Discussion on parking problems on
Taylor St. across from Four Winds
Baseball Field
The Public Works & Property Vacation meeting was called to order by Chairperson
Valerie Schey. Councilmember Henry Davis Jr. thanked Eric Horvath for coming. He
said the parking during games at Four Winds Field is not good. He mentioned he had
spoken to the Housing Authority on this matter. They own several properties around the
stadium.
Eric Horvath, Director of Public Works pointed there are a couple of private lots on
Monroe for parking for residents. He said the City does have a program that could make
Taylor a residential parking only street. An application needs to be filed and the Board
of Public Works could start a parking study. Also they could put restrictive parking signs
saying no parking on game days. To start a study they would need two- thirds of the
people who lived on the block to sign a petition.
Councilperson Karen L. White asked if the Housing Authority as owners could do the
petition.
Council Attorney Kathy Cekanski - Farrand said yes they could.
Councilman Dr. David Varner mentioned that lots of people park around all the side
streets near the ballpark as a whole. Maybe the City needs to look at parking studies for
the whole downtown area including Four Winds Stadium.
Councilperson Valerie Schey asked for 5 minutes of the next committee since it will be
continued. She mentioned Eddy Commons has 11:OOpm — 6:OOam parking signs.
Councilman Tim Scott talked of wanted to give out guest passes and limit two for event
times such as the baseball games.
Chairperson Valerie Schey asked Eric Horvath if he has a handle on all of these
requests. Eric Horvath said he would contact the Housing Authority and Board of Public
Works will handle it. As to not start a stampede he would be at the Housing Authority
meeting on 6/24/15 at 4:30 for a meeting with all of the Housing Authority
neighborhoods. Sam Centellas said that's when the next H.A. meeting would be. He
said the residents want more parking on the streets by their homes. Eric Horvath
mentioned limiting the parking for event times only.
Councilperson Valerie Schey then asked Eric Horvath to come back before the Public
Works and Property Vacation committee with an update on the parking situation. A date
of July 271h was given for the meeting.
Motion to adjourn was made by Chairperson Valerie Schey at 5:31.

THE ESTABLISHMENT OF A
RESIDENTIAL PARKING ZONE
WE, THE UNDERSIGNED, BEING SIXTEEN (16) YEARS OF AGE OR OLDER AND
LEGAL RESIDENTS OF THE RESIDENTIAL AREA DESCRIBED HEREIN, request that the
Board of Public Works of the City of South Bend, in accordance with Municipal Code Article 10
Section 20 -114, authorize a traffic study to be conducted for the establishment of a Residential
Parking Zone in the area of (state boundaries of residential area):
A Residential Parking Zone is needed in the above described area(s) to:
• Reduce hazardous traffic conditions that exist;
• Protect the area from polluted air, excessive noise and litter caused by the entry of
commuter vehicles;
• Protect the residents of the area from unreasonable burdens in gaining access to their
residences;
• Preserve the value of the property in the district.
The South Bend Municipal Code indicates that curb space must be occupied seventy-five percent
(75 %) of the time and the curb space must be occupied by non - residents at least twenty -five
percent (25 1/o) of the time.
