Agenda: Bill No. 35-15 Rezoning-4325 S. Michigan St.
Only one bill was listed for consideration by Mr. Oliver Davis' Zoning and Annexation Committee. As
Chair, Oliver announced that he would proceed with the hearing for bill 35-15 even though the lack of a
quorum would prevent any official action.
The bill in question asks the Council to approve a change in zoning from CB Community Business to MU
Mixed Use. In addition four variances were requested. Matt Chappuies,a planner for the Area Plan
Commission explained the request. He said the petitioner, Flowers by Stephen,wanted to convert and
utilize second floor space for an apartment. Side issues or variances also included parking, location of
the trash bin and landscaping. Mr. Chappuies having described the request in detail, reported that the
Area Plan Commission had given a unanimous favorable recommendation to the proposal.
Mrs.Sheryl Luczkowski,the owner,was also present to answer questions.
Following brief discussion Mr. Oliver Davis reiterated no action could be taken due to the lack of a
quorum.
