A RESOLUTION OF THE COMMON COUNCIL AUTHORIZING
THE PRESIDENT OF THE BOARD OF PARK COMMISSIONERS
TO SUBMIT A GRANT APPLICATION TO THE INDIANA DE-
PARTMENT OF NATURAL RESOURCES FOR LAND & WATER
CONSERVATION FUNDS
WHEREAS, Land and Water Conservation Funds are available
through the Indiana Department of Natural Resources to be used to
help finance land acquisition and park development through the State
of Indiana and ,
WHEREAS , the South Bend, Indiana Board of Park Commissioners
is planning to acquire and develop the abandoned railroad property
running from Angela Street to approximately one thousand feet south of
the North Shore Boulevard and property along the East Bank of the
Saint Joseph River from the above mentioned point running south to
connect with the East Race Way walkways and
WHEREAS, said Board plans to develop the area into a trail
system which would connect with other trail systems as identified
in the River Bank Trail System master plan as prepared by the Department
of Redevelopment.
NOW THEREFORE, BE IT RESOLVED by the Common Council of the
City of South Bend, Indiana as follows:
Section I . The President of the Board of Park Commissioners
has the authority to file a grant application with
the Indiana Department of Natural Resources for
Land and Water Conservation Funds which will be
used to help purchase land and the development of
a trail system as identified in the River Bank
Trail System master plan.
Section II . This resolution shall be in full force and effect
after its passage by the Common Council and approval
by the Mayor.

Dear Council Member:
The Department of Public Parks is requesting council approval of the
enclosed resolution authorizing the Park Board President to submit a
grant application to the Indiana Department of Natural Resources to
participate in the Land and Water Conservation program.
The South Bend Board of Park Commissioners , as identified in its 1982
master plan, realizes the need for a trail system throughout the urban
area and is desirous of acquiring the vacated railroad right-of-way,
from Angela to south of North Shore Boulevard. The proposed trail
would then run south along Niles Avenue to Madison Street then west to
the East Race Way walkways. Michiana Watershed, a non-profit organi-
zation, interested in trail development in the area, has secured a
• $100,000.00 grant from a local trust fund which could be used as the
cities share of the estimated costs if the city is successful in
obtaining the Land and Water Conservation Grant. The Land and Water
Conservation Grant is a fifty per cent reimbursable grant.
The proposed trail would be used by pedestrians, joggers and bicyclists.
We are proposing a twelve foot asphalt path to accomodate persons who
jog or ride bikes. The proposed trail would be approximately 5,200
lineal feet and would possibly be lighted for use after dark and
security reasons. Signing is an important element of the trail system
and will be part of the trail development. Estimated cost of the project
for land acquisition and development is $200,000.00. The South Bend Park
Department is coordinating with other park systems in the county to
implement the River Bank Trail System master plan.
