Agenda: Bill No. 24 -15 Amend Chapter 17 SBMC to Decrease the
Sewer Insurance Program Deductible
Bill No. 25 -15 Amend Chapter 16 SBMC to Provide Yard Waste
Removal solely from city Furnished Containers
Bill No. 26 -15 Amend Chapter 16 SBMC to Adjust Fees for City
Collection and Disposal of Refuse (Solid Waste)
Materials
Councilmember Dr. David Varner, Chair of the Utilities Committee called the meeting to order at 3:30 to
review proposals in bills 24 -15, 25 -15 and 26 -15.
Bill 24 -15 would reduce the deductible for City sewer insurance customers from $500.00 to $250.00 for
each occurrence of covered sewer repair. Additionally, the city would cover up to $1,000.00 of the costs
of landscaping, sprinklers, or sidewalk repair caused by the sewer repair.
Bill 25 -15 proposes that all city yard waste customers would have to use city furnished containers for
weekly pick -up.
Bill 26 -15 proposes to raise fees for collection and disposal of solid waste materials.
Bills 25 and 26 -15 are set for public hearing on August 24th.
Bill 24 -15 has been continued indefinitely.
Unfortunately Dr. Varner was the only Councilmember present at the beginning of the meeting. Council
President who had called saying he would be late, arrived at 4:05. Dr. Fred Ferlic called to say he would
be out of town.
Nonetheless, Eric Horvath - Director of Public Works, Kara Boyles — City Engineer, and Mike Bronstetter
— Director of Solid Waste proceeded with their presentation and discussion.
Eric Horvath provided two handouts (attached) to explain the City's suggested changes. The first
entitled yard waste alternatives offered three different options for yard waste collection. These options
are clearly outlined in the handout. The second handout titled "Solid Waste and Yard Waste Programs"
gives a snapshot of revenues and expenses for the Solid Waste Department. Then four alternative levels
of service along with their respective rates necessary to sustain them were provided.
Each scenario was outlined by the city and discussed with Dr. Varner and Mr. Scott.
No action could be taken due to the lack of a quorum.
Dr. Varner adjourned at 5:10 pm.
