Be it ordained by the Common Council of the City of South
Bend, Indiana,
Section 1s This ordinance shell be Galled the Municipal
Plumbing Code of the City of South Bend, Indiana, and it shall
revise, amend, restate and codify Ordinance No. 1808, adopted by
the Common Council Of'the city of South Bend, on November 8, 1915;
Ordinance No. 1880, adopted by the Common Council of the City of
South Bend, March 26, 1917; Ordinance No. 2286, adopted by the..Common
Council of the City of South Bend* October 23, 1922; Ordinance No.
2802, adopted by the Common Council of the City of South Bend, October
29, 1929; Ordinance No. 3007, adopted by the Common Council of the
City of South Bend, November 14, 1932; Ordinance No. 3023, adopted
by the Common Council of the City of South Bend, June 26, 1933;
Ordinance No. 3059, adopted by the Common Council of the City of
south Bend, May 28, 1934; Ordinance No. 3075, adopted by the Common
Council of theuCity of South Bend, October 8, 1934, all of which said
ordinances are hereby amended to read no hereinafter set forth and
to provide that it shall be unlawful for any - person, persons, firm
or corporation to do, cause or permit to be done any plumbing or
building drainage or the repairing of any fixtures or traps, or the
connection of any domestic hot water heaters or boilers or gas water
heaters of any kind or the installation or repairing of any water,
waste or vent pipes, drains, water softeners, refrigeration or air
conditioning equipment or any other plumbing or drainage work not
herein mentioned that is or will be connected to any water service,
sewer, cesspool or septic tank except according to and in compliance
with the following rules and regulations;
Section 2: Scope of ordinance, The provisions and requirements
of this ordinance shall apply to all extensions, alterations, changes
or additions, or other work to be made or done in plumbing and build.

Section 3: The term building as herein used shall be any dwell.

inn or barroom, and any other enclosed structure*
Section 4: The term person, wherever used in this ordinance,
shall mean any individual, persons, firm, partnership, corporation,
or any legal entity.
Section 6: License required to do plumbing; It shall be unlaw
fal for any person to install or repair f,ny plambing or drainage
system or any part thereof within the City of South Bend, Indiana,
until such person shall have procured a license as Journeyman or
Master Plumber as hereinafter provided in accordance with the re-
quirements of this Ordinance.
Section 6: It shall be unlawful for any person or Journeyman
plumber to engage in the business or plumbing contractor until such
person shall have first secured a license therfor in accordance with
the provisions of this Ordinance.
Section 7: Term "Journeyman Plumber" defined: A Journeyman
Plumber within the meaning of this Ordinance shall be any persons who
shall have worked at the trade of practical plumbing for a period of
at least five (5) years and shall have passed the examination herein+
after provided for.
Section 8: Any person desiring to secure a license as a plumbing
contractor, commonly known as a 23aster Plumber, shall make application
therefor upon a form to be provided by the Board of Health, provided,
however, that in case of a firm, partnership or corporation such
application '=at be made by a duly authorized and designated agent of
such firm, partnership or oorporation. At the time of making such
application such applicant shall pay to the Board of Health the sum of
Fifteen ($15x00) dollars as a fee for the examination. Thereafter at
a time and place designated by the Board of Health said applicant shell
submit himself before the examining board hereinafter provided for,
and answer such questions as may be asked of him by said board or any
member thereof relative to the knowledge required by a plumbing oon.
traotor, If said applicant properly answers sufficient questions and
performs such practical tests to qualify him in the Judgement of said
board shall report their findings in writing to the Board of Health.
The examination shall be held in the City hall at South Bend, Indiana.
Section 9: An applicant who has failed to pass a satisfactory
examination may re -apply for another examination after the expiratia
of sixty (60) days by filing another application aj* paying the
prescribed fee.
Section 10% Examination fees and licenses% Any person desiring
to work as a Journeyman Plumber or at plumbing in this city shall be
required to submit to an examination before the Board of Examiners
herein provided for as to his experience and qualifioatioite in such
trade; provided, however, that any person now engaged in the plumbing
trade as Journeyman Plumber in this city who has been so engaged for
a period of five (5) years or more shall, upon satisfactory proof made
therefor, and by filing a verified statement showing his name, address
and length of time he has actually served as a Journeyman plumber, and
upon the payment of two ($2.00) dollars to the City Comptroller, upon
recommendation by the Hoard of Health, be entitled to receive from the.
City Comptroller a Journeyman's license without further examination.
Section 110 Application for license, A ,journeyman Plumber de.
siring a license authorizing him to engage in the trade as Journeyman
plumber shall make application with the Board of Examiners on forms
to be furnished by the Board and shall pay with the filing of the
application a fee in the sum of Fifteen ($16,00) dollars. Subsequent
to the filing of this application and at the next meeting of the
Board of Examiners the applicant shall submit himself to an examination,
either oral or written or both, and also shall perform such praotioal
plumbing work as the Board shall direct. If the applicant ahall,in
the opinion of the Board, have satisfactorily passed the examination
said applicant shall be entitled to a license as Journeyman Plumber
and the Board shall cause proper notice to issue to the Board of Health,
which said last mentioned Board shall notify the Comptroller to issue
a Journeyman's license to the applicant upon the payment of a fog in
the sum of two 38400 ) dollars.
Section let Fees for license and bonds Every applicant for a
plumbing contractor's license having passed a satisfactory examination
hereunder shall receive from the Board of Health a certificate of re_
commendation to the Comptroller of said City for the issuance to said
applicant of an original annual license upon the payment of the sum of
Fifty ($50.00) dollars and an annual renewal license upon the payment
Of Fifteen ($1500) dollars to said City but before such license is
issued the applicant shall furnish a bond with surety to the approval
of the Comptroller of said City in the penal sum of Two Thousand
($2,0004,00) Dollars, conditional to reimburse said City of South Bend
for all the damages caused by any act or omission of said plumbing
contractor or any of his agents, to any property which the city may
oven or for which it may be responsible, 801 tW?hold said City of South
Bend free and harmless from all claims, for damages on account of the
negligence or misfeasance of the plumber and from all cost and expense
growing out of the defense of such claims. Said bond is to be in force
from the date of its acceptance and the issuance of license by said
Comptroller for a term of one (1) year, and both license and bond mast
be renewed annually, and no other bond shall be required of such plumber
by any other department of the City except for making excavation in
the street.
Section 17: Exemption of existing plumberes The provisions of
this Ordinance that refer to examination do not apply to any plumbing
contractors, commonly known as master plumbers or journeyman now duly
registered and qualified under the provisions of any ordinance or
plumbing code heretofore in effect.
Section 14: Appointment of a board. The Board of Health of said
City of South Bend is hereby authorized and empowered to appoint an
examining board consisting of one duly licensed plumbing contractor,
one qualified and competent licensed journeyman plumber and the plumb.

Section 15: Master Plumber defined is: A master Plumber as used

employ journeyman plumbers.
Section 16: Fees for Services: That the plumbing contractor, and
the journeyman plumber, composing with the plumbing inspector, the
examining Board herein created, shall each receive as compensation for
services rendered in connection with examination of applications in the
plumbing trade either as Piaster Plumbers or Journeyman Plumbers, each
the sum of five ($540) dollars from each applicant.( This fee shall be
payable as other contractual obligations of the city are now payable*

Section lfi: License nos:- transferables Any license secured by
any journeyman or Piaster Plumber under said ordinance is non-transferable
and it shall be unlawful to loan or transfer such a plumbing license or
to allow any one to work under a plumbing license held by another.
Section ls; Certification of name, The Hoard of Examiners', shall
upon any applicant having passed an examination given by said board
certify to the Board of Health the name of the applicant and state
therein that said applicant is entitled to a license as either a
journeyman or luster Plumber, whereupon the Hoard of Health shall direct
the 61ty Comptroller to issue the applicant a license upon receipt of

Section 19; Necessity of permit*- It shall be unlawful to perform
or_do any plumbing or drainage within the City of South Bend until
application for a permit to do said work has been filed with the plumb.

except area drain; also any opening into a soil or waste pipe roughed

Section 21: Permit necessary. The master plumber shall, before
starting any work contemplated under this ordinance, obtain a permit,
which said permit shall be placed in a conspicuous place on the building
where the plumbing work is being performed and which said permit shall
be properly signed and filled out by the master plumber in whose name
the permit was issued.
Section 22: Plumbing Inspector appointment and duties. The
Plumbing Inspector shall be appointed by the Board of Health and shall
hold office at the will of the appointing board, or until his successor
is appointed and qualified. He shall be a practical plumber who has
had at least.:thn, - -JiO) years actual experience either as a plumber or as
an inspector of plumbing and shall also be a resident of the City of
South Bend,
Section 24: Necessity of bond. The plumbing Inspector shall ex.
eoute a bond in the penal sum of Two Thousand ($2,000.00) dollars, which
said bond shall be approved by the City Comptroller for the faithful
performance of his duty and shall be executed by some surety company
approved by the City Comptroller.
Section 25. Wherever the word "Inspector" or "plumbing Inspector"
is used in this Ordinance it shall be construed to mean the Plumbing
Inspector of the City of South Bend„
Section 26: Fees. A1ik fees collected by the Inspector shall, at
the end of each mobth, be paid to the County Treasurer, acting as City
Treasurer, and he shall at the same tife file with the City Comptroller
a report showing the number of permits issued, and the fees received
therefor, together with the Treasurer's reoeipt for the same, He shall
also at the end of each year, or sooner if requested make a report and
review of his work to the Board of Health.
Section 27 Duty, The Plumbing Inspector is hereby direcste'4 to
prepare forms for all applications, permits, notices or other statetients
required by this ordinance and to furnish same to any person 80tit1iA
thereto on request.
Section 28: It shall be the duty of the Plumbing Inspector o
the City of South Bend to do all things required of him to be dine as
not forth in the various sections of this Ordinance.
Section 2$s All plumbing or drainage work for which a permit in
issued by the Plumbing Inspector must be inspected by him.
Section 302 The Inspector must be notified by the master plumber
in charge of the work when the work is ready for inspection, All work
must be left uncovers& and convenient for examination until inspected
and approved. No notice shall be sent for any inspection until the
work is entirely ready for thozough inspection. The Journeyman Plumber
making the installation must be on the premises at the time this in•
speotion is made by the Plumbing Igepeotor.
Section 31; All notices herein required to be given to the plumb.

material used, with the consent of said Inspector, or wherever such Irb-
spector's approval is required, such consent or approval shall be in
writing.
Section 32: Power to condemn. The Plumbing Inspector is hereby
authorized and empowered to inspect and, subject to the approval of %9
Board of health, condemn and remove or order the removal of any plumbing
or house drainage work, including cesspools or private sewers, now in or
about any dwelling house, hotel, apartment house, tenement house, factory,
store or any other building, if he shall find the Sam is unsanitary and
detrimental to public health. Said inspector shall notify in writing the
owner or occupant of tae premises whereon such work is situated, that
same has been condemned or ordered removed, and it shall be unlawful
for any person theraf'ter to use or suffer or permit some to be used:
Section 33: Said Inspector of plumbing is hereby directed and

buildings in said city, both publio; and private. erected after the passage
and legal publication of this Ordinance, and in all buildings both
public and private, ereoted prior thereto wherein ohanges in or addition
to the plumbing or drainage are made or are hereafter to be msde and oon»
damn same, it not in accordance with the provisions hereof. And he shall
have the power to enter any building in the performance of his duties,
and it shall be unlawful for any person to deny or refuse hitn admission.
Section 34: The plumbing inspector is hereby also authorized and
directed to promptly condemn poor workmanship and to order the removal
of or to remove any defective material or any work done other than in
accordance with the provisions of this Ordinance, and, thereafter, it
shall be unlawful for say person or persons to sue said material until
such material or work is reconstructed in accordance with the provisions
of this Ordinance.

provision of this Ordinance shall extend to and include any plumbing or
house drainage, private sever, or cesspool work about to be done or being
constructed on any premises, and the some for the purposes of this
Ordinance, shall extend over all premises and to the curb line of the
public ways.
Section M The Ohief Plumbing Inspector and any of his authorized
and duly appointed deputies are hereby empowered, between sunrise and
sunset, to enter any building There there is good and sufficient reason
to believe that the sanitary condition of such premises is such as to
endanger the public health for the purpose of making such inspection as
may be necessary to ascertain the condition of same upon showing their
authority.
Section 36: Enforcement„ It shall be the duty of the Chief
Plumbing Inspector, on receipt of knowledge that any part of this Ord.
insnee has been violated, to go before the City Judge of the City of
South Bend and cause the arrest and prosecution of all persons whom he
has reason to believe are guilty of such violation.

Section 58: Tie Board of Health of the City of South Bend are hereby
empowered to revoke the license of eny employing plumber or journeymen
plumber where the provisions of this Ordinance have been violated upon
charges brought by the Chief Plumbing Ispector, after a hearing before
the Board of Health
Section 40; No licensed employing plumber or journeyman plumber
shall sot as agent for any employing plumber or journeyman plumber who
has not obtained a license from the Examining board of Plumbers,
Section 41: Hot and cold water required. 911 bars and fountains
and other places where food and drink, or either, are served generally to
the public for consumption, shall have a oonstant supply of both hot and
cold water during all business hours. This supply shall be run through
all bar fixtures, soda fountains or any other places in said business
oonoernh where dishes, silverware# or glassware or cooking or other
utensils are cleaned.
Section 42; Definitions of Termst In this Ordinance the term "main;
soil pipe" is applied to any pipe above the basement floor connection to
the house drain receiving the discharge of one or more water closets,
with or without other fixtures, and extending through and above the roof*
The term "Branch soil pipe„ is applied to any pipe receiving the
discharge from one or more water- olosets and with or without other fix-
tures and leading towards and connecting with the main soil pipe, but
not necessarily extending through the roof.
The term "waste pipe" is applied to any pipe receiving the discharge
from any fixture or fixtures other than water olosets.
-The term "house drain" is applied to the pipe within any building
buried in the ground or below the basement floor which receives the total
discharge from any fixture or set of fixtures, and may or may not include
rainwater leader which conducts or carries Same to the house sewer.
The term "main vent" is applied to the vertical line of air pipe
running through two or more floors to which the vent or revent pipes from
the various floors are connected.
The term "vent pipe" is applied to any pipe provided to ventilate a
system of piping, and to which the revents are connected,
The term " revent pipe" is applied to any pipe used to prevent
siphonage and back pressure.
The,--.term "soil vent" or "waste vent" is applied to that part of the
main soil pipe or waste pipe which is above the highest installed fixture
waste connection and extends through the roof,

pipes are meant,
Section 43, General requirements. All material sued in the Install-
ation of any plumbing and drainage system, or part thereof, shall b9/of
good quality and free from defects, and all labor on installation shall .
be performed in a thorough and workmanlike manner,
Section 44: Where available, every building shall have an independad
connection with the street sewer at the point designated by the plumbing
Inspector, except as is hereinafter provided in case of small residences
having not more than four fixtures.
A conductor, soil, waste or house sewer from one building shall
not be connected to a oonductor, soil, waste or house sewer frow another
building; except,,
Where one building is in the rear of another, and a sewer is not
available for the rear building, the house sewer from the front building
may be extended to the rear building and the whole be considered as 048
dram, but a permit for such oonneotion must be secured from the ;plumb-
ing Inspector,
Section 45: All piping shall be run as direct as practicable and
so arranged that it may be readily repaired, but no part of a plumbing
or drainage system shall be needlessly exposed to damage.
Section 46: All horizontal piping shall be run in practical
alignment znd at a uniform grade of one -half ( *) inch per foot when poss-
ible, but in no ease shall the grade be less than one- quarter O of an
inch to one foot (1) for soil or waste pipe and house drains suspended
by iron hangers upon piers or -posts or wall ledges; and not less than
one - eighth (1/8) of an inch per foot for vent or ventilating pipes,
house sewers and undergroung drains.
Section 47: All drainage and plumbing pipes shall be rigidly se-
cured or properly supported to keep their alignment and grade, and all
changes of directiob, either horizontal or vertical, shall be made with
the appropriate use of "Ys", half "Ys ", sanitary "TYs ", long sweep
quarter, sixth, eighth, or sixteenth bends, with short nipples where
screw joints are used.
Increase or reduction in size shall be made by the use of a proper
fitting.
Section 48: No double hub, or double T, shall be used on horizontal
runs, nor shall sanitary T branches be used to change the direction of
flow in or to horizontal runs, nor shall double hubs or straight dross-
es be used on the soil or waste pipe, saddle hubs, and bands are in all
cases prohibited.
Section 49: Offset in the mains of all stacks shall be avoided if
possible, but when unavoidable they shall be made with forty -five (45)
degrees fittings.
Section 50: All excavations required to be made for the installation
of a building drainage system, or any part thereof, within the walls of
a building, shall be open trench r1ork. All such trenches shall be kept
open until the piping has been inspected.
Section 51: All free standing stacks shall be thoroughly supported
on concrete or masonry piers at their base, and those forty (40) feet
or more in height shall also be provided with foot rests at their base
and also with floor rests or supports at every ten (10) feet intervals.

Section 54: If rainwater drain connects to the main house drain,

When a rainwater leader connects to the house drain said drain shall
be not less than 6 inches in diameter.
Section 55: Then outside conductors or downspouts of sheet metal
are on driveways, streets or alleys and are connected with the house drain
they shall be so connected by the sue of not less than one length of extra
heavy cast iron -pipe extending vertically at least four (4) feet above
the grade line, except where an overflow out out is installed in whcih
case same may extend not less than one foot above grade.
Section 56: All building drains in all cases where new buildings
are erected and constructed in the city of South Bend, Indiana, shall be
either of six (6) inch glazed tile, or five (5) inch standard cast iron
soil pipe as is known in commerce.
The soil stacks from immediately above the basement floor must be
extra heavy cast iron pipes, galvanized wrought iron pipes, or galvanized
mild steel pipes. The drain shall extend from the curb to a point inned-
intely above the basement floor.
Section 57: The inside diameter of the trap and waste branches for

If the length of a branch or main vent pipe is to exceed the given
maximum, above diameter must be increased to the tabulated size opposite
the length required, irrespective of the number of traps vented, but in
no case shall the main vent be less than one —half the diameter of the
adjoining soil pipe.
Section 59: All cast iron pipe and fitting shall be sound, cylin-
drical and smooth, free from cracks, sand holes and other defects, of a
uniform thickness and not lighter than the commercial grade known as
"Extra heavy."

Section 60: All wrought iron or mild steel pipe used for soil,
waste or vent pipes shall be thoroughly galvanized inside and outside,
and not lighter than the com;:iereial grade known as "Full weight."
The fittings and couplings for wrought iron or mild steel waste,
soil or refrigerator viaste shall be threaded cast iron or brass recessed
drainage fittings, with smooth interior waterway and threads-tapped
out of solid metal, so as to give a uniform grade to branches of not
less than g/1 per foot.
Threaded fittings for vent pipe or revent pipes shall be brass,gal-
vanized malleable iron or cast iron fittings of the drainage type. All
pipes used for soil or waste pipes under basement floors must be extra
heavy cast iron soil pipe.
Section 61: All pipe used for branch soil, waste, vent or flush
pipes shall be of the best auality of drawn lead pipe, cast iron, copper,
brass or galvanized iron and of not less weight per lineal foot than
showing in the following table:

Brass fittings shall be good duality cast brass having a thickness
given above for the corresponding brass pipe. The thickness of the tab-
ped ends to be one and one -half (1 -j" times tha thickness of the corres-
ponding pipe.
Section 63: Glazed tile seder pipe may be used in connection with
repairing of any glazed tile se�:er now in use in the City of South Bend
but must not be less than 6 inches in diameter. The entire drain shall
have a solid support for the hub ends of crocks.
Section 64: Joints between the hub and spigot shall be well filled
with mortar made of one (1) part clean sharp sand to one (1) part cemert .
Each joint shall be carefully banked, wiped and cleaned, underground
joints between earthenware and iron pipe shall be made the same as above
required for earthenware pipe. All joints shall be left with a smooth
interior surface.
Section 65: Yards and areas shall be properly graded and drains.
r,'hen the drain from said yard or area is connected with the house drain
it shall be effectually trapped.
Section 66: All main and branch soil, waste and vent and revent
pi-oes shall be of iron, lead, braes or co -poer.
Section 67: Every building in which water closets are installed
shall have at least one four (4) inch soil pine stack extending through
the roof, with increaser as herein specified.
Section 68: All soil and waste pipes into which the various fix-
tures discharge shall be extended not less than one (1)foot above the
roof of the building at the high side of the stack terminating rith open
end for ventilation, and at least five (5) feet Then such -roof is used
for other ,_purposes than ceather covering the building.

Section 69: 1s7easurements of all sevaer taps from the main must be
made and reported to the Engineer's Office by all Laster Plumbers when
connection thereto is made by them.
The term house sever shall apply to the glazed tile or standard cast
iron sewer, or drain which begins outside the wall of the building, and
connects the house drain v.ith the -public sewer in the street, or the oess-
pool or septic tank.
Section 70: The roof terminals of all vent pipes shall be at least
three (3) feet above any door, window, scuttle or air shaft when located
at distances less than tv!elve (1�) feet from such terminal.
Section 71: where a single basement or first floor closet is placed
more than five (6) feet from the point of connection to the inside house
drain or soil stack, In addition to the(4) inch main soil steak, a vent
stack not less than(2) two inches in diameter must be provided and ex.
tended through the roof, provided, howeper, that not more than one such
fixture shall be so connected.
Section 72: Where there are a series of closets one �abbve the other
the lower closets must be protected by venting*
Section 73: All main vents shall be run undiminished and connected
fall size at their base to the main waste or soil pipe at or belov: the
lowest fixture branch and shall be extended above the roof, They may be
connected with the adjoining soil or waste vent one foot above the high -
eat fixture*
Section 74: Every branch soil or waste pipe to which a group of two
and not more than eight water closets or pedestal urinals only are oonneot-
ed, may be vented by a circuit or loop vent, provided each horizontal
branch does not exceed tzenty -five (25) feet in length, Connection from
such branch shall be taken from X to TX branches. The vent shall be tac en
off in front of the last fixture connection, and must rise one foot above
the top of the hightst fixture before offsetting horizontally or oonneot..

Section 75: there the vent or revent pipes are continuous and traps
are ventilated through the waste fitting, the center of the outlet of szch

Section 76: Horizontal revents below the water line of many fixture
shall.be offset to vertical as near to the fixture as possible.
Soldering unions or nipples used for vent or waste connections shall
not be wiped direct to lead bend, drum trap or lead waste but .said vent
pipe connection shall be made of lead to a point of at least aix (6) inches
above the floor*
Section 77: Every fixture trap shall be protected from siphonage
and back pressure and air circulation assured by means of a vent or re-
vent pipe# Traps shall not be less than 17 gouge.
Building more than three stories in height shall be provided with
an approved method of relief vents when in the opinion of the plumbing
Inspector the same &re necessary#
Section 7$: The back vent of any fixture shall be as aloes to the
traps as praotioable, consistent with its location and effectiveness.
Section 78: Where two water closets located on the some floor, dis-
charge into a double sanitary T or TY in a soil or waste stack they need
not be revented if such fixtures do not ex6eed the three foot limit
without other fixtures above them.
Vhen two fixtures other than water closets discharge into a double
sanitary T or TY, and there are no other fixtures discharging above them
said fixtures may be revented through a common vent or revent pipe.
The waste of a both tub, basin, or sink may be connected to a Y or
TY fitting between the closet bend and the stack or wiped to the lead
bend, without reventing the closet bend providing there are no other fix-.
tares discharging above.
section 80: The material used for bar waste pipes shall be lead,
galvanized wrought iron pipe, galvanized mild steel, brass, copper pipe
or extra heavy cast iron pipe, the main waste to be not less then two
inches and the arrangement of all the plumbing in oonnection with all
saloon bars shall be subject to the approval of the plumbing Inspector.

Section 81: No soil, waste or vent pipe extension of any new or
existing building shall be run or placed on the outside of a wall, but
shall be curried up in the inside of the roof.
In the event that a new building is built higher than an existing
building, the owner of the new building shall not locate windows within
twelve (12) feet of any existing vent stack in the lower building, unless
the owner of such now building shall himself make such alteration to aon-
form to this Code.
Section 82: Conductors shall be constructed of extra heavy seat iron
or galvanized wrought iron pipe when placed within the walls of any
house or building and shall be tested by the water test, as hereinafter
provided for soil stae$se
Section 83: Conductor pipes shall not be used as soil, waste, vent-
ing, back vent pipes,
section 84. When an existing sheet mettl oondiuotor pipe within the
walls of any building becomes defective, such conductor shall be replaced
by one whiob conforms to this Codew
Section 85t Each cellar or area drain shall be provided with a deep
seal trap, with oleanout opening in full view and flush with the floor,
i.e. the trap must contain at least a four (4) inch water seal and be
constructed on the continuous pipe trap principle, the trap seal is in-
dioated by the height of the water column measured between the overflow
and the tip separating the inlet and outlet arms of the trap, Such drain
shall in no once be placed within five (5) feet of the base of the soil
staek to which a rain water drain oonneots, unless a said floor drain
is properly reventeds

Section 86. Every trap shall be sell' cleaning, No form of trap
whAdh depends upon the action of movable parts for its seal shall be used.
No trap which depends upon concealed interior partitic,n that, in case
of defeat, would allow the paosage of sewer air, shall be used. Each
urinal must be separately trapped immediately under the fixture except
When batteries of urinals of a type having continuous flaw of water are
used, when a single trap will suffice.
Section 87, Each trap except floor drains shall have a water seal
of not less than two ino )Xes.
Traps placed between the floor shall have a brass trap screw for
oleaning in plain view ar flush with the floor, or readily aocessible from
or under the floor.
All traps shall be rigidly supported and set true with respect to

their water level, and shall be so located as to protect their seals.
Section 881 Cleanouts shall be the same size as the pipe up to
four (4) inches in diameter and not less than four (4) inches for larger
pipe or traps.
Cleanouts shall be provided as follows: At the foot of all vertical
lines of soil pipe, and at the end of each horizontal line. The distance
between the cleanouts shall not exceed fifty (50) feet,
All traps and cleanouts shall be located so as to be easily access.
able for cleaning.
Section 89t Each single fixture shall be separately trapped by
a not less then two (2) inch water seal trap, placed as close to the
fixture as possible.
No oellar or area drain shall be placed within five(8) feet of a
house drain or soil stook to whioh a rainwater drain oonneots unless said
floor drain is properly revented.
All floor drains in toilet rooms and beneath urinals shall be revent-
ed as herein provided for other fixtures.
A set of not more than three wash trays or wash stands or a set of
one or two wash trays with sink combined, may oonneot with a. single trap,
provided the trap is placed central and the branches oonneot into the
house side of the traps.
Section 90: Traps for bath tubs, basins, sinks, or other similar
fixtures shall be made of lead, brass or galvanized oast iron. Drum traps
shall be used for the foot seat or bath tubs and shall not be less than
four (4) inches in diameter.
Galvanized or cast iron traps shall be extra heavy full bore throng h-
oot, and have a smooth interior water way and threads tapped out of solid
►petal*
iron drum traps shall be made of extra heavy oast or malleable iron,
or galvanized, and the.drum shall not exceed four (4) inches in diameter.
Drum Traps shall have a water seal of not more than seven (7) inches nor
less than two inches.
Section 91, There shill be no trap at the foot of soil or waste pipe
staoks upon the house drain or house serer.
Bell traps or traps having covers over handholes on the sewer side
of the trap which are held in place by bolts or lugs, are prohibited.
In no Ouse shall a waste pipe from any other fixture be connected
to the house side,or in the seal of the water oloset trap, or be wiped

Such connections shall be made so that the discharge of water shall
not disturb the seal of the water closet trap.
Overflow pipes from fixtures shall in each case be connected on the
inlet side of the trap,
Section 921 No steam, exhaust, blowoff, drip or return pipe from
any steam trap shall connect with the sever or with any house drain, soil,
or waste pipe or rainwater drain pipe, without being properly trapped*
The water or steam of condensation from such pipes entering any sewer car
drain, shall not be over loo degrees Fahrenheit# All steam condensation
discharge into any sewer shall be properly trapped with a check valve,
Inspected, and sAiermit shall be required therefor.
Section 93t 911 direct connected hydraulic elevators, lifts, or
pressure machines shall be provided with an intermediate tank of sufficient
capacity as to discharge its waste without pressure into any sewer, drain,
soil or waste pipe# Such tanks shall be trapped.
Section 94t The waste pipe from a refrigerator, ice box or ice trap,
or any reaeptable in which provisions are utored, shall not oonneot dimt-
ly to any drain, soil or waste pipes, and such waste pipes shall be ar-
ranged so that they may be properly flushed# The discharge of same shell
run into an open fixture properly trapped and with a water supply brout t
to same to maintain the seal in trap when the refrigerator is not iced
or in use* Where two or more refrigerator waste pipes lead into a
common discharge pipe, said disohnrge pipe shall be continued full size
up through the roof and terminated with an open and for ventilation,

connected with any drain, soil or waste pipe* Such pipe shill discharge

Section 961 WSSte pipes from safe wastes placed underneath fixtures
shall not be directly connected with any drain, soil or waste pipe* Suah
pipes shall discharge into an open fixture or upon the aeRer floor. All
arrangements shall be subject to the approval of the Plumbing Inspector.
Section 97: The waste pipes and traps for said tanks, sinks and
other reaeptcales receiving the discharge of aoids in chemical 3wberator-
los, electrotyping, lithographing and other similar establishments must
be math of Duriron, extra heavy lead pipe, or lead -lines pipe of adequate
durability. The waste pipes may be of vitrified clay when placed outside
the building.
Section 98: Waste pipes from milk vats, sterilizers, eta., shall
be of the same size and material as wastes from sinks, eta, such wastes
may discharge on a watertight floor having a catch basin, or they may
discharge into a properly oonstruoted sink*
When connected to a drain, soil or waste pipe, such waste pipes
shall be separately trapped and revented.
Section 99: Waste pipes for wash tr€ays,,washing machines and other
like fixtures in public laundries, or dye, houses, eta,, located in rooms
having watertight floors and a properly constructed floor wash trap, may
discharge on said floor*
Section 108; Kitchen or other greasy wastes from hotels, restaurants.''
club houses, public institutions or other establishments in which 000king
is done or greasy wastes obtain, shall be intercepted by an approved
catch basin or a grease trap, and then conducted to the house sewer.
Section 101: Any change in the location of a plumbing fixture shell
be governed by the same rules as herin provided for new work, and shell
be subject to the inspection and approval of the Plumbing Inspector*
Section 102: All reaeptables used for water closets, urinals or other-
wise for the disposal of human exorets, shall be either vitrified earthen-
ware, hard natural stone or cast iron white prooelain enameled inside*
If oast iron is used, it shall be enameled, or painted on the outside with
at least three M coats of non - absorbent and non - corrosive paint*
Section 103; The bowls and traps for water closets shall be made in
one piece and of such shape and form as4o hold sufficient quantity of
water when filled up to the trap overflow so as to completely submerge any
matter deposited in them and properly flush and scout the soil pipe when
placed out of doors nor in the cellar of any tenament house, except as
an appurtenance to an engine or boiler room and then only in case such
cellar water closet is lighted and ventilated.
Section 111: No water closet or urinal bowl or trough, excepting
anti - freezing closets, shall be supplied directly from the water supply
pipes* Every water closet or urinal bowl or trough shall either be Plush -
ed by an improved flushometer valve or indirectly flushed through a flush-
ing tank of at least five (5) gallons capacity for each water olosets and
two (2) gallons for each urinal.
Section 112: A group of urinals, on the same floor, subject to con-
stant use as in schools and factories may be supplied from one (1) tank,
if provided with an automatic simultaneous flush provided that each in-
dividual urinal shall receive not less than one (1) gallon of water at each
flushing and the discharge is of such force as to oleanse such individual
bowl at each flush, All public urinals in saloons, hotels, comfort sta.
dons, and similar locations shall be equipped with automatic flush tanks:
Section 115: No plumbing fixtures shall be located in any room or
apartment which does not contain a window placed in an external wall of
the building or is not provided with a system of ventilation.
Mompartnents containing not more than Pour (d) oiosets or their
equivalent nhall be looated in an apartment containing windows not less
than 12 sq, fte in area and provided with a gravity or meohanioal system
or ventilation which will change the air at normal temperature not less
than six (6) times per hour, or may be placed in a compartment without
windows in the external well of the building, providing a meohanioal
system of ventilation is installed which will oheage the air at normal
temperature not less than six (6) times per hour.
Section 114; All rooms containing a public lavatory shall have
ventilation to the outer air by an air shaft or duct sufficient to prov-
ide the necessary ventilation of the room.
Ventilation from toilet rooms shall be separate and distinct and have
no connection whatever with the other ventilating ducts in the building*
when water closets or urinals are not placed in a separate and proper_'
1y ventilated room the partitions around the same shall be extended to the
the contents of the bowl are discharged.
Section 104, fill water closets or pedestal urinals shall be provid-
ed with flushing rims, constructed so as to flush the entire interior our-
face of the bowl thereof with water as prescribed in a subsequent section
of this Ordinance.
Section 1051 Pater closets with low down tanks shall be of syphon
pattern provided with refining devices.
Section 106. Outside water alosets shall not be connected direct
to the city water but must be flushed through an approved tank.
Section 107: That outside closets or FrObt -proof closete may be
placed in a room adjoining any dwelling providing the door to same mast
bot open into said dwelling proper; but must have an entrance to it from
the outsida only.
Section 1081 In lodging houses and hotels or inns and 911 places
cohere people are employed, hereafter erected or altered there shall be
provided two water closets for every twenty -five males or less and one
additional closet for each additional ten males or fraction thereof,.end
two water closets for every twenty females or less and one additional
'closet for each additional ten females.or fraction thereof. The number
of water closets required shall be determined by the number of lodging
quarters provided or from the number of persons employed. There shall
be at least one closet on each floor, except that no general water closet
aecomodations of any lodging house shall be placed in the basement*
section 10$1 Separate water closets shall be provided for male and
female persons in all places within the City of South Bend wherein food
and drink, or either or both, are served to the public generally.
Section 1101 In all buildings used jointly for residence and busi-
noes purposes separate and sufficient water- olosets shall be provided for
the use of families and for the use of employees and patrons of the place.
In every tenement house hereafter erected there shall be within
each apartment a separate water closet located in a bathroom or in a
separate compartment, each water closet comportment shall be not less than
(3) three feet wide and shall be enclosed with plaster or other mineraled
partitions, which shall extend to the ceiling. No outer closet shall be
ceiling or shall be oeiled over not less than seven (7) feet above the
floor, end the space so enclosed shall be ventilated in on approved manner.
Section 115: In all buildings the outside partitions of any water
closet or urinal apartment shall be solid and extend to the ceiling or be
independently oeiled over not less then seven (7) feet above the floor,
When necessary to light such apartments the upper part of the partitions
may be provided with translucent, not clear glass, The interior partitions`;=
of suoh apartments shall be dwerf partitions of not less than 6' o" high*
Section 116: Where water closets or other plumbing fixtures are
placed under a sidewalk, street,a lley or other like place, adjoining and
opening into the basement of any building, each and every fixture so plat-
ed shall be ventilated in the same manner as is provided for other plumbing
fixtures in this ordinance, and the water closet compartments shall be
adequately lighted and ventilated, and the bowls of such olosets must be
caulked to the soil pipe or seourely bolted to a cast iron flange, or pro.
vided with an approved screw connection*
Section 117: All joints and connections prescribed under this ord-
finance shall be made gas and watertight, and all wrought iron or mild
steel waste pipes shall be properly reamed on the inside,
Section 118: Joints in oast iron pipes shall be made with oakum
and molten lead, caulked and smoothly faced.
Joints in wrought iron pipes shall be "made up" with screw threads
having white or red lead or mineral paint applied to the male part of the
thread, and shall be screwed up to the shoulder of the fitting.
Lead pipes shall be jointed by wiped joints in lead pipe or between
pipes and pipes of brass or copper shall have an exposed surfaoe of the
solderA esoh side of the joint of at least three - quarters of an.inoh.
Connections of lead and iron pipes shall be made by means of a cest
lead combination or standard brass ferrule, brass, b4ase soldering nipple
or soldering union and wiped joint.
The use of cup or drive ferrule is hereby prohil)ited.
Section 119: Every building used for retsidenoe, oommeroiai, in-
dustrial or public purposes when served with city water must have its own
distinct water service pipe not smaller in internal diameter than shown by
the schedule or pipe sizes and all pipe used for conducting water under
pressure raust be of either strong lewd, galvanized wrought iron pipe, or
east iron covered with a coating of asphaltum varnish in accordance with
the specifications of the Amerioan Water Viorks =asooiation.
Section 120: Where different sizes of pipe or pipes and fittings
are to be connected, proper size inoreusers or reducers shall be used.
Section 121% All work as herein described shall be performed under
the entire supervision of an employing master plumber, properly licensed
as herein provided, except, however, that no plumbing work of any kind
may be done, or any addition to any plumbing except emergency repairs may
be done unless the original plumbing meets all the requirements set forth
in the various sections -of this ordinance. In the event that an addition
to any plumbing is regtired and the original plumbing job does not conform
to this ordinance, a test of the entire plumbing fob must be made by the
master plumber before making any addition thereto or alteration thereon*
if this test shows that the plumbing installed does not most with the re-
quirements of this ordinance the master plumber shall notify the plumbing
inspector of this fact and the plumbing inspector shall proceed under this
ordinance. In all cases of additional plumbing to any plumbing job that
has been installed in accordance with this ordinance a test shall be made
of tre additional plumbing work only*
Section 123: Brass ferrules shall be best duality brass, not less
than 4* inches long and 2*, * and 4* inches in diameter, and not lase
then the standard wAighte
Section 124: Soldering nipples shall be of *vat brass, or of brass
pipe iron pipe size. When east, they shall be full bore and not less than
standard weight.
Section 125% Screw caps for cleanouts shall be of extra heavy brass,
not less than 1/8 of an inch thick. The screw cap shall have a solid
square or hexagonal nut not less then one inch high. Cleanout is to be
Section 129: Cellars and basements shall be kept free from ground
or surface water, and where the same are too low to be drained into the
sewer, the water therefrom shall be lifted by a oellar drainer or ejector
or other device, approved by the Plumbing inspector, and discharged into
the sewer.
Section 126: Overflow pipes from oisterns shall not oonneet direct-
ly with any house sewer, but drain pipes from bottom of cistern may con-
neat with the sewer if properly valved.
Section 189: The connection with the roof sump must be made with
brass ferrule aaulked to cast iron or sarewed into wrought iron pipe and
shall be connected water and air tight to ferrule with an extension
joint, Roof sumps shall be constructed of sheet lead not less than 4 lba*
to the sgaars root.
Section 130; Sheet lead for roof flashing shall not weigh less than
three ,-pounds per square root, shall be new unused material, shall extend
not less than six inches from the pipe and the joint shall be made water-
tight* All roof flashing around pipes shall be made of lead which shall
extend up and be Plashed down into said vent pipe.
Section 131; It shall be unlawful for any person or persons to turn
on or cause to be turned on, the water supply in and service pipe leading
from the city water system and conducting water to any premises or build-
ing without a written order from the Plumbing Inspector approving the
plumbing and drainage of said buildings; provided, however, that the water
may be turned on for the purpose of testing the plumbing and drainage
systems$ and it is hereby made the duty of the person or persons causing
said water to be turned on to see that same is turned off immediately
after such tests hove been made, provided, further, however, that water
may be turned on for use during building oonstruation if the proper permit
has been obtained from the City water Forks Department, and it shall be
the duty of the person or persons desiring use of said water to so notify
the said department,
Section 133t No service pipe shall be installed to or into any
building or property smaller than 3/4" internal diameter.
Section 134: No fixture shall be supplied with water through pipe
having a smaller internal diameter than that specified in the following
table and in no case shall more than the one fixture be supplied for the
pipe of the size specified for each fixture,
Wash basin 3/8'" pipe
Laundry tub, for each tub Ill" pipe
Bath Tub 1/2" pipe
oink IZ2" pipe
Urinal 1/2" pipe
Water Closet 3/8" pipe
Sprinkling 3/4" pipe
Should the run of any pipe supplying any fixture exceed twenty feet
in length, a pipe of the next larger size shall be provided for such excess.
All water piping to fixture must be that specified for service pip-
ing except that nickle plated brass piping of equal strength may be used
for fixture connections.
Section 135: The plumbing inspector is further directed and author-
ized. to make the inspection of the water service connections in all build.
ings erected after the passage of this ordinance and in all buildings
erected prior to its passage whenever change or alterations are made
and if contrary to the provisions of this ordinance oondemn and remove
or cause to be removed all such work.
Section 136: The plumbing inspector shall make a report of each
Inspection of water service connection to the City Water Department and
the City Mater Department must not start service through any connection
until said inspector's approval has been filed.
Section 137, The word "Fixture or Fixtures" as used in this ordinance
shall mean and include bath tubs, lavatories, oommodes, flush tanks,
kitchen oinks, hot water tanks, water softeners, grater heaters, boilers,
and any other part of plumbing that is both trapped and vented, although
not partioularly named or described herein.
Section 138: All plumbing fixtures shall be installed or set free
and open from all enclosing work.
Section 139: Any change in the location of a plumbing fixture shall
be governed by the same rules] as herein provided for new work, and shall
be subject to the inspection and approval of the Plumbing inspector.
Section 140: The use of pan, plunger, offset, with or without flush
tank trough, latrine or amead system closets are prohibitwd.
section 141: Long oval or straight back hoppers are prohibited e$»
oept for anti -frost closets. 1111 such nova in use when out of repair or
condemned by the Plumbing Inspector shall be removed.
Section 142% No urinal shall be placed over or in close proximity
to wood. some non - absorbent material shall be used, such as slate, hard
marble, or Portland cement smoothly troweled.
Urinal floors shall be directly connected to a drain soil or waste
pipe; a deep seal or drum trap. shall be used and arrangements for flush-
ing the some in all uses.
The use of galvanized iron urinal trough is hereby prohibited.
Section 143: ?1m6d. wooden wash trays or sinks are prohibited in
apy building or pert of building designed or used for human habitation.
Section 144; Wbere water closets or other plumbing fixtures are
pluocd under a sidewalk, street, alley or other like place, adjoining and
opening into the basement of any building, each and every fixture so
placed s1w11 be ventilated in the same manner as is provided for other
plumbing Fixtures in this ordinance, and the water closet compartments
shall be adequately lighted and ventilated, and the bowls of such closets
mast be caulked to the soil pipe or securely bolted to a cast iron flange,
or provided with an approved sorer connections
Seotion 145: When bathroom or toilet room fixtures or sinks are
replaced by modern fixtures, the waste connections under the floor trapping
and vent pipes shall conform to these Rules and Regulations, the same as
in a new building.
Section 146: copper lined wooden bath tubs shall not be installed,
shall any old fixture of this olase be reconnected.
Section 147: Air supply for beer pumps shell be taken from the
outside of the building;.
Secttion 148: Overflow pipes from cisterns shall not connect direotly
with any house sewer, but drain pipes from bottom of cistern may oonneot
with the sewer if properly valved.
Section 149t Every dwelling house, .hotel, fee tort', store, or other
building in which plumbing or house drainage work or arrangements are to
be placed shall be oonnected with the publia sewer and with the publio

water mains, which are or may become accessible, and such oonneotions
shall be deemed to be acoessible, when such public sewer or publio water
mains are within Fa distance of one hundred (100) feet of aqy outside
line of the lot upon which said building may be situated.
.Section 150: 11lhen the public sewer is not accessible as herein
provided the said building or buildings may be connected with a cesspool
located not less then twenty- -five (25) feet away from any building used
for human habitation, or within fifty (50) feet of any watertight cistern
or within one hundred (100) feet of any source of any router supply, and
some must be built under hermit from the Plumbing Inspeotor.
The cesspool shall be built to receive a cast iron or steel cover
of not lees than fifteen (16) inoh.es'in diameter. No cesspool or privy
vault or similar means of sewerage disposal shall be used in connection
with any apartment house or tenement, but every such house shall have
its plumbing system directly connected with the public sewer.
Ilea cesspools are built they shall be constructed or erected under
a permit granted by the .Plumbing Inspector, in accordance with the proviaw
ions of this ordinance, and with reference to permits issued for plumbing
or house drainage work, so for as same may be applicable.
Brick or other material equally as good, shall be used in the con-
struction of all oesspoolal provided, such other material shall not be
used unless speofally authorized by the Inspector in a special permit
therefor, issued in the same manner as herein provided for the regular
permit for assepoolso Provided, that the person signing and filing said
statement shall deposit the sum of one ($140) dollar and fifty cents for
each cesspool described in said statement.
Scction 1.131, In any case any cesepoal is ,allowed, because of in.•
ability to conneot with a publio sewer, then, or as soon thereafter as
it becomes possible to make such sewer connections; such cesspool shall
be cleaned out, and filled with fresh earth and the sewer connection
made. All cesspools shall be left open for inspection as herein provided•
Within forty »eight (48) hours after the completion of any cesspool,
notice thereof shall be given the Plumbing Inspector in the some manner
and by the person or persons as herein provided with reference to notices
for final inspection of plumbing and house drainage. -ftil inspeoior
shall file such notioe, and make such inspection under the same regmlationt;;.
herein provided with reference to Final inspecting of plumbing and housse
drainage as far as same may be applicable, If the same be approved by
him, he shall issue a oertifieate of approval therefor to the proper person."
It shall be unlawful for any person or persons to use such oesspool
until such inspector has approved same.
Section 1821 It shall be unlawful for any person or persons to turn
on or cause to be turned on, the water supply in the service pipe leading
from the city water system and oonduoting water to any premises or build
ing without a written order from the plumbing Inspector approving the
plumbing and drainage of said building, provided, however, that the water
may be turned on for the purpose of testing the plumbing and drainage syst"A
and it ii hereby made the duty of the person or persons causing acid water
to be turned on to see that same is turned off immediately after such test*
have been made, provided, further, however, that water may be turned on
for use during building oonstruotion If the proper permit has been obtained
from the Oity Water Worko Department, and it shall be the duty of the person
or persons desiring use of sold water to so nitify the said department*
Section 183: When the installation of the water service in any
building or premises is completed the plumber doing such work shall sign
and execute a written report of such work giving name, street and number
of the premises where such work roe done and performed, the size and 16—
cation of the tap, location of service pipe and service box, between the
main anti consumer's property, the number and kind of fixturer)fe : in•�.::: ,
stalled for the use of more then one family or tenant, the number of such

of plumbing, who shall examine game, and if he finds it to be correct, shall
approve, it and file the same with the superintendent of Water Department"
and it shall be a violation of this ordinance for any person to Pile a
false statement or report as to the number and kind of fixtures or the
size and location of tap or service boxes*
Section IrA; Nothing in this ordinance shall be construed to apply
to any connections with the water system of this city which are made by
the department for the operation of its plant,b.
section 156: All house severs must be tested by sealing the sewer
at the outlet and by filling sewer with not less then a (5) five foot
head of water.
section 156t That hereafter all rater heaters burnish gas or other
combustible material installed shall be provided with a vent pipe connect.

products of combustion*
Section 167: All gas supply valved to water heaters must be pro-
vided with a controlling device to prevent explosion of range or domestic
boilers and which will prevent a bank flow of hot water through cold water
supply. The said controlling devisee shall be approved by the Plumbing
inspector
Section 558: slip joints shall not be permitted on the sewer side
of any trap, All other joints shall be caulked, screwed, or wipe&# Sold*
Bring nipples, brass unions, gcIvanixed box unions with sheet lead gaskets,
made without other gaskets or peaking, or with long threaded unions are
permitted. No union shall be used under floors on waste or vent pipes*
Section 159: Slip joints shall not be permitted within any part of
the Veter supply system,
Section 160: That all persons doing any work within the terms of
this ordinance shall also abide by any rules established by the Board of
Public :forks regulating the Water Department, which are not in conflict
with this ordinance*
Section 161: All plumbing and house drainage shall be inspected
by said Inspector as follows*
ghen the soil waste pipe or vent steak are completed throughout the
building, and before any joint in such soil waste pipe or vent steaX or
fittings are aovered, and when all openings are made for the proper con-
nection of all fixtures all soil waste pisses or vent stacks shall be fill-
ed with water to the highest point or to the highest point above the
vents. This shall be the first test made by the 'Plumbing Inspector and
he shall be notified that thework is ready for inspection by written
notice filed with him by the employing plumber,
Final ins- oeotion shall be made when all fixtures are attached and
the work is completed and the rnter turned on and all traps filled« if
this lost mentioned test meets with the approval of the Plumbing Inspect-
or and with the various sections of this Ordinswe, then the Inspector
shall Insve his certificate of approval to the proper persons, which
said certificate shall prol±erly identify the work and shall. be iszued
'afore the water meter is set.
If the Plumbing Inspector, for any reason, may not certify the final
Inspection of any plumbing or drainage work as meeting with the rsquiro•
mentcs of this ordinance he shall notify the owner of the property and
the employing plumber in writing of his decision and he shall also notify
the Board of Health end he shall specifically set forth wherein the work
or material does not conform to this Ordinance:
Section 162; Any person dissatisfied with the decision of the 4

set a time for a hearing, This hearing shall be oonduoted by the Board
