STATEMENT OF PURPOSE AND INTENT Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark Ordinance No. 5565-73, as amended to wit: Lot 368 Vasser Park Addition Whereas the Historic Preservation Commission of South Bend & St. Joseph County has recommended the designation of the PROPERTY as an historic landmark. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Section 1. That the above described PROPERTY be, and it is here designated and established as an Historic Landmark under Ordinance No. 5565-73, as amended. Section 2. The purpose of this ordinance is to establish the property at 1253 Diamond as an Historic Landmark. The described real estate is lot 368 Vasser Park Addition to South Bend. The Historic Preservation Commission has recommended designation of this property, at the owners request, to the Common Council at the Commissions public hearing on May I7, 1999. A copy of the Staff's favorable review and recommendation regarding designation of this property is also enclosed. The house was built in 1920? (Data is incomplete per Rhonda) Louis St Lucile Hasly sold the house to ]ames sz Yvonne Cullather on July 7, 1963. On November 2, 1993- the house was purchased by Sahag Oxian. ARCHITECTl1RAL DESCRIPTION This is a two story vernacular style house is rectangular in plan with a brick foundation and wood shingle siding. The roof is a low pitched, cross gable with fascia and wood soffit. The house has a fully enclosed front porch with gabled roof, three over one windows and brick piers at the corners. The windows are ten over one double hung along the front facade and eight over one double hung along the sides. The house also has a wood panel front door with large lights and aluminum storm windows and door. ~~ .N .~..,n ~,ll~ 2 ~ 1999 ~ ' ~: r 4 +._ fig,':: y S RECOMMENDATION Based on the Historic Preservation Commission's Local Landmark Criteria's adopted by the Common Council, the building at 1253 Diamond has been recommended to the Common Council for designation as a Local Landmark by Historic Preservation Commission. The building meets the criteria in at least three areas: 1.) Its embodiment of elements of architectural design, detail, materials, or craftsmanship which represents an architectural characteristics or innovations. 2.) Its suitability for preservation. 3.) Its identification with the life of a person or persons of historical significance. The building fulfills criteria #1 as an example of a 1920's Vernacular Style house. The building is currently rated a Contributing 9 in the Indiana Historic Sites and Structures Inventory. The building fulfills criteria #2 by the integrity of its original construction with little alteration to the facade. The building is a wonderful example of the popular American Vernacular Style with some Craftsman influences. The building fulfills criteria #3 by its association with ???
