of the South Bend NIPS Program being honored with these awards; and
~~~eaa~, the International Association of Chiefs of Police manage and implement the NIPS Program
in partnership with and on behalf of the White House Office of the USA Freedom Corps, and the U.S.
Department of Justice and in South Bend in 2006, 68 individuals volunteered 10,281 hours to our community
for training, special events, and patrolling; which was a 19% increase of the service hours in 2005, with such
special event volunteer services being provided-for parades; walks & runs; funeral escorts; the sending of 57
warning letters for handicap parking violations; the sending of over 30 warning letters for pazking violations;
completing 22 traffic safety surveys involving speed radar zones in residential and school azeas; and
completing 224 neighborhood concerns tracking forms, which was an increase of 39.7% over 2005; and

Bend NIPS Program and in particulaz the following VIP Volunteers for their services in 2006:

Section I. On behalf of all of the citizens of the City of South Bend, Indiana, the Common Council
publicly commends, honors and sincerely thanks all of the citizen volunteers who are members of the South
Bend NIPS Program, for their dedication and commitment to helping others in serving the South Bend
community.
Section II. The Common Council believes that each and every member of the South Bend NIPS
Program has demonstrated, by example, their services to our city which through their sustained commitment to
civic participation, will hopefully inspire other to make volunteering a central part of their lives in the yeazs
ahead.
Section III. This Resolution shall be in full force and effect from and after its adoption by the Council
