RESOLUTION NO.1 4/3 7-A
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND, INDIANA, REQUESTING THAT THE
PUBLIC SERVICE COMMISSION DENY INDIANA BELL
TELEPHONE COMPANY'S REQUEST FOR LOCAL MEASURED
SERVICE
WHEREAS, the Indiana Bell Telephone Company is requesting approval by
the Public Service Commission to change its pricing system to Local Measured
Service (LMS) instead of the Flat Rate System; and
WHEREAS, the proposed Local Calling Plan (LCP) would charge consumers a
flat monthly rate PLUS (1) charges for each completed call, (2) charges per
minute for the duration of the call, (3) charges for the destination of the
call, and (4) charges for the time of day of the call; and
WHEREAS, the Cannon Council believes that Indiana Bell's proposed plan
will have an adverse effect on the consumer and especially hurt businesses,
the elderly, low income families, and the handicapped; and
WHEREAS, the Common Council believes that because the Local Calling
Plan would result in a complicated and unfair system of pricing, that the
Public Service Commission should deny Indiana Bell Telephone Company's
request.
NOW,THEREFORE, BE IT RESOLVED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The Cannon Council of the City of South Bend, Indiana,
believes that the request of the Indiana Bell Telephone Company to change
its pricing system from a Flat Rate System to a Local Measured System would
be unfair to consumers, and in particular it would adversely effect
businesses, the elderly, low income families, and the handicapped.
SECTION II. The Common Council urges the Public Service Commission to
DENY Indiana Bell Telephone's "Local Calling Plan."
SECTION III. The Common Council request that copies of this
Resolution be sent to the five (5) members of the Public Service Commission,
namely: Leslie Duvall, Chairman; Fred Corban; Willis Zagrovich; Karl
O'Lessker; and Vicky Bailey.
SECTION IV. This Resolution shall be in full force and effect from
•d after its adoptisn by the Common Council and approval by the Mayor.
