A RESOLUTION OF THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND, INDIANA,APPROVING THE PURCHASE OF REAL PROPERTY
LOCATED AT 2401 W.WESTERN AVENUE, SOUTH BEND,INDIANA
WHEREAS, on September 22, 2015, the Board of Public Works of the City of South
Bend, Indiana (the "Board"), adopted Resolution No. 56-2015, attached hereto as Exhibit 1,
recommending the purchase of real estate located at 2401 W. Western Avenue, South Bend,
Indiana (the "Property"), which includes copies of the two requisite appraisals as Exhibits A and
B, all in accordance with Ind. Code 36-1-10.5;
WHEREAS, pursuant to Ind. Code 36-1-10.5-5 (1), the South Bend Common Council
desires to declare and affirm its interest in the purchase of the Property and to approve the
Board's purchase of the Property in accordance with Ind. Code 36-1-10.5.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND,INDIANA,AS FOLLOWS:
Section I. The Common Council hereby declares and affirms its interest in the purchase
of the Property and approves and authorizes the Board to purchase the Property in accordance
with I.C. 36-1-10.5.
Section II. This Resolution shall be in full force and effect from and after its adoption by
the Common Council and approval by the Meet

RE: Acquisition of 2401 Western Avenue, South Bend IN 46619
Dear President Scott:
Department of Community Investment is seeking Common Council approval for the
purchase of 2401 Western Ave., South Bend IN 46619 via the attached resolution, in accordance
and compliance with the Indiana Code. The Polish National Alliance contacted the City with a
request to purchase their building on the northwest corner of Western Ave. and Olive St. The
PNA expects
Considerations;
• Olive Street north of Western and Western are both truck routes and Olive north of
Western is lined with Industry, the blind corner presented many complications for
trucks, including hitting the PNA building when turning west. Improvements to the
corner will facilitate truck movements and help create new expansion opportunities
and retain existing jobs.
• The City Engineering Department conducted a purpose and needs study that
concludes that the razing of the structure would allow for improved lane configuration.
• With the option to turn west on Western from Olive, truck traffic will be discouraged
from heading south were it is incompatible with the predominate residential
neighborhoods.
• Sellers willingness to accept current market value.

• Appropriation of funds (In process - requested in mid-year appropriation - completed
on September 28, 2015)
• City Council approval (This resolution - completion on September 28, 2015)
• BPW approval (September 22, 2015)
• Set closing date (Estimate October 9, 2015)
• Release Bids for Demolition (BPW second meeting in October. 2015)
• Demo Building(Middle of November 2015)
• Site preparation completed for 2016 road project
