Committee Members Present: Gavin Ferlic, Karen White, Dr. David Varner, Valerie Schey (EAB) Other Council Members Present: Tim Scott, Henry Davis, Dr. Fred Ferlic, Oliver Davis (EAB), Derek Dieter Others Present: Kathy Cekanski - Farrand, Erin Blasko, Aladean DeRose, Bob Emery Agenda: Bill 15 -06 Delay the Effective Date of Ordinance 10343 -14 With a quorum Gavin Ferlic, Chair of the Information and Technology Committee took under consideration one item, bill 15 -06. This bill would delay indefinitely the implementation of a bill passed on December 9, 2014 and was slated to go into effect on February 2, 2015. The original bill sought to establish policies for Councilmembers using social media when using city -owned technologies. A majority at the time felt it was appropriate to establish certain standard of decorum for public matters. The ACLU got involved after the passage claiming the bill abridged freedom of speech. Rather than go to court the Council with this bill asks that the social policy be continued indefinitely. Tim Scott, Aladean DeRose the City's Chief Deputy Attorney and Council Attorney Kathy Cekanski- Farrand explained this legal compromise claiming the ACLU was in agreement with the continuance. On a motion to recommend 15 -06 to Council favorably by David Varner, seconded by Karen White and affirmed by all this was favorably sent. Gavin Ferlic Adjourned the meeting at 5:39 P.M.
