HomeMy WebLinkAbout01/21/2015 Board of Public Safety MinutesREGULAR MEETING JANUARY 21.2015 1 The Board of Pub] is Safety met in the Public Agenda Session at 8:12 a.m. on Wednesday, January 21, 2015 in the 13`h Floor Boardroom, County-City Building, 227 West Jefferson Blvd., South Bend, Indiana, with Board President Laura Vasquez and Board Members Eddie Miller, John Collins, Luther Taylor, and Daniel Jones present. Also present was Police Chief Ronald Teachman and Board Legal Counsel Tasha Outlaw. Board members discussed the following agenda items: - Amended Resolution Establishing the 2015 Police Department Holiday Schedule Police Chief Ronald Teachman explained the original resolution setting the holiday schedule had an error in the dates of the Thanksgiving holiday and the day after. This amended resolution corrects that error. - Monthly Statistical Analysis — Police Department Chief Teachman stated Part 1 crimes had been showing a4% reduction, but this month larceny is up 3% and larceny alone totals more than all Part 1 crimes combined. Chief Tcachman stated however that due to burglary statistics being down, there is still an overall reduction in the Part 1 crimes. Chief Teachman noted that previously there was a reduction in auto theft, but due to the holidays, the numbers are up again. He explained people are more apt to leave valuables in view in their cars during the holidays, and they often Leave their cars running withthe doors unlocked. Chief Teaehman informed the Board that the Police Department is very pleased with their murder resolution numbers, with fifteen (15) murders out of seventeen (17) being solved this month. He stated community response to shots tired has improved, with a 26% response rate. He noted also evidence collection has increased from less than 7% on average, to now 60% due in part to the Shot Spotter technology. Chief Teachman stated he is particularly pleased with the group violence response with a 160/0 reduction in persons shot versus the prior three (3) years. He noted that since the first cal l -in of May 15, there has been a 37% reduction in gun violence. PRIVILEGE OF THE FLOOR Chief Tcachman stated he will have some officers present to address the Board at the regular meeting on a draft policy for a nuisance abate vehicle. He noted they welcome input from the Board. The purpose, he explained, is to provide more police protection in neighborhoods that need it, especially where there is suspected drug trafficking. Chief Teachman stated at the prior Board meeting he presented the Board with a Lethality Process. Since then, he noted, there have been issues raised at training that need to be taken into consideration. He stated he hoped to have the form with eleven (11) questions officers will use at the crime scene to show to the Board. He added they will provide three (3) cell phones for supervisors to use to call support agencies such as the YMCA for protection of victims. Chief Teachman added another issue that has been raised is that often it is difficult to determine who the instigator is at the scene, and who needs the protection. He stated he found a policy that speaks to that, but he needs to get the prosecutors blessing to incorporate the language into the City's policy. Board President Laura Vasquez and Board Members Eddie Miller, John Collins, Luther Taylor, and Daniel Jones were present. Martin, erk REGULAR MEETING JANUARY 21, 2015 The Board of Public Safety met in the Regular Meeting at 9:15 a.m. on Wednesday, January 2l, 2015, with Board President Laura Vasquez and Board Members Eddie Miller, John Collins, Luther Taylor, and Daniel Jones present. Also present were Police Chief Ronald Teachman, Fire Chief Stephen Cox, and Legal Counsel Tasha Outlaw. The meeting was held in thel3' Floor Boardroom, County -City Building, 227 West Jefferson Blvd., South Bend, Indiana. APPROVE MINUTES OF PREVIOUS MEETINGS Upon a motion by Mr. Jones, seconded by Mr. Taylor and carried, the Board approved the Minutes of the Public Agenda Session, Executive Session, and Regular Meetings of December 17, 2014, as presented. ELECTION OF 2015 PRESIDENT OF THE BOARD — Upon a motion by Mr. Collins, seconded by Mr. Miller and carried., the Board elected Ms. Laura Vasquez as the President of the Board for 2015. Ms. Vasquez thanked the Board and stated she is humbled by the opportunity and has learned so much from the Chiefs and the other Board members. She stated she expects big things from the City Police and Fire departments and hopes they continue to be leaders in the nation in their fields. POLICE DEPARTMENT RESET HEARINGS OF DISCIPLINARY CHARGES - THEODORE ROBERT Upon a motion by Mr. Miller, seconded by Mr. Taylor and carried, the hearing of disciplinary REGULAR MEETING JANUARY 21, 2015 charges for Patrolman Theodore Robert was reset for March 23, 2015 at 8:30 a.m. in the 13`n Floor Boardroom of the County -City Building. APPROVE RESOLUTION NO. 02 -2015 - AMENDING RESOLUTION NO 56 -2014 ESTABLISHING THE 2015 HOLIDAY SCHEDULE FOR THE SOUTH BEND POLICE DEPARTMENT Chief Ronald Teachman informed the Board that at the Board's previous meeting of December 17, 2014: the Board approved Resolution No. 56 -2014 Establishing the Holiday Schedule for the South Bend Police Department. Subsequently, Chief Teachman noted, an error was found in the date ofthe Thanksgiving holiday and the day after. Therefore, Chief Teachman presented the Board with a corrected schedule for their approval. Upon a motion by Mr. Taylor, seconded by Mr. Miller and carried, Resolution No. 02 -2015 wus approved correcting the Police Department 2015 holiday schedule. RESOLUTION NO. 02-2015 A RESOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND, INDIANA, AMENDING RESOLUTION NO. 56-2014 ESTABLISHING THE 2015 HOLIDAY SCHEDULE FOR THE SOUTH BEND POLICE DEPARTMENT WHEREAS, the Board of Public Safety of the City of South Bend, Indiana, is empowered by law to establish rules and regulations for the South Bend Police Department; and WHEREAS, it is in the interest of the City of South Bend that the Police Department holidays be set with certainty. WHEREAS, on December 17, 2014, the Board approved Resolution No. 56 -2014, Establishing the 2015 Holiday Schedule for the South Bend Police Department; and WHEREAS, the Police Department discovered an error in the dates of certain holidays; NOW, THEREFORE, BE IT RESOLVED by the Board of Public Safety of the City of South Bend that the following corrected holiday schedule replaces the previous schedule set out in Resolution No, 56 -2014: SECTION I. That for all swom police officers who arc assigned to work as their regular schedule, 5 on and 2 off, Monday through Friday, the following holidays shall apply: New Year's Day Martin Luther King Jr. Day Memorial Day Independence Day (Observed) Labor Day Veteran's Day Wednesday, Thanksgiving Day Day after Thanksgiving Christmas Day Thursday, January 1, 2015 Monday, January 19, 2015 Monday, May 25, 2015 Friday, July 3, 2015 Monday, September 7, 2015 November 11, 2015 Thursday, November 26, 2015 Friday, November 27, 2015 Friday, December 25, 2015 In addition to the nine (9) designated holidays above, employees may choose one (1) additional floating holiday subject to South Bend. Municipal Code See. 2 -121 (a), which can be any day of the employee's choosing subject to supervisor's approval. SECTION II. That for all sworn police officers who are assigned to work as their regular work schedule, 6 days on and 3 days off, there shall be no paid holidays. The following dates are designated as Critical Duty Days: New Year's Day Thursday, January 1, 2015 Memorial Day Monday, May 25, 2015 Independence Day Saturday, July 4, 2015 Thanksgiving Day Thursday, November 26, 2015 REGULAR MEETING JANUARY 21, 2015 Christmas Eve Thursday, December 24, 2015 Christmas Day Friday, December 25, 2015 New Year's Eve Thursday, December 31, 2015 For purposes of the Critical. Duty Day stipend, the Critical Duty Day shall start at 6:00 a.m., and last 24 hours. SECTION III. Officers assigned to the South Bend Community School Corporation shall, while so assigned, follow the holiday schedule set by the South Bend Community School Corporation for its clerical employees. Officers so assigned shall be eligible for Critical Duty Day pay only if assigned to the Uniform Division and otherwise eligible. ADOPTED this 21st day of January, 2015. APPLICATION AND DECLARATTON FOR RETIREMENT — ROBERT STOYATOFF President Vasquez advised that Police Chief Ronald Teachman has submitted to the Board the Application and Declaration for Retirement from Detective Sergeant Robert Stoynoff effective February 23, 2015. Chief Teachman noted that he is retiring from the Department in good standing after serving forty-one (41) years, two (2) months and five (5) days. Chief Teachman noted the longevity and stated he hopes Sergeant Stoynoff stays close so they can take advantage of his years of experience and knowledge. Chief Teachman joined the Board in thanking him for his many years of service to the South Bend Police Department and the citizens of South Bend, and wishing him success in his new endeavors. Upon a motion made by Mr. Jones, seconded by Mr. Taylor and carried, the retirement was accepted and approved. ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT Chief Teachman, Police Department, advised the Board of a generous donation of $500.00 from Mr. and Mrs. Robert Weiss to be used for the purchase of a K9 ballistics vest for the Police Department K9 unit. There being no further discussion, the donation was gratefully accepted and filed. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — DECEMBER 2014 Chief Teachman stated overall there is a reduction in Part I crimes in spite of an increase in larceny. Normally, he added, the larceny statistics affect the total statistics but in this case, a large reduction in burglaries offset the increase in larceny. Chief Teachman noted murder is up also, but he is proud of the fact that they have been able to solve fifteen (15) of the seventeen (17) murders. Chief Teachman stated there has been a 16% reduction in persons shot in 2014 and a 37% decrease over the last three (3) years. He noted the Shot Spotter technology has increased the community response on call -ins of shots fired by 26 %, adding that evidence collection has increased to 60% with the call - ins, compared to 7% previously. Mr. Miller added that the Shot Spotter technology has improved the relationship with the Police Department and the community. Chief Teachman agreed, noting the resident's feel as though their calls are being responded to more now, that they are being heard. President Vasquez stated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of December 2014, as submitted by the Police Department, would be accepted for filing. Upon a motion by Mr. Taylor, seconded by Mr. Collins and carried, the request for leave of absence was denied. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — DECEMBER 2014 Fire Chief Stephen Cox submitted to the Board the monthly report for December 2014 compiled by the Prevention/Inspection Bureau of the Fire Department. Chief Cox noted that during the holidays there is typically an increase in fires, but this year property damage was relatively stable. Chief Cox stated he attributes this to public outreach the Fire Department has been doing with the distribution and installation of smoke detectors. He stated the information went out in the water bills andthe Fire Department had a tremendous response from the community. He informed the Board there were no fire fatalities in 2012 and just a handful in 2013 and 2014. Chief Cox stated the goal this year is for no fatalities. He noted the smoke detector program allowed the Fire Department to get into homes and have discussions about fire safety and response that would not have happened otherwise. Chief Cox noted some of the smoke detectors were purchased through a grant the Fire Department did, and continues to do, and some were secured through funds from a partnership with the Red Cross. Ms. Vasquez stated if there were no objections, the Board would accept the report for filing as presented. REGULAR MEETIN G JANUARY 21, 2015 Captain Hammer stated this program was put together with the help of neighborhood organizations and is based on a proj ect deployed by the Peoria, Illinois Police Department. Captain Hammer stated be worked with Brinks on securing an armored vehicle. He noted it cost the Police Department $10.00, and the painting was donated. He added the vehicle has grills to protect the lights, and foam in the tires in the event of a lire getting shot out. Captain Hammer explained this program is a quality of life issue. The Police Department will park in front of a nuisance house, knocking on the door and letting the inhabitants know they are out there for them. He stated it makes them aware they are being watched, which helps the Police make up for a shortage of officers to do surveillance. He gave an example of a suspected drug trafficking home across from a school and next door to a day care. The Police Department received numerous complaints and concerns regarding the home up until they parked the vehicle in front of the home for a day. He noted they have not received any complaints regarding this property since then and shot spotter has not identified shots fired in the location since that day. Chief Teachman stated his big concern is making sure the community is being heard. Too often, he explained, they don't see the Police driving by or responding to their calls. When they see this vehicle, he added, it makes them know they've been heard. Ms. Vasquez stated she saw the vehicle parked across from a gas station known for problems with violence this weekend; and it makes an impact. The Board joined her in commending and thanking the Police Department on this innovative program.
