Committee Members Present: Karen White, Valerie Schey (XAB), Derek Dieter, Dr. Fred Ferlic Other Council Present: Tim Scott, Henry Davis, Dr. David Varner, Gavin Ferlic, Oliver Davis (EAB) Others Present: Bob Emery, Erin Blasko, Kathy Cekanski - Farrand Agenda: Organizational Meeting Bill 14 -100 Recognize the 2nd Monday of October as Native Indigenous Peoples Day Karen White newly appointed chair of the Personnel & Finance Committee called her meeting to order with all in attendance except Valerie Schey excused for migraines. Several items were listed on this organizational meeting agenda First, Karen noted she has received and entered into the record the 2014 Annual Report of Personnel & Finance Committee which briefly highlights the 2014 activities of the Committee. (Attached) Karen then provided a new brochure for public distribution describing the duties and responsibilities of the Personnel & Finance Committee, one of the 11 standing committees of the Council. (Attached) Shen then asked fellow Councilmembers to give thought to their own goals and objectives for the Committee and the City for 2015. Karen said she intended to continue the good practice of quarterly financial reports from the City Controller first initiated by Valerie Schey. Turning to her Committee for input she recognized Dr. Ferlic who expressed a need for special scrutiny in 2015 of the City's CSO plan and contracting of health insurance plans for City employees. Henry Davis spoke to the need to give special attention to an analysis of the City's assessed value focusing on its correctness, completeness and its effect on the tax rate. He suggested conservations with the Council, the County Assessor, Treasurer, and Auditor be initiated. Tim Scott said added emphasis on the City's financial state of affairs be shared openly and regularly with the public. Karen White felt additional information be provided regarding TIF, what it is, how it affects tax rates, and what TIF dollars can be used for. This would enhance the understanding of TIF for both the Council and the public. She went on to emphasize the need to solicit comments from the public. This is part of her continuing effort to promote improved quality of life in neighborhoods. The next item on the agenda, Bill 14 -100, would recognize the second Monday on October as Indigenous People's Day also known as Native Americans Day. In that Henry Davis authored the bill. Karen asked him to make the presentation. Henry said there was a misconception that this bill would replace or negate Columbus Day traditionally celebrated on the same day. He said the bill was intended to honor Native Americans. He then read a letter from the Pokagon Band, the only federally recognized tribe in the area which said that Native Americans celebrate their heritage each year on September 21. They do not want to supplant Columbus Day. (Letter attached) With that in the record, Henry asked the bill be continued indefinitely. On motions by Dr. Ferlic and Derek Dieter affirmed by all, that was done. Karen White adjourned the meeting at 2:42 P.M. As each of you will recall, the Personnel and Finance Committee is charged with overseeing the activities performed by the Department of Administration and Finance and reviewing all proposed salary budget appropriations and other fiscal matters as well as personnel policies and all health benefit related matters. We were fortunate to have Mr. Christopher Huff, our citizen member, who diligently served on this Committee last year. Likewise, the Council Members who served included myself as Committee Chairperson, Dr David Varner as Committee Vice Chairperson, Henry Davis Jr. and Derek D Dieter. The primary responsibility of the Personnel and Finance Committee last year was to work together with the Administration to prepare the 2015 City Budget. By hosting a number of committee meetings, the 2015 Budget was prepared and approved by Council on October 27th. The Committee also had the opportunity to work in conjunction with the Community Investment Committee to interview candidates for possible appointments to the Redevelopment Commission, the Human Rights Commission and the Diversity Utilization Board. By working with the City Administration, all of the Committee activities helped to ensure sound fiscal choices were made on behalf of the City of South Bend. Thank you.
