AN ORDINANCE AMENDING AN ORDINANCE NUMBERED
3146 AND ENTITLED "AN ORDINANCE REG "ULATING
TRAFFIC UPON THLPUBLIC STREETS OF THE CITY
OF SOUTH BEND, INDIANA, AND REPEALING ALL
OTHER ORDINANCES AND SECTIO ?NS OF ORDINANCES
IN CONFLICT HERMTH °.
Whereas.. it is` °deemed advisable that ordinance
Numbered 3146 of the ordinances of the City of South Bend entitled
"AN ORDINANCE REGULATING TRAFFIC UPON THE PUBLIC STREETS OF THE
CITY OF SOUTH BEND, INDIANA, AND REPEALING H^:REIIITH" be amended;
Now, therefore, be it ordained by the Common Council
of the City of South Bend, Indiana, that:
SECTION I. The aforesaid ordinance so numbered and
so entitled be, and the same is hereby amended so that each sec-
tion or clause thereof as hereinafter indicated shall read as
herein set forth. The sections and clauses as stated herein to
replace or to be added to the sections and clauses therein con-
tained:

A. Section 3, clause (b) of Article I shall read as
A steam engine or other motor, with or without
cars coupled thereto, operated upon rails except
electric trains.
B. Section 3, clause (c) of Article I shall read as
(c) "ELECTRIC TRAIN ".
A car, or cars cou.:led together, other than a
railroad train, for transporting persons or property
and operated upon rails.
C. In each of the articles, sections and clauses
herein set forth, the term "street car" shall be stricken and the
term "electric train° shall be inserted, to- wit, in the following:
Section 4, Article I; Section 21, clause (a), Article III;
Section 25, clause (e), Article III; Section 42, clause (b),
Article V; Section 44, Article V; Section 51, Article V;
Section 66, Clause (b), Article V; Section 68, clause (b),
Article V; Section 70, Article V; Section 84, Article VII;
Section 85, Article VII; Section 86, Article VII; Section 87,
Clauses (a) and (b), Article VII; Section 889 Article VII;
Section 89, Clauses (a), (b) and (c), Article VII.

D. Section 12, clause (a) of Article I shall read as
That portion of a roadway ordinarily included within
the prolongation or connection of ire laterial lines of
sidewalks at intersections.
E. Section 12, clause (b) of Article I shall read as
Any portion of a- roadway distinctly indicated for
pedestrian crossing, by lines or other markinSs on the
surface.
F. Section 25, clat:-se (a ), Parara:oh 2 of Article III
shall re ad as follows;
Pedestrians facing the signal may proceed across
the roadway i,.athin any marked or unmarked crosswalk.
A pedestrian crossing or start-ng to cross on any such
crossvra.lk on a green or °go° signal shall have the
right -of -way over all vehicles, including those making
turns, until such pedestrian has reached the opposite
curb, and it shall be unlatirfu.l for the operator of any
vehicle to fail to yield the ;.iUht -of -way to such
pedestrian.
G. Section 25, clause (c), paragraph 2 of Article III
shall read as follows;
Pedestrian traffjc facing the signal shall stop

and wait on the sidewalk back oft he curb and shall
remain on the sidewalk until the green or "go"
signal is shown thereon.
H. There shall be added to Section 25 a clause (f)
which shall be in two paragraphs and shall read as follows:
(f) Whenever special pedestrian control signals
exhibit the word "walk" or the word "wait ", such
signals shall indicate as follows:
1. "Walk ".
Pedestrians facing such signal may
proceed across the roadway in the direction
of the signal and shall be given the right -of-
way by the drivers of all vehicles.
2. "Wait ".
No pedestrian shall start to cross the
roadway in the direction of suchs ignal but
any pedestrian who has partly completed his
crossing on the "walk" signal shall proceed
to a sidewalk or safety island, whichever may
be nearer in the direction of his crossing,
while the "wait" signal is showing.
sI. Section 34 of Article IV shall r ead as follows:
"PARKING PROHIBITED AT ALL TINES IN DESIGNATED
PLACES." When signs are erected by authority of the
Board of Public Works and Safety, no person shall park
a vehicle at any time upon any street, alley or court
or any part of any street, alley or court so designated,
provided, however, that the Board of Public Works and
Safety shall not prohibit parking at any place or
places at virich parking is hereafter permitted by the
Common Council of the City of South Bend nor permit

parking at any place or places where parking is
hereafter prohibited by said Common Council.
.� Section 35 of Article IV shall read as follows:
d "PARKING TIME LIRMITED IN DESIGNATED PIACES."
When signs are erected by authority of the Board
of Public 'Works end Safety, no person shall park a
vehicle for a period longer than or during hours
other than specified upon said signs. Provided, how-
ever, that the said .Board of Public Works and Safety
shall not limit parking to period different from
nor during hours different from such periods or
hours as may hereafter be determined upon by the
Common Council of the City of South Bend,
K. Section 41, clause (a), paragraphs 4,6 and 7
thereof of Article IV shall read as follows:
4. Within 15 feet of a fire hydrant.
6. Within 20 feet of a crosswalk at an inter-
section.
7. Within 30 feet upon the approach to any
flashing beacon, stop sign or traffic control signal
located at the side of a roadway.
L. Section 42, clause (a) of Article V shall read
as follows;
When stop signs are erected by authority of
the Board of Public Works and Safety upon highways
intersecting a street, then the street so inter-
sected shall be deemed a preferential street for
the purpose of this section. Provided, however,
that the said Board of Public Works and Safety
shall not so designate streets where such action is
hereafter prohibited by the Common Council of the
City of South Bend.

M. There shall be added to Section 55, clause (b)
of Article,,V a paragraph 4 to read as follows:
4. At speeds greater than those designated by
signs erected by authority of the Board of Public
Works and Safety at an intersection or other place
or places or upon any part of any street or highway.
N. Section 81, clause (b) of Article VI shallread
as follows:
In that portion of the city included within
the following boundaries, to -wit:
Beginning at the North line of Madison
Street and the West side of the St. Joseph
River; thence West and Northwest along the
North line of Iuadison Street to the West line
of William Street; thence Southwest and South
along the West line of William Street produced
South to the South line of South Street; thence
East along the South line of South Street to
the West line of LaFayette Boulevard; thence
South along the West line of LaFayette Boule-
vard to the South line of Bronson Street pro-
duced West; thence East along the South line
of Bronson Street to the East line of Carroll
Street; thence North along the ]last line of
Carroll Street to the South line of Jefferson
Boulevard; thence East along the South line
of Jefferson Boulevard to the West side of the
St. Joseph River; thence North along the West
side of the St. Joseph River to the place of
beginning.
no pedestrian shall cross from one side to the other
side of any street except upon a marked or unmarked
crosswalk, and no such crossing shall be made by a
pedestrian at any alley, any court or any street
less than35 feet wide.
SECTION II. Any and all schedules referred to in
the ordinance numbered 3146 and entitled as above set forth
are stricken,r epealed and made null and void. All streets,
highways and any and all public places to which any of the
foregoing schedules apply shall be governed in accordance with
the signs erected by legally authorized authority and such

signs shall continue to govern parking time in designated
places, parking prohibited in designated places and stops for
preferential streets until changesa re made under authority
of the Board of Public Works and Safety or of the Common Council
of the City of South Bend as hereinabove provided.
SECTION III. Section 72 of Article V is hereby
stricken and repealed,
SECTION IV. This ordinance shall b e in full force
and effect from and after its passage by the Common Council, its
approval by the Mayor and its legal publication.
