Wbereas, the Common Council acknowledges that "Sister Cities International" was
initiated by the White House in 1956 when the President called for "massive exchanges
between Americans and the peoples of other lands;" and
Ubereag, on May 30, 1992 , the City of South Bend, Indiana and the City of
Czestochowa, Poland, signed the "Sister City Agreement" pledging to establish ties of
friendship and cooperation which will in turn strengthen the traditional bonds between
Americans and Polish Nations; and
Ubereas, the Common Council is indeed proud to be apart of the formal ratification
process which will formalize the rich ethnic ties between these two great cities.

*ettion 1. On behalf of all of the citizens of the City of South Bend, Indiana, the
Common Council hereby officially ratifies the Sister City Agreement signed on the 30th
day of May 1992 in Czestochowa, Poland, with copies of the Agreement in both Polish
and English being attached hereto.
FeCtioU 11. The Common Council pledges its support to undertake in developing
understanding, trust and friendship between the residents of Czestochowa and South Bend.
Oettion 131. The Council further pledges to work with the City Administration so that
meaningful programs which will benefit both Czestochowa and South Bend can be
established to enhance educational and cultural opportunities, tourism, and benefit the
public health, safety and welfare of the citizens of these two great cities.
OtCtiOn JV. The Common Council pledges its heartfelt support of this important
Agreement linking rich ethnic cultures together, and proudly says "BOG ZAPLAC "!

SISTER CITY AGREEMENT
BETWEEN SOUTH BEND AND CZESTOCHOWA
(
With the aim of establishing ties of friendship and cooperation
between South Bend and Czestochowa which will strengthen traditiona
links between American and Polish nations, we hereby formalize a de
iled Sister City Agreement between our cities under the rules and
regulations of Sister Cities International.
With that agreement, both cities undertake to inform each other .
about their activities and to support the further development of
understanding, trust and friendship between their citizens as the
indispensable conditions of peace and welfare of both cities and
nations.
With the signing of this agreement South Bend and Czestochowa
untertake to cooperate and exchange in the mutually beneficial deve
lopment of both cities especially in the following areas:
- local self - governments through exchange of information concerning
the activities of both self - government and municipalities of
both cities as well as through support of management processes
by mutual experiences and ideas,
- economy - supporting initiatives aiming at establishing business
contacts between enterprizes from both cities as well as organi-
zing joint seminars and discussions,
- science and technology - through exchange information and joint
research programs run by the scientific institutions of both citi
- education - through work on joint projects of cooperation betwee
students from both cities,
- culture - through mutual exchange of information and organizing
exhibitions, concertslperformings and other cultural events,

- medicine and social care - through establishing friendly contacts
between health and social care institutions exchange of experiences
and scientific cooperation,
- tourism - through supporting initiatives aiming at developing tourisn
in both cities and touristic companies cooperation.
South Bend and CzQstochowa will promote and support cooperation
for mutual benefits which will contribute to an increase of welfare
of their citizens.
Hereby agreement is drawn up in duplicate (in Polish and in
English) - a one copy for each party.
Hereby agreement will take effect after its ratification by City
Councils or apriopriate bodies of both Cities.
