RESOLUTION NO. 1. 7 / - C
A RESOLUTION CONFIRMING THE ADOPTION OF A DECLARATORY
RESOLUTION DESIGNATING CERTAIN AREAS WITHIN THE CITY
OF SOUTH BEND, COMMONLY KNOWN AS 1145 PRAIRIE AVENUE
TO BE AN ECONOMIC REVITALIZATION AREA FOR THE
PURPOSES OF REAL PROPERTY TAX ABATEMENT
WHEREAS, the Common Council of the City of South Bend
has adopted a Declaratory Resolution designating certain areas
within the City as Economic Revitalization Areas for the purpose
of tax abatement consideration; and
WHEREAS, a Declaratory Resolution designated the area
which area is located in the area known as the Enterprise Zone
and commonly known as 1145 Prairie Avenue, South Bend, Indiana,
and more particulary described by a line drawn as follows :
A parcel of land in the East Half ( 1/2) of
the Northwest Quarter (1/4 ) of Section 14,
Township 37 North, Range 2 East of the Second
Principal Meridian in the City of South Bend,
County of St. Joseph, State of Indiana, more
particularly described as follows, viz:
Commencing at the intersection of the South
line of Garst Street with the Westerly line
of Prairie Avenue; thence South 28°18 ' 06"
West along and with the Westerly line of
Prairie Avenue, a distance of 50. 99 feet to
the Southeast corner of a 45 foot easement,
said point being 45 feet South of the South
line of Garst Street, by right angle measure-
ment; thence North 89°46 ' 31" West along and
with the South line of said easement, a dis-
tance of 771. 42 feet to the point of begin-
ning of this description; thence South
28°15 ' 41" West a distance of 998. 17 feet;
thence South 61°46 ' 50" East a distance of
309.05 feet; thence North 28°19 ' 18" East a

as an Economic Revitalization Area; and
WHEREAS, notice of the adoption of a Declaratory Reso-
lution and the public hearing before the Council has been pub-
lished pursuant to Indiana Code 6-1 . 1-12. 1-2-5; and
WHEREAS, the Council held a public hearing for the pur-
poses of hearing all remonstrances and objections from interested
persons; and
WHEREAS, the Council has determined that the qualifica-
tions for an economic revitaliztation area have been met.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of
the City of South Bend, Indiana, as follows :
SECTION I . That the Common Council hereby confirms its
Declaratory Resolution designating the area described herein as
an Economic Revitalization Area for the purposes of tax abate-
ment. Such designation is for real proeprty tax abatement only
and is limited to ten ( 10 ) calendar years from the date of adop-
tion of the Declaratory Resolution by the Common Council.
SECTION II . This Resolution shall be in full force and
effect from and after its adoption by the Common Council and
approval by the Mayor.

Re: Tax Abatement Petition for
Inland Distributing Company
Dear Sirs :
I am the attorney for Inland Distributing Company who
has filed the petition for tax abatement purposes for the pro-
posed addition to its existing building. Inland Distributing is
a distributor of building materials which has three locations in
Indiana. There is one here in South Bend, one in Elkhart and one
in Fort Wayne. The South Bend location is the oldest and least
efficient of the other locations and if the present location is
to remain an office for Inland Distributing, it would have to be-
come more efficient.
The proposed addition will expand the present facility
by adding some 50,000 square feet of warehouse space. The appro-
val of the tax abatement will insure the continuation of the pro-
ject and will result in at least five new jobs being created as
well as preserving 45 jobs which are presently existing at the
facility. The new jobs will add an additional $100, 000.00 per
year to the payroll which is presently totalling around
$1, 000, 000. 00.
The expansion and construction project is viewed as an
economic furtherance to the City of South Bend and in line with
the Enterprise Zone status in which this project is located. The
expansion will not have an adverse effect on any competing busi-
ness now existing in the City of South Bend. The nearest compe-
tition that Inland Distributing faces is in Kalamazoo, Michigan.
Any other information necessary can be supplied by In-
land Distributing or by myself and I would request that the Peti-
tion for Tax Abatement be approved.
