A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, COMMENDING KEVIN C. HORTON FOR HIS FIVE YEARS OF SERVICE AS
CITY CONTROLLER OF THE CITY OF SOUTH BEND, INDIANA
'1< btrt4g, the South Bend Common Council acknowledges that Kevin C. Horton has
proudly served as City Controller since March 1, 1992; and
WT tgg, the Council further acknowledges that since the City is classified as a second
class city and the fifth largest city in the State of Indiana, as Controller, Kevin C. Horton is
charged with overseeing all of the City's financial activities; and
VWtOfg, under his leadership, the Department of Administration and Finance has filed
the comprehensive annual financial report which details the fiscal soundness of the City ; and
'QQ!bi=", by implementing innovative programs and sound fiscal procedures, the City of
South Bend in 1997 is projected to have approximately 102 million dollars in revenue and
approximately 94 million dollars in expenses, resulting in a cash reserve of almost eight million
dollars; and
'O bitteag, perhaps Kevin C. Horton's most profound philosophy during his tenure has
been that a City which is fiscally sound and stable is a City which is able to make choices which
will ultimately better serve the best interests of its citizens. Thanks to his leadership and abilities,
the City of South Bend is in an enviable financial position today.

Bend, Indiana, as follows:
Section I On behalf of all the the citizens of the City of South Bend, Indiana, the
Common Council hereby publicly commends KEVIN C. HORTON for his five (5) years of
dedicated and capable leadership to the citizens of South Bend as City Controller.
Section H. The Common Council notes that some of the accolades earned during his
years of service include boosting the City's municipal bond rating to the AA level, implementing a
performance based budgeting system, and annually having his budget reports being recognized by
the Government Finance Officers Association of the United States and Canada for financial
excellence in reporting.
Section M. The South Bend Common Council sincerely wishes Kevin and his two (2)
children, Ben and Amy, the very best in the years ahead, as he takes on new career endeavors in
the private sector, and hopes that some of his many travels will take him back South to his favorite
restaurant to listen to some great Irish music !!!!
Section IV, This Resolution shall be in full force and effect from and after its adoption
by the Common Council and approval by the Mayor.
