ORDINANCE NO.,3 a,-, - �—
THAT WHEREAS) the salaries and wages paid by the City of South Bend
to certain of its employees are insufficient because of increases in the
cost of living, and
WHEREAS, the services of said City have been necessarily curtailed
by a shortage of employees, and
WHEREAS, it is essential, in order to continue municipal services
even on a restricted basis, to retain present employees and to obtain additional
employees.
NOW, THEREFORE, be it ordained by the Common Council of the City of
South Bend, that:
Section 1. That the amount of ;121445.00 be, and the same is hereby
transferred from the General Fund of the City of South Bend to budgetary Item
No. Pll, personal services and appropriated for the uses and purposes of said
Item in order that from the effective date hereof salaries in said Department
shall be paid on the following basis:
4 captains
3 lieutenants
10 sergeants
95 patrolmen
1 policewoman
1 radio technician
11- matrons
4�stenographers
3 clerks

Section 6. That there shall be paid to persons working for an annual
salary or for hourly wages excepting elective officers, the City Attorney, the

City engineer, the City Controller, the Deputy City Controller, the Chief
of Police, the Chief of the Fire Department, the Secretary of the Board of
Health, the members of the Board of Health, who are paid from any of the
accounts referred to in this ordinance an amount, in addition to that 'wich
they now receive as compensation, equal to loo of the annual salary or the
hourly rate for said position as provided for in the budget of the City of
South Bend for the year 1940, and in the case of the Traffic Department,
which was not in existence in the year 1940, there shall be paid the same
increase as is paid to _persons holding similar positions in other departments.
The provisions of'this section shall not apply to members of the Police and
Fire Department, and a.s to such persons the provisions of Sections 1 and 2
hereof shall prevail.
Section 7. This ordinance shall be in full force and effect for
all services performed by persons in positions covered hereby for the City of
South Bend from and after July 1, 1945, or if approval of the State Board of
Accounts is not obtained until after said date, then this ordinance shall be
%qi full force and effect for all services rendered to the City of South Bend
beginning on the first regular working day following the approval by the
State Board of Accounts.

transfers and appropriations for which provision is made in this ordinance,
and the disapproval of any part of any such transfer and appropriation shall
not affect the validity of any other budgetary transfer or appropriation, or
a part thereof, as made herein if the same be approved.
Section 9. This ordinance shall be in Hill force and effect from
and after its passage by the Common Council, its approval by the•i,iayor, and
the fulfillment of all statutory requirements relatinx�jo erfiergency appropriations.
