HomeMy WebLinkAbout12-03-08 Community and Economic Development Committee Annual Report2008 Annual Report of the Community and Economic Development of the South Bend Common Council Date: December 3, 2008 To: The South Bend Common Council The Office of the City Clerk Committee From: 1St District Council Member Derek Dieter, Chairperson Community and Economic Development Committee I am pleased to file the following 2008 Annual Report of the activities of the Council's Community and Economic Committee which is required by § 2-10 (i) of the South Bend Municipal Code. As each of you will recall, the Community and Economic Development Committee is charged with: "Overseeing the various activities of the Department of Community and Economic Development and programs directed by the Division of Community Development, Division of Economic Development and Financial and Program Management "pursuant to § 2-10 (i) (2) of the South Bend Municipal Code. There were four (4) Council Members on this Committee, namely: 2°d District Member Henry Davis, Jr., who serves as Vice-Chairperson, 4t'' District Council Member Ann Puzzello, Council Member at Large Karen L. White serve as Members, and myself as Chairperson. Mark Smith and M. Catherine Andres serve as the Committee's citizen member. Each of our citizen members have attended most, if not all of the Committee meetings, and have actively participated in discussions, as well as making many of the motions on matters requiring advisory recommendations to the Common Council. The Community and Economic Development Committee was one of the more active standing committees, with nineteen (19) meetings being held as of this writing. The bulk of the Committee meetings focused on various types of tax abatement requests; appropriation requests from the UDAG Fund, Fund # 410; from the Industrial Development Fund, Fund # 434; from HUD Shelter Plus Care; from Community Development Fund # 212; submitting an application for a site assessment grant from the Indiana Finance Authority; closing SEDA TIF Fund # 414 and transferring the funds to AEDA TIF Fund # 324; proposed "Position Statement on Tax Abatement" in light of HB 1001; reviewing summaries of documents on the nine (9) companies notified that they were preliminarily determined by the City Administration to be in non-compliance with the local tax abatement regulations and subsequent CF1 compliance; Brownfield Site Assessments; received an update on the Chamber of Commerce's Business Growth 2009 Annual Report of the Community and Economic Development Committee December 3, 2008 Page 2 Initiative; progress report on Eddy Street Commons; reviewed a lease for improvements for Century Center; received an update on the expansion of the Airport Economic Development Area (AEDA) and Portage Prairie; received updates on Coveleski Park Planning Area and East Bank Development Area; received an update from the DTSB, Inc. Executive Director as well as continued discussion of our local tax abatement procedures. Tax abatement requests included discussions on the following: • Tax Abatement requests heard in chronological order for: 1. 9-year Real Property Tax Abatement for Key SB, LLC, the Hinman Company 2. 5-year Residential Real Property Tax Abatement for properties in Lafayette Falls, Phase III 3. 5-year Residential Real Property Tax Abatement for Brian & Alison Levey at 918 N. St. Peter 4. 6-year Real Property Tax Abatement for Ryan Fire Protection, Inc., at 3950 William Richardson Court 5. 10-year Real Property Tax Abatement for McKinley Apartments Housing, LP 6. 4-year Real Property Tax Abatement for 3445 William Richardson Drive for Jade Elephant Holding LLC (Lake Michigan Mailers, Inc.) 7. 5-year Personal Property Tax Abatement for 3445 William Richardson Drive for Jade Elephant Holding LLC (Lake Michigan Mailers, Inc.) 8. 5-year Residential Real Property Tax Abatement for Garden Homes 9. 5-year Personal Property Tax Abatement for Triangle Machine 10.7-year Real Property Tax Abatement for Heraeus Kulzer 11.5-year Residential Real Property Tax Abatement for Tampico 12. 5-year Residential Tax Abatement for 601 Cottage Grove and 701 South Grant for Habitat for Humanity 13.2-Year Real Property Tax Abatement for River Rock, Inc. 14. 5-year Residential Real Property for 1401 South Main Street for Old Fort Building Supply 15. 5-year Residential Real Property Tax Abatements for the Villas at Lake Blackthorn Sections I and II, Cooreman Real Estate 16. 5-year Real Property Tax Abatement for Stanz Food at 1840 Commerce Drive 17.5-year Residential Real Property for Cleland Builders for remaining lots in Section 1 of Jade Crossing 18. 5-year Personal Property Tax Abatement for Mann & Hummel USA, Inc. at 1824 North Bendix 19. Personal and 10-year Real Property Tax Abatement for Innovation Park at Notre Dame 20. 5-year Residential Real Property Abatement for Southfield Lake, LLE Real Estate 21.5-year Residential Real Property Tax Abatement for Lafayette Fall, Phase IV, Kendall-Weiss 2009 Annual Report of the Community and Economic Development Committee December 3, 2008 Page 3 22. 5-year Residential Real Property Tax Abatement for 1019 Notre Dame Avenue 23. 5-year Residential Real Property Tax Abatement for Crescent Oaks II 24. 5-year Residential Real Property Tax Abatement for Royal Oaks Estates, Sections 2 & 3 for First Federal Savings Bank Pursuant to Section 2-84.16 of the South Bend Municipal Code an ongoing review of our local procedures addressing tax abatement in years which end with an even number. Discussions have taken place periodically throughout the year and will continue to take place on this in 2009 in order to identify all topics under consideration.. I would again like to thank all members of the Committee, the rest of the Council and the City Administration for all of their efforts throughout 2008. We have reviewed countless numbers of documents which have come before the CED Committee. As a result of this Committee's advisory action and that of the South Bend Common Council, many actions have taken place which are fostering the creation of new jobs, retained current full-time jobs; spurred the building of new homes throughout the city; and provided incentives for the business community to make South Bend their corporate headquarters.
