BonDurant, Member Jack Reed, Member REGULAR MEETING DECEMBER 2, 2008 The Board of Public Safety met in the regular meeting at 9:15 a.m. on Tuesday, December 23, 2008, with Board President Donald Alford, and Board Members Juanita Dempsey, Bruce J. BonDurant, Patrick D. Cottrell, and Jack Reed present. Also present were Police Chief Darryl Boykins, Assistant Fire Chief Jim Lopez and Board Attorney Thomas Bodnar. The meeting was held in the Board of Public Works Meeting Room, 13th Floor County City Building, South Bend, Indiana. Z, APPROVE MINUTES OF PREVIOUS MEETING President Alford stated that unless there were any objections, the Minutes of the December 3, 2008 meeting would be accepted as presented. POLICE SELECTION PANEL Upon a motion by Ms. Dempsey, seconded by Mr. Cottrell and carried, the Police Selection Panel approved the recommendation of Police Chief Boykins that Mr. Aaron Michael Knepper be accepted for employment as probationary police officer with the South Bend Police Department for a probationary period of one (1) year. Mr. John Voorde, City Clerk, was present and administered the Oath of Office for the swearing in of the above officer. Chief Boykins joined the Board in congratulating the newly sworn in officer and wishing him well in his endeavors with the South Bend Police Department. APPROVE SPECIAL POLICE COMMISSIONS — 2009 In a letter to the Board, Police Chief Darryl Boykins recommended that Special Police Commissions be renewed or issued for the following for the purpose of Civilian Volunteer Officers. These commissions do not include the powers of arrest or the carrying of a weapon: Tom Camren Dick Cowper Emil Eckenberger Dennis Eckenberger Garnett Keeys - Patrick Leavell - Barbara Leavell - Elton Thompson - Mary Reed - Wendy Yuhasz REGULAR MEETING DECEMBER 23, 2008 Police Chief Darryl Boykins recommended that Special Police Commissions be renewed or issued for the following for the purpose of Public Service Officers. These commissions do not include the powers of arrest or the carrying of a weapon: - Angela Davis - Cynthia DeLeon - Tammi Hohulin - Barbara Holleman - Kathleen Diner - Elaine Rau - Maria Scherer - Janice Taberski - Judy Withers Police Chief Darryl Boykins recommended that Special Police Commissions be renewed issued for the following for the purpose of South Bend Park Department. This commissi does authorize the individual to carry a weapon, carry a South Bend Police Department radio all take police reports in South Bend Park and Recreations properties. This individual is armed: - Steve Orlowski - Darla Hurt - Dave Hancock Police Chief Darryl Boykins recommended that Special Police Commissions be renewed or issued for the following for the purpose of South Bend Parks Department. This commission does not include the powers of arrest nor the carrying of a weapon. Clark, Jr. This will empower the above listed individual to enforce parking violations on the following streets adjacent to the campus: Main Campus: Michigan St. from Broadway St. north to Sample St. Sample St. east to Fellows. Fellows south to Broadway, including Dean Johnson Blvd. (which runs east and west inside this perimeter). Broadway St. west to Michigan. The property ONLY owned by Ivy Tech at 328 Michigan Street and the property owned by Ivy Tech at 250 Sample St. - Jim Wood - Karl Hardy - William Bare - Brian Haygood NFUNIN11 FIRE DEPARTMENT APPROVE NEQ-NATAL AGREEMENT - MEMORIAL HOSPITAL In a Memorandum to the Board, Mr. Bodnar, Board Attorney, requested the Board approve a one year renewal of the existing agreement for the Fire Department to provide on-duty firefighters to drive a neo-natal ambulance owned by Memorial if the need arises. Therefore, upon a motion by Mr. BonDurant, seconded by Mr. Reed and carried, the agreement was approved. 4:> FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — NOVEMBER 2008 Chief Howard Buchanon submitted to the Board the Monthly Statistical Analysis report for the month of November, 2008 compiled by the Prevention/Inspection Bureau of the Fire Department. Therefore, upon a motion by Mr. Bondurant, seconded by Mr. Reed and carried, the contract extension was approved, Mr. Cottrell refrained from voting due to his employment with the University of Notre Dame. ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT In a Memorandum to the Board, Chief Boykins, Police Department, advised the Board of generous donation made to the South Bend Police Department Tennis Program. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — NOVEMBER 2008 President Alford indicated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of November 2008, as submitted by the Police Department, would be accepted for filing.
