STATEMENT OF PURPOSE AND INTENT Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark Ordinance No. 5565-73, as amended to wit: Lot 48 Fowler's Second Subdivision Whereas the Historic Preservation Commission of South Bend & St. Joseph County has recommended the designation of the PROPERTY as an historic landmark. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Section 1. That the above described PROPERTY be, and it is here designated and established as an Historic Landmark under Ordinance No. 5565-73, as amended. Section 2. The purpose of this ordinance is to establish the property at 1240 West Thomas as an Historic Landmark. The described real estate is lot 48 Fowler's Second Subdivision. The Historic Preservation Commission has recommended designation of this property, at the owners request, to the Common Council at the Commissions public hearing on May 17, 1999. A copy of the Staff's favorable review and recommendation regarding designation of this property is also enclosed. It is described as being lot 48 of Fowler's Second Subdivision to South Bend. Fire Station #4 was built in 1920 The City of South Bend sold the building to Richard Kennedy on July 14, 1978. ARCHITECTURAL DESCRIPTION This is a two story Period Revival Style Fire Station. It has a flat roof with limestone parapet coping, metal parapet scupper/cornice with brick brackets underneath with elaborate limestone detailing at the ends. The building is made of brick with ornate limestone detailing. The windows are one over one double hung with limestone sills, all of which except for the windows along the front facade are boarded up. The building also has a paneled wood entry door and two hinged wooden garage doors for the fire trucks. ~.. , .. .q... ~l r s RECOMMENDATION Based on the Historic Preservation Commission's Local Landmark Criteria's adopted by the Common Council, the building at 1240 W. Thomas has been recommended to the Common Council for designation as a Local Landmark by Historic Preservation Commission. The building meets the criteria in at least three areas: 1.) Its embodiment of elements of architectural design, detail, materials, or craftsmanship which represents an architectural characteristics or innovations. 2.) Its suitability for preservation. 3.) Its identification with the life of a person or persons of historical significance. The building fulfills criteria #1 as an example of a 1920's Period Revival Style, two-bay, fire station. The building is rated a Significant 11 in the Indiana Historic Sites and Structures Inventory. The building fulfills criteria #2 by the integrity of its original construction with little alteration to the facade. The building is a wonderful example of an early Twentieth Century, Period Revival Style, fire station. The building fulfills criteria #3 by its association with ??? (the south bend fire department?)
