Resolution #3295
Attached is Resolution #3295 which approves closing of 3 Redevelopment funds. These
funds are no longer needed because: 1) we re-aligned the boundaries of the River West and
River East TIF areas which eliminate the need for the South Bend Central and Central
Medical Services funds; and 2) we sold Blackthorn Golf Course on 3/2/15 and have made
all expenditures and transfers as necessary.

RESOLUTION NO. 3295
A RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION
AUTHORIZING CLOSURE OF CERTAIN UNNEEDED FUNDS, SPECIFICALLY
FUND 420 (SOUTH BEND CENTRAL DEVELOPMENT AREA FUND); FUND 426
(CENTRAL MEDICAL DISTRICT FUND); AND FUND 619 (BLACKTHORN GOLF
COURSE FUND)
WHEREAS, the South Bend Redevelopment Commission (the "Commission"), the
governing body of the Department of Redevelopment (the "Department") of the City of South
Bend, Indiana (the "City'~), exists and operates under the provisions of Indiana Code 3 6-7-14, as
amended (the "Act"); and
WHEREAS, the Commission, in accordance with the Act, has over time, established
South Bend Allocation Area No.IA (covering the South Bend Central Development Area); the
Downtown Medical Services District Special Fund (a special district within the South Bend
Central Development Area); and the Blackthorn Golf Course fund to properly account for
Commission funds; and
WHEREAS, the Commission adopted Resolution No. 3256 on November 10, 2014 which
changed the boundaries of the Airport Economic Development Area to incorporate a portion of
the South Bend Central Development Area and the whole of the Central Medical Services
District into the newly named River West Development Area; and
WHEREAS, the Commission adopted Resolution No. 3255 on November 10, 2014 which
changed the boundaries of the Northeast Neighborhood Development Area to incorporate the
remaining portion of the South Bend Central Development Area into the newly named River
East Development Area; and
WHEREAS, on March 2, 2015 the Commission sold Blackthorn Golf Course to a private
entity; and
WHEREAS, the above actions have rendered certain funds to be no longer necessary for
the proper accounting of Commission funds.
NOW, THEREFORE, BE IT RESOLVED BY THE SOUTH BEND
REDEVELOPMENT COMMISSION AS FOLLOWS:
I. The Commission hereby approves ·the closing of the South Bend Central Development
Area Fund (Fund 420); the Central Medical Services District Fund (Fund 426); and the
Blackthorn Golf Course Fund (Fund 619).
2. The Commission directs the Treasurer of the Commission to take whatever steps he
deems prudent and necessary to properly show the accounting for any funds received and/or
expended in those funds during 2015, if any.
3. This Resolution shall be in full force and effect upon its adoption.
ADOPTED at a meeting of the South Bend Redevelopment Commission held on June 11,
2015, at 227 West Jefferson Boulevard, Room 1308, South Bend, Indiana 46601.
