Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark pursuant to Ordinance No. 5565 -73, as amended to wit: Lots 194 and 195 Coquillard Woods Addition of South Bend Whereas the Historic Preservation Commission of South Bend & St. Joseph County has recommended the designation of the property as an historic landmark. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Section 1. That the above described property be, and is here designated and established as an Historic Landmark under Ordinance No. 5565 -73, as amended. Section 2. At its Public Hearing held on January 17, 2000, the Historic Preservation Commission recommended designation of this property to the Common Council. Orly. a. LL9' , 3 Ina 0M a i'v 1917 Cedar Historical Context This property is located on the northwest corner of Coquillard and Cedar Streets, in South Bend, Indiana. It is described as being lots 194 and 195 of Coquillard Woods Addition of South Bend. This brick, Tudor Revival style house was built in 1927 by the Coquillard Land Company, a real estate development group founded by Fred Smith and Gallus Bader of Whiting, Indiana. Upon its completion the house was sold to William Steinmetz, the manager of the General Asbestos and Supply Company and founder of the Midland Engineering Company. Mr. Steinmetz resided at this address until 1936 when ownership of the property reverted to the Metropolitan Life Insurance Company, who sold the house that same year to Charles D. Hoyt. Mr. Hoyt was born in Mishawaka in 1887, apprenticed at the Dodge Brothers Factory in Mishawaka and later became foreman at the crankshaft division of the Packard Motor Corporation in Detroit. Charles held this position until 1919 when he returned to South Bend to briefly occupy the position of foreman for Studebakers engine division. Mr. Hoyt resigned this position in 1921 to found the Charles D. Hoyt Screw Machine Factory in Indianapolis. He relocated the factory to the former South Bend Watch Factory in 1937. Mr. Hoyt retired in 1940 and was replaced as President by his son, Charles Hoyt Jr. Mr. Hoyt and his wife continued to reside at this address until 1949 when they sold the house to their son Charles Jr., and his wife Jean. They lived in this house until 1962 when it was sold to John and Geraldine Megee. Mr. Megee was an assistant investment officer for First Bank and Trust Company of South Bend. He and his wife resided here until 1967 when he sold the house to Nancy Gillis and her husband, Peter. Mr. Gillis was a realtor, he and his wife owned the house until 1993 when they sold it to the current owners, Kevin and Wendy Page. 2 9 '006 ARCHITECTURAL DESCRIPTION This is a two and a half story Tudor Revival style house. It has an irregular plan, flagstone chimney with molded cap and iron decoration and brick foundation. The house has tan brick, stretcher bond, walls with stucco and half- timbering in gable peaks and a large clapboard covered dormer located on the south facade. The roof is a combination hip and gable with red slate shingles and copper gutters and flashing. The structure also boasts a flagstone terrace, decorative copper canopy at entry with copper brackets. The windows consist of decorative round, leaded diamond panes in the foyer, multi - -pane metal casements and one small leaded glass window located in the second floor. ?? RECOMMENDATION Based on the Historic Preservation Commission's Local Landmark Criteria's adopted by the Common Council, the building at 1917 Cedar has been recommended to the Common Council for designation as a Local Landmark by Historic Preservation Commission. The building meets the criteria in at least three areas: 1.) Its embodiment of elements of architectural design, detail, materials, or craftsmanship which represents an architectural characteristic or innovation. 2.) Its suitability for preservation. 3.) Its identification with the life of a person of historical significance. The building fulfills criteria #1 as an excellent example of the Tudor Revival style architecture, which was very popular in the 1920s. The building is rated a significant twelve in the Indiana Historic Sites and Structures Inventory. The building fulfills criteria #2 by the integrity of its original construction with virtually no changes to the facade. Its a wonderful example of a 1920s Tudor Revival Style house. The building fulfills criteria #3 by its association with Charles D. Hoyt and Charles Hoyt Jr., prominent local industrialists. Staff finds that the building meets the criteria for designation as a Local Landmark and recommends that the Commission send such a recommendation to the Common Council. E ZG�0
