(qy-/-g4, A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROVING A COMPREHENSIVE ZONING AND LAND USE PLAN FOR THE CITY WHEREAS, pursuant to I.C. 36-7-4-507 and 36-7-4-508, the Area Plan Commission of St. Joseph County, Indiana, has approved a comprehensive zoning and land use plan for the City of South Bend, and has certified such plan to the City of South Bend, a copy of which is on file in the Office of the City Clerk; and WHEREAS, pursuant to I.C. 36-7-4-509, the Common Council may adopt a Resolution approving, rejecting, or amending the Comprehensive Plan by majority vote of the Council and such action is not subject to approval or veto by the Mayor; and WHEREAS, the Common Council understands that pursuant to I.C. 36-7-4-509(b) , that such a comprehensive plan cannot become effective until a Resolution has been properly adopted by the Council; and WHEREAS, the Common Council further understands that if such a Resolution is adopted, the City Clerk must place one (1) copy of the Comprehensive Plan on file in the Office of the County Recorder; and WHEREAS, the Common Council of the City of South Bend, Indiana, is of the opinion that the adoption of such Comprehensive Plan is in the best interests of the citizens and residents of the City. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: SECTION 1. The Comprehensive Zoning and Land Use Plan for the City of South Bend, Indiana, heretofore approved by the Area Plan Commission of St. Joseph County and certified to the City, a copy of which is marked Exhibit 'A" and attached hereto and included herein, is hereby approved. SECTION 2. Pursuant to the provisions of I.C. 36-7-4-509, the City Clerk of the City of South Bend is hereby directed to place one (1) copy of such Comprehensive Plan on file in the office of the St. Joseph County Recorder. SECTION 3. This Resolution shall be in full force and effect from and atter its adoption by the Cannon Council. ■ i . Overall Objectives and Policies. A. Objectives for future development. 1. Provide for orderly and efficient community growth and development of land, transportation, and public and private services and facilities in the community. 2. Develop and maintain patterns of land use which provide for livability and environmental quality throughout the community. B. Policies for land use development. 1. Ensure that adequate amounts of land will be available to meet future use needs in a pattern that combines compatibility of use with logical physical design. 2. Promote, preserve and protect residential neighborhoods. 3. Develop zoning and subdivision ordinances to provide for the orderly growth and development of the community. C. Policies for the development of public ways, public places, public lands, public structures, and public utilities. 1. Provide public facilities designed and distributed to give maximum service with a reasonable capital outlay. 2. Provide a full range of programs, recreational facilities, and open spaces which service the citizens and improve the environment. 3. Achieve a system of transportation which maximizes safe and affordable movement of people and goods.
