Agenda: Bill 15 -13 Voicing Concerns over Assessment Process &
Values
The Personal & Finance Committee chaired by Councilmember Karen White had only one item on the
agenda, bill 15 -13.
This was a resolution initiated by Councilman Henry Davis expressing concerns about the efficacy of the
property assessment process as implemented by the Country Assessor. Henry's more specific concern is
the assessed value placed on downtown commercial properties. Henry said these properties were over -
assessed, did not correlate to market value, and this creates an impediment to downtown investment.
Brief discussion followed touching on the overall assessment guidelines promulgated by the State and
how they were implemented. Absent the County Assessor, Rosemary Mandrici, to explain the process it
was determined to continue bill 15 -13 until the County Assessor had an opportunity for input.
Before adjourning Karen White asked a formal letter asking the Assessor to come to the next meeting be
drafted and sent.
Karen adjourned the meeting at 5:12 P.M.
