AN ORDINANCE PROVIDING FOR THE REGISTRATION AND IDENTIFICATION
OF BICYCLES, THE TRANSFERRING OF OWNERSBIP OF BICYCLES,
THE SELLING AND REPAINTING OF BICYCLES AND PARTS
THEREOF, PROHIBITING MUTILATING OR REMOVING
OF REGISTRATION NUMBERS THEREOF, PRE-
SCRIBING PENALTY FOR THE VIOLA -
TION THEREOF, AND REPEALING
ORDINANCES IN CONFLICT
THF.'REWITH.
Be it ordained by the Common Council of the city of South
Bend, Indiana:
Sectionll.
Every person who shall own any bicycle in the city
of South Bend, Indiana shall register such bici— le and ob-
tain and carry on such bicycle an identification tag as
herein provided.
Section II.
Said owner shall apply to the Clerk of the Board of
Public Safety of the city of South Bend, Indiana for regis-
tration of said bicycle, and shall register such bicycle on
a form to be furnished by the Board of Public Safety of said
city, which form shall provide a full description of the bi-
cycle, the former owner's name, the manufacturer's number, or
a substituted number to be stamped on such bicycle by the
police department of the city of South Bend.
Section III.
Any such bicycle, which has no manufacturer's number
or on which the manufacturer's number has been mutilated,
shall be given a number, said number shall be die stamped
on any such bicycle by the registering official.
Section IV.
Upon registration of any bicycle, the owner thereof
shall be furnished a die stamped tag, numbered to correspond
with the registration certificate of the bicycle. Said tag
shall be securely attached to the front frame post of the
bicycle bearing the corresponding number.
Section V.
Upon registration of any bicycle, the owner thereof
shall be given a registration card. A duplicate of said card
shall be kept in.theoffice of the Board of Public Safety. The
owner thereof shall preserve said certificate and present same
upon demand by any officer of the South Bend. Indiana Police
Department to establish title to the bicycle.
Section VI.
The opposite side of the registration certificate
shall maintain a form for the assignment or sale of the bicy-
cle, bearing the number of the certificate.
Section VII.
Any person owning a registered bicycle and desiring
to sell, trade or otherwise dispose of said bicycle, shall im-
mediately fill out the assignment on the reverse side of the
certificate for said bicycle and shall deliver the certificate
or registration to the purchaser or recipient of said bicycle.
Said purchaser or recipient of said bicycle shall then turn
said certificate into the Board of Safety of said city of
South Bend, and re-register said bicycle in his name within
three (3) days of the purchase or receipt of said bicycle.
Section VIII.
All persons now owning any bicycle shall resister the
same as herein provided within thirty (30) days after the adop-
tion of this ordinance, and this certificate shall be for one (1)
year, and shall be renewed annually thereafter.
Section IX.
No person shall alter, remove, deface or mutilate
the manufacturer's number, the substituted registered number
or the identification tag or registration certificate of any
bicycle so registered.
Section X.
No person shall repaint any bicycle, repaint or re-
remove the name plate, identification tag or parts from any
bicycle, or sell or attempt to sell any bicycle or parts
thereof when they are not the registered owner thereof or with-
out the consent of the registered owner thereof.
Section XI.
The Police Department of the city of South Bend,
Indiana is authorized to impound and hold, any bicycle not
displaying an identification tag until the owner thereof shall
submit the certificate of registration thereof to the Police
Department for inspection.
Section XII.
The registration of bicycles shall be under the
supervision Of the Board of Safety of the city of South Bend,
Indiana. A fee of ten (10�) cents shall be charged for the
registration of bicycles in conformity with this ordinance.
Section XIIIr
Any person violating any provision of this ordinance
shall be fined in any sum not to exceed One Hundred ($$100) Dollars.
Section XIV.
Said ordinance shall be in full force and effect from
and after its passage and legal publication.
Section Xy.
All ordinances and parts of ordinances of said city,
in conflict herewith, are hereby repealed.
