Committee Members Present: Karen White, Valerie Schey, Derek Dieter, Dr. Fred Ferlic Citizen Members Present: Valerie Mora -Kraus Other Council Present: Tim Scott, Henry Davis (XAB), Dr. David Varner, Oliver Davis (AB), Gavin Ferlic Others Present: John Murphy Agenda: Bill No. 30 -15 Appropriate Departmental Funds for 2015 Bill No. 31 -15 Appropriate Environmental Funds for 2015 Bill No. 32 -15 Budget Transfers for Various Departments 2015 The Personal and Finance Committee had three bills on the agenda. Karen White, Chair of the Personal and Finance Committee began the hearing with full attendance including citizen member Valerie Mora - Kraus. John Murphy, City Controller, made the presentation. He explained that all three bills, 30 -15, 31 -15, and 32 -15 were all mid - stream corrections to the budget passed in October of 2014. John went on to say he was happy to comply with these quarterly adjustments in the interest of transparency and to abide by Council requirements. Bill 30 -15 appropriated $516,891 from three funds, the LR & S #251 Prof. Sports Dev. Fund #377 and the CEDIT Fund #408. The Council was only comfortable forwarding the bill with no recommendation upon motions by Valerie Schey and Dr. Fred Ferlic which were supported by all. They felt questions remained about the Public Safety CEDIT despite assurances the fund was secure. Bill 31 -15 also requested adjustments that would accurately reflect the necessary fund levels at the end of the 2 "d quarter. The appropriations totaled $312,000. The Water Works Bond Reserve Fund #626 appropriated $14,500 while the Century Center Fund #671 appropriated $297,500. This bill received a favorable recommendation after a motion by Dr. Ferlic, seconded by Valerie Schey and affirmed by all. The last bill considered was bill 32 -15. This as explained by John Murphy was a transfer of dollars within a fund category and did not require an appropriating ordinance as did the previous bills. After a few Council questions Valerie Schey moved to send the bill favorably. Dr. Ferlic offered a second and all affirmed.
