A RESOLUTION OF THE COMMON COUNCIL, OF THE CITY OF SOUTH BEND, INDIANA,
REQUESTING THE UNITED STATES GOVERNMENT THROUGH THE POSTMASTER GENERAL
TO ISSUE A COMMEMORATIVE STAMP HONORING THE RESCUE WORKERS, VICTIMS AND
THEIR FAMILIES OF THE OKLAHOMA CITY TRAGEDY.
UTiere 0, the Common Council of the City of South Bend, like the millions of
Americans throughout our great country, have been stunned by the tragedy occurring in
Oklahoma City last month; and
V bereas, the Council believes that a sincere and fitting tribute not only to the
victims and their families but also to the hundreds if not thousands of rescue workers
would be a small token of helping Oklahoma City as well as our Nation begin to heal; and
V btrtgg, the April 20, 1995, AP photo of an Oklahoma City Firefighter carrying
one year old Baylee Almon epitomizes the heartfelt care, concern, and support of our
Nation, as those affected begin to rebuild, regroup, and rededicate their individual lives as
they begin to move on and move forward in light of these devastating circumstances; and
'IlIl btVtB8, the Common Council further believes that as a further sign of our
Nation coming together as a family, that appropriate legislation be considered which
would earmark two cents of every such Commemorative Stamp depicting the AP
photograph be earmarked into a non - reverting fund to assist the families of the victims and
the families of the volunteers like Rebecca Anderson, a nurse who gave her life rescuing
victims from the Alfred Murrah Federal Building in Downtown Oklahoma City.

SECTION I. The Common Council of the City of South Bend, Indiana, joins with the
millions of Americans in paying our respects to the families of the victims of the Oklahoma
City bombing and pays special tribute to the thousands of volunteers who have been
involved and continue to be involved in the search and rescue efforts.
SECTION II. The Common Council believes that the appropriate entities of the United
States Federal Government should begin discussions on the issuance of a special
Commemorative Stamp depicting the AP photo of a Oklahoma City Firefighter carrying
Baylee Almon, with two cents of each such stamp sold being earmarked into a special
non - reverting fund to assist families of the victims and the volunteers who have been
forever affected by this tragedy.
SECTION III. The Common Council of the City of South Bend, Indiana, calls upon all
Americans to unite-together in assisting the City of Oklahoma and all of its residents in
their own individual ways of helping them to move forward in rebuilding their lives as
positively as possible in light of the circumstances.
SECTION IV. This Resolution shall be in full force and effect from and after its ad ption
by the Common Council and approval by the Ma y

I am introducing a special Resolution which is a small attempt to
positively create new programs to assist the City of Oklahoma City as they
begin life after last month's tragedy.
The attached Resolution requests that a Commemorative Stamp be
issued which honors the memories of those who have fallen and salutes all of
the many volunteers who have come to the aid of Oklahoma City.
I believe it would be appropriate to have a Commemorative Stamp
issued with two cents of each stamp sold being dedicated to a special fund to
assist the families of the victims and the families of the volunteers who have
been forever changed by this tragedy. Such a stamp is further conditioned upon
the approval of the family of one year old Baylee Almon and the Oklahoma City
Firefighter who appear in the attached April 20,1995 AP photograph.
I further believe that this is a small, but sincere attempt, for our Nation
to come together in positively assisting the many Americans who have been so
grievously touched forever by this tragedy.
If this Resolution is adopted, I would ask that the City Clerk send
copies to President William Clinton, the Postmaster General, and Third District
U.S. Congressman Timothy Roemer to ask for their assistance in the realization
of such a Commemorative Stamp and fund.
I am also requesting the assistance of the South Bend Firefighters, Local
362 and their support of this effort. Thank you.
