AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA,ESTABLISHING A NEW 311 CALL CENTER FUND#279 AND AMENDING
CHAPTER 2,ARTICLE 14 OF THE SOUTH BEND MUNICIPAL CODE
STATEMENT OF PURPOSE AND INTENT
The City of South Bend 311 Call Center is a recent, successful service, commenced in
2012. With one easy phone number (311), citizens can ask questions or report non-criminal
concerns about any matter within the City of South Bend, and the concern is addressed. The
City's 311 Call Center is a separate City Department, presently having 6.5 full time, budgeted
employees. The accounting for costs and services of the 311 Call Center's has been done within
General Fund #101, Account No. 101-0104. User fees are assessed to the various City
Departments in relation to the number of calls required to handle citizen issues of each
Department.
It is in the interest of government transparency and fiscal efficiency to create a separate
fund to handle the costs and expenses of the City's 311 Call Center. This ordinance establishes a
new and separate Fund#279 for that purpose.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA as follows:
SECTION I. A new Fund #279 to be known as the "311 Call Center Fund" is hereby
established for the purpose of receiving user fees from various City Departments and
appropriating those funds for expenses of the City's 311 Call Center.
SECTION II. Chapter 2, Article 14 of the South Bend Municipal Code is hereby
amended to add a new Section 2-170.16 which shall read in its entirety as follows:
Sec. 2-170.16. 311 Call Center Fund.
Effective January 1, 2016, the 311 Call Center Fund (No. 279) is established to receive pro
rata fees from various City Departments to be used to defray the expenses of the City of South
Bend 311 Call Center.

SECTION III. This ordinance shall be in full force and effect on January 1, 2016 after
its passage by the Common Council and approval by • . .

Re: Second Substitute Bill Creating New 311 Call Center Fund (No. 46-15)
Dear Council President Scott:
On August 24, 2015, City Controller John Murphy filed Bill No. 46-15 to create a new
Fund# 279 for the City's 311 Call Center, and a substitute was filed yesterday.
A second substitute of that ordinance is now attached which changes the title to reflect
that the South Bend Municipal Code is being amended.
Controller John Murphy will make the necessary presentation of this second substitute
bill.
